Jet Airways pilots defer strike to April 15

Mumbai: A major crisis at the struggling carrier Jet Airways was averted Sunday after its pilots body National Aviator's Guild (NAG) deferred to April 15 its call of halting operations. The decision was taken at an open house meeting of NAG members that took place both in Mumbai and Delhi Sunday afternoon, a guild source said. The NAG, which claims representation of around 1,100 pilots of the total 1,600 with the full service carrier, last month announced that its members will not fly from April 1 unless their pending salary dues were cleared and a clarity on future payments was provided by March 31. Jet Airways has been defaulting on salary payments to pilots, engineers and senior management since August last year.The loss-making airline, which is now under the ownership of SBI-led consortium of lenders following a debt-recast plan, Saturday said it could remit only the remaining amount of December salary to pilots and others. Jet Airways engineers have also reportedly threatened to stop work from April 1 if their dues are not cleared by March 31. However, the airline expressed its inability to clear the remaining three months dues of the staff immediately. "The board of directors and the management team are working as fast as possible to implement the resolution plan agreed with the consortium of Indian lenders to quickly restore the much-needed stability to our operations and build a sustainable future for the airline," Jet Airways chief executive officer Vinay Dube said in a communication to pilots and engineers Saturday. "These are complex processes and it has taken longer than we had expected and as such we are only able to remit your remaining salary for December 2018," he said.

Officer nudging bizmen to pay GST by today

Racing against time to meet the GST collection target for 2018-19, tax officers have been prodding businesses to pay taxes by Sunday so that the amount gets reflected in the GST revenue collection data for March to be released on April 1 (Monday), a government official said. Since taxes collected by non-EDI (electronic data exchange) ports takes about four-five days to get reflected in the system, the government is planning to come out with a reconciled data for full fiscal by April 10, the official further added. "The tax officers are putting to use their goodwill with the assessees and nudging them to pay the taxes by March end, the last month of the fiscal, to make up for the collection target for 2018-19," the official told . The official said officers were also prodding some importers to front-load their integrated GST (IGST) payments in March for those inward shipments for which orders have already paid and are due to delivered in next couple of months. This practice of prodding assessees to pay taxes by March end to meet the fiscal target was also prevalent during the erstwhile excise and service tax regime. AMRG & Associates Partner Rajat Mohan said taxpayers in the erstwhile regime were hard-pressed at the close of the financial year to pay taxes over and above the actual tax liability. "This was done to balance the revenue targets allocated to each individual division. GST would loose its lustre if tax officers continue to use methods of persuasive coercion," Mohan said. The Central Board of Indirect Taxes and Customs had directed its field formations to remain open during the last weekend of the current financial year, which is March 30 and March 31, 2019, for assisting the taxpayers in filing returns and paying taxes. The government had lowered the GST collection target for 2018-19 fiscal to Rs 11.47 lakh crore in the revised estimates, from Rs 13.71 lakh crore budgeted initially. GST collection stood at Rs 1.03 lakh crore in April, Rs 94,016 crore in May, Rs 95,610 crore in June, Rs 96,483 crore in July, Rs 93,960 crore in August, Rs 94,442 crore in September, Rs 1,00,710 crore in October, Rs 97,637 crore in November, Rs 94,725 crore in December 2018, Rs 1.02 lakh crore in January 2019 and Rs 97,247 crore in February 2019. Vijaya Bank, Dena Bank to become BoB from Apr 1

NEW DELHI: In a first three-way amalgamation, Vijaya Bank and Dena Bank will merge with Bank of Baroda (BoB) from April 1 to create the third-largest lender of the country.As a result, branches of Vijaya Bank and Dena Bank will function as BoB outlets from Monday onwards."Customers including depositors of Vijaya Bank and Dena Bank will be treated as customers of Bank of Baroda with effect from April 1, 2019," the Reserve Bank of India (RBI) had said in a statement on Saturday.To make merger a smooth affair, the government last week decided to infuse Rs 5,042 crore in BoB to enhance its capital base to meet additional expense.According to the Scheme of Amalgamation, shareholders of Vijaya Bank will get 402 equity shares of BoB for every 1,000 shares held. In the case of Dena Bank, its shareholders will get 110 shares of BoB for every 1,000 shares.The government in September last year announced the first-ever three-way consolidation of banks in India, with a combined business of Rs 14.82 lakh crore, making it the third-largest bank after State Bank of India (SBI) and ICICI Bank.The announcement of the three-way merger was among several reforms initiatives undertaken by Financial Services Secretary Rajiv Kumar to make public sector banks (PSBs) healthy, robust and globally competitive.As part of the reform process, the government had also announced transfer of majority 51 per cent stake to Life Insurance Corporation (LIC) in IDBI Bank in August last year to transform the Mumbai-based lender.Besides, the Department of Financial Services made a record capital infusion of Rs 1.06 lakh crore in the PSBs in the current fiscal. As a result five public sector banks including Bank of India, Corporation Bank and Allahabad Bank were out of the prompt corrective action framework of the RBI earlier this year. Non-performing assets (NPAs) have shown negative trend in 2018-19 and have reduced by Rs 23,860 crore between April-September 2018.Following the merger, the number of PSBs will come down to 18.Announcing the merger, Finance Minister Arun Jaitley had said "the consolidation will help create a strong globally competitive bank with economies of scale and enable realisation of wide-ranging synergies".The merged entity will have better financial strength, Financial Service Secretary Kumar had said adding that its net NPA ratio will be at 5.71 per cent, significantly better than PSBs' average of 12.13 per cent.Besides, provision coverage ratio would be better at 67.5 per cent against an average of 63.7 per cent and the cost-to-income ratio of the combined entity would come down to 48.94 per cent as compared to average of 53.92 per cent, he had said last year.

By Aakar PatelI’m hoping for a hung parliament. One so well-hung that its largest party is as small as can possibly be while it all adds up to 272. Or even falls short: Even a minority government is welcome. It doesn’t matter either, beyond a point, whether this is a government formed by the Bharatiya Janata Party or the Congress. Here are the reasons.The first good thing about minority governments, particularly rainbow-type coalitions as we saw in the late 1990s (where the Cabinet was composed of non-Congress, non-BJP elements), is that they tend to be more federal. Meaning that there is greater emphasis on the states over the Centre. This is a very good thing in a part of the world where the polity and narrative is hijacked by an aggressive Centre. The other positive aspect is that India’s Union government sees more participation from sidelined places like the Northeast and Kashmir in such a phase.The second product of minority government is that people outside government, like civil society organisations and activists, have some levers available to influence change. In dispositions like the one just ending, this is not easy. Majority governments tend to be less open to ideas and agendas outside their own core interests. Indeed they are often hostile.But in the event that the government does open itself up, and this is the third point, it is often the case that our nation and its countrywomen benefit. We had very fine legislation and humane laws like the right to work (MNREGA), Right to Information, Right to Food and Right to Education because good people like Aruna Roy and Jean Dreze and Farah Naqvi were on the advisory council that pressured Manmohan Singh’s UPA into doing the right thing.The counter to this, the fourth point, is that the opposite happens in majority government, especially one led by strong figures. It is not easy to conceive and execute masterstrokes like demonetisation and the surgical strike when one has to accommodate other minds and various interests in decision-making. Stupidity and recklessness need an antidote, and an effective one is to be found in the sharing and prior approval of genius ideas that affect hundreds of millions.The fifth point is that majority governments universally tend to bite off more than they can chew and make a hash of execution. A more modest agenda focused on doing the smaller things right usually is more beneficial than grandiose attempts that seek to overturn the status quo.In our part of the world we cannot separate the majority from the majoritarian. This is the sixth point and all the evidence before us shows that we Indians cannot be trusted to properly resist majoritarianism when it emanates from the Centre. Our instincts appear to be tribal and base and a few lynchings here or there or the continued barbarism visited upon fellow Indians (say in Kashmir or the Adivasi belt) is acceptable to us. Indeed it is applauded. Best it remain in check.Seventh, it is not right to assume, as my fellow Gujaratis in the stock market appear to do all the time, that a minority government is bad for the economy. Our history doesn’t validate that thesis.It was in a minority government that economic reform originated. The data over the last 28 years will not lead one to conclude that the 2014-2019 period (the only one with a majority) produced better numbers than the two decades or so before it.These are the reasons why I want a Parliament that is hung and the sort of government that is described as weak and indecisive, by those who haven’t really thought it through. You could examine majority governments up and down the decades and see the same patterns as the ones described above. Bank nationalisation and the Emergency came from a government whose members in the Lok Sabha numbered 352. On the other hand, the 1997-98 ‘Dream Budget’ was passed by a government that collapsed a few weeks later and was headed by a PM whose party had but 46 seats.It is foolhardy to assume that parties or alliances that cross 272 produce stability or that this stability in turn produces economic reform which then helps along GDP growth. There are other ways to skin this cat.Of course it is true that sensible people will be repelled by messianic and pantomime figures referring to themselves in the third person (which would make them ridiculous in any civilised democracy). But there is also a positive reason, indeed many, to be attracted to the idea of a coalition, a word whose Latin root is ‘fellowship’, and which means the ‘growing together of parts’.

Diesel prices down 8-9 paise, petrol unchanged

Diesel prices across the four metro cities declined for the fourth straight day, with prices falling by 8 to 9 paise on Sunday, data on the Indian Oil Corp's website showed.Petrol prices, however were unchanged during the day, according to the data.In the national capital, diesel was priced at Rs 66.14, down from Rs 66.22 per litre on Saturday.In Kolkata, diesel was sold for Rs 67.92, against the previous level of Rs 68 per litre.Price of the fuel in Mumbai and Chennai declined by 9 paise to Rs 69.27 and Rs 69.88 on Sunday, from the previous levels of Rs 69.36 and Rs 69.97 per litre respectively.Fuel prices in the country are based on a 15-day average of global crude prices and the rupee-US dollar exchange rate. Currently, the benchmark Brent crude oil is priced around $67 per barrel.Cost of petrol in Delhi, Kolkata, Mumbai and Chennai was at Rs 72.86, Rs 74.93, Rs 78.48 and Rs 75.67 per litre, all unchanged from Saturday's levels.

Caught on wrong foot, rail zones asked to remove political ads from premises

NEW DELHI: Railway Board Chairman VK Yadav Sunday wrote to all zones, asking them to remove all kinds of political advertising from railway premises after a series of instances of violation of the model code of conduct. The message sent to all zonal general managers and divisional railway comes days after railways had to explain why tickets issued to passengers had photographs of Prime Minister Narendra Modi after the MCC had come into force. Just two days ago, a tea cup bearing the BJP' election campaign slogan "main bhi chowkidaar" created a furore. "Dear GMs/DRMs, any advertisement having photograph of any political leader on railway ticket, any other railway stationery, railway coaches, railway stations, any other railway premises should be immediately removed and advertising agency should be suitable informed," the message from Yadav says. EC sources on Saturday said that Railways have been asked to explain the prima facie violation of the model code of conduct. It has also been asked to explain the person responsible for the tea cups carrying the chowkidar slogan. The EC is learnt to have invoked the 'party in power' clause of the poll code in the case as it could be averred that party in power' is using government transporter for election publicity. "Reports that tea has been served in cups labelled as 'main bhi chowkidar' have been investigated. This was without any prior approval of IRCTC. Explanation has been sought from Supervisor/Pantry Incharges over lack of devotion to duty. One lakh fine has been imposed on the service provider. Show cause notice has also been served to the service provider for this misconduct," IRCTC had said in a statement on Friday. This particular cup was found on board 12040 Kathgodam Shatabdi. Tea was served twice in these cups.

Stronger dollar may weigh on gold, but long-term trend positive

By Pritam Kumar Patnaik To hold or not to hold, that is the question every gold investor is wrestling with today. The decision would depend solely on the nature and tenure of your investment. A long-term trader would have looked at last Thursday’s correction in gold prices as an opportunity to average; whereas a short-term trader would gleefully wait for gold to breach the technical sell level of $1,290 to create shorts for the short term. Last Thursday, we did see gold drop to a three-week low, breaching not only the psychologically crucial $1,300 level, but also coming painfully close to its technical sell levels.So what caused the fall in the first place? Gold found it extremely difficult to maintain above $1,320 level and retake the high of $1,325. It is safe to assume that a lot of short-term traders would have entered the market when gold price dropped from its high, with an expectation that a rally would soon ensue, but as the market remained largely negative to sideways. So, a lot of the short-term futures traders choose to pull the plug on their positions and decided against rolling on their positions from April 2019 to June 2019 contract. This coupled with a strong US dollar, and international investors still chasing yield in the US led to the sharp correction.That said, the market view is that the current correction is a good level for averaging or creating fresh longs. It is crucial to appreciate that earlier factors like a sustained dovish stance by the US Fed, slowing global economy, slew of economic growth downgrades, emergence of a negative yield curve in US bond market and messy Brexit led gold to rally and it still continues to exist. A continuation of dovish stance by the US Fed, which does not want to see US interest rates rise anytime soon, augurs well for gold. While in the near term we will continue to witness bouts of stronger dollar, traders and investors will likely exhibit a bit more appetite for risk, by investing in riskier assets. The slow progress of US-China trade talks is likely to drag on for a couple of months. There is also no clear consensus in the marketplace on the eventual outcome of the US-China trade talks, thus, keeping the volatility high. This works in favour of the US dollar, and against gold. However in the medium to long term, given the broad macroeconomic and geopolitical factors and the policy stance adopted by the US Fed, the positive sentiments for gold remain intact. Will jobs decide the fate of PM Modi? Here are some answers

What is the top issue dominating the minds of voters this critical election season? Multiple surveys have thrown up a unanimous answer— jobs, or more precisely, the lack of them. Surveys by Pew Research, Association for Democratic Reforms (ADR) and Times Now have revealed unemployment as the top issue. The ADR survey, which queried 2.7 lakh people, said employment is the top priority for voters, and they ranked the incumbent government’s performance in this area at an abysmal 2.15 on a scale of 5 — a forgettable performance appraisal. Key opposition party Congress says it will make unemployment the rallying issue in its campaign. There are good reasons why the jobs crisis is getting so much attention. India is reeling under perhaps its worst ever job crisis. According to a leaked official report (denied by the government), India’s unemployment rate stood at a 45-year high at 6.1%, with youth being the most affected. In the world’s youngest and second most populous nation, unemployment is understandably an emotive issue. With a workforce of more than 450 million people, close to 10 million new workers enter the labour market annually. The jobs situation is a reflection of the economy. GDP growth has slowed down. Investment cycle hasn’t picked up. Amid sub-optimal capacity utilisation, fresh investment, especially in the private sector, has been of concern. Foreign direct investment, household savings and farm income have all shown worrying trends. Worse, some of the most labour-intensive sectors led by real estate are going through a rough patch. Post demonetisation and the GST roll-out, the MSME sector is facing multiple challenges. Manufacturing jobs fell in absolute terms from 58.9 million in 2011-12 to 48.3 million in 2015-16. Multiple sectors — from IT services, airlines to telecom — are going through a structural shift or consolidation. Understandably, this election, political parties are laying thrust on the job crisis, trying to put the Modi government on the mat. In the 2014 general elections, he promised to create two crore jobs annually if voted to power. The government has failed to deliver. Yet, when it comes to votes, jobs may not be the biggest rallying factor. Voting is a complex decision in India with caste, class, community, religion, political alliances and sops, etc. being important variables. Also, voters are aware that creating millions of jobs isn’t going to be easy for any party. Rising global trade barriers, automation and intensifying farm-to-non-farm transition make things difficult. A bigger problem is the demand-supply mismatch and India’s employability crisis where graduates are poorly skilled. Demographic dividend turning into a demographic curse has been a constant worry. So, will jobs be top of mind when the Indian voter steps into the voting booth this summer? ET Magazine reporters travelled to trade and industry hubs across the country to find out.Constituency Gautam Buddha Nagar, UP Jobs a Concern, But Will Vote ModiIt’s 10 am on Sunday and the so-called Labour Chowk in Noida’s Sector 49 is abuzz with activity. A few hundred daily wage labourers anxiously await their day’s business. The corner stall serving hot chhole bhature is doing brisk business. Men — young and old — rush to every car that stops by, hoping to land a job for the day. 68648661 “It has become worse. Unemployment has risen. We have become poorer,” says Priyanshu Tiwari, 22, a jobless graduate who has been soliciting work here since 2017. He says the number of workers has multiplied — from around 200 then to now more than 500. Women, a rarity earlier, now have a visible presence. Tiwari, like many others here, barely manages to get hired for 10 days a month, at a daily wage Rs 400. “There are no jobs in Noida’s factories,” he says.As a job seeker, Tiwari is disappointed with the Modi government. “He promised us jobs but did not deliver,” he says. But as a voter, Tiwari has no doubts: “I will vote for Modiji. I like him. He is good for India.” Noida, the economic engine for the politically important Uttar Pradesh, has been a hub for migrant workers. It has seen its voter count grow from 12.14 lakh in 2014 to 14.9 lakh in January 2019. Of them, 1.2 lakh are first-time voters. Meanwhile, Amity University bustles with youthful energy. With 25,000 students, the mood here seems more upbeat. Campus placement has been average. A noticeable trend is that startups are showing up in large numbers. About 30% of MBA students have opted to become entrepreneurs. 68648676 “Five years back, nobody here talked of startups,” says Kritika Das Gupta, who heads the placement cell. Understandably, colleges and universities have become important battleground for parties. Last Sunday, a day before ET Magazine visited Amity, BJP leader and union minister Sushma Swaraj addressed industrialists on campus. The next day, a news channel hosted a show with leaders from all major political parties and students in the audience. Gunendra Singh, 22, says he is impressed with the way the Modi government has pushed the Startup India campaign. His batchmate Aditya Narula, 21, is happy with MSME loan schemes like Mudra. Many ofhis friends, who have launched startups, have managed to get funding. 68648690 “I too applied but didn’t get it. Still, their mentoring helped me,” he says. Now, instead of launching his startup, he has opted to take up a job. Prateeksha Tyagi, a 23-year-old MBA student, is happy with the way the Meerut expressway was built. Manya Khanna, 23, from Chhattisgarh, has landed a job with Hyundai Motor and says she is happy with what the BJP government did in her home state. Her batchmate Shubham Sagar says Modi has delivered in dramatically changing his hometown Varanasi. His support isn’t blind. “Of course, there are ifs and buts. I don’t like the communal overtones or the cow move,” says Sagar. However, of the 40-odd students this reporter met, at least 15 did not have a voter card. 68648697 Co-working hub 91 SpringBoard in Sector 1, Noida, echoes the mood. It houses 190 startups with 800 members. Nikhil Mishra, 27, a serial entrepreneur, says: “Except for the PSUs, the government has little role to play in jobs. I firmly believe that there is a long curve and a short curve game. The Modi government has had just five years. We need to give them more time,” he says. Startup employee Eesha Kapoor, 25, says she is not 100% satisfied but she is sure Modiji has worked hard. “Tell me what is the alternative. There is none,” she says. Over two days, this reporter met close to 100 voters, young and old, educated and illiterate, employed and unemployed. Undoubtedly, job is a critical issue. But the job crisis hasn’t dented Modi’s appeal. Everyone has their own reasons —a decisive and muscular government, its grand ambitions, the infrastructure push, brand India, its attempts to formalise the economy, the TINA (There Is No Alternative) factor, and so on. How will the job crisis affect votes? Voters don’t seem to see a correlation between the two.Constituency -- Surat, Gujarat Back in BusinessBy Shantanu Nandan Sharma 68648781 Rutvik Vaghasiya is a second-generation textile entrepreneur in Surat. The 23-year-old, who has a bachelor’s degree in business administration, is convinced that he can now expand the mill set up by his father, Nitin Bhai, a decade ago. The demand for textiles, Vaghasiya insists, would now pick up, as Surat — the second largest city in Gujarat, after Ahmedabad — is limping back to action. The city, which is a major hub of textiles and diamond processing, faced severe job loss after the double whammy of demonetisation in 2016 and the implementation of GST in 2017. While the diamond industry — with about 6,000 units sustaining 12 lakh people — shrank, it was the loss of jobs in the textiles sector that shook the city. About 300,000 employees, many from Uttar Pradesh, Bihar, Odisha and Chhattisgarh, became jobless when 70,000 looms out of 700,000 were sold in scrap markets after GST, according to data being prepared by the Federation of Surat Textile Traders Association. 68648814 About 60,000 embroidery designers in the city, many of whom hail from the Saurashtra region, also lost their jobs, the data reveals. So, what could be the political fallout of job loss, as Surat goes to polls on April 23? Vaghasiya says job loss won’t matter much: “The majority of people will continue to vote for peace and stability. Surat is one of the safest cities in the country. We don’t want to experiment with something new and bring in potential disruptions to our businesses.” At least a dozen people ET Magazine spoke to echo the sentiment: job loss is a reality, but voters won’t experiment. However, a few among auto drivers and small vendors say they were hit the hardest and election will be an opportunity to vent their anger. 68648830 In the 2017 state poll, 15 of 16 assembly seats in Surat city went in favour of the ruling BJP even when demonetisation, GST and the reservation agitation of Patidars were urgent issues. In the entire state, the ruling party did not fare that well, clinching just 99 seats in an assembly of 182, with the opposition Congress sweeping the Saurashtra region — the home of Chief Minister Vijay Rupani. In Surat, the original dwellers — the Surtis, as they are called — comprise less than 10% of the city’s population today. About 60% of a population of 44.6 lakh people (according to Census 2011) have come in from other states such as Rajasthan, Maharashtra, Uttar Pradesh and Bihar. Many of them are now staunch supporters of the BJP. 68648845 A prominent BJP leader from the city, CR Patil, for instance, is a Maharashtrian. He won the 2014 Lok Sabha poll from Navasari constituency with a huge margin of 5.58 lakh votes. The city of Surat is spread across three Lok Sabha constituencies: Surat, Navasari and Bardoli. When asked about a possible dent in his vote bank because of job losses, Patil says: “Surat has not witnessed any job loss. If one mill shut, another cropped up. Anyway, this Lok Sabha poll is not about Surat, but about the nation. People are not voting for me this time. They are voting for a strong prime minister.” In the city, the BJP has shifted the political narrative from jobs to the air raids on terror camps in Pakistan, thereby packaging PM Narendra Modi as a decisive leader. In Surat — which runs on trade and entrepreneurship, not government jobs — the issue of joblessness has receded to the background. When ET Magazine asked five undergraduate students in Surat’s Veer Narmad South Gujarat University on whether they were concerned about the unemployment numbers, they all said, “No.” They were all from well-to-do families of chartered accountants, designers and diamond traders. “I chose interior design as my subject because I love creativity and I don’t need to look for a job. As an interior designer, I can be on my own,” says Saumya Khandelwal, a student. Jobs is not a poll issue for many in a city where “josh” is in running their own businesses.Constituency Sriperumbudur, Tamil Nadu Loyalties Intact Amid Job WorriesBy Indulekha Aravind 68649388 For some, Sriperumbudur is where memories of good times lie buried. The manufacturing hub located 60 kilometres from Chennai was where Nokia and Foxconn had set up manufacturing units in 2005, employing some 9,000 permanent workers at one point. When an embattled Nokia sold its assets to Microsoft in 2013, the Sriperumbudur plant was left out because of legal complexities surrounding multiple tax demands amounting to thousands of crores. The plant was shut down in 2014 and the Foxconn unit, its major supplier, in 2015. 68649393 “I was a permanent employee at Foxconn for eight years. When I left, I was earning Rs 18,000. Now I’m earning Rs 12,000 as a driver on contract,” says I Jayakumar, while shooting the breeze at a tea shop in the SIPCOT (State Industries Promotion Corporation of Tamil Nadu) industrial complex in Sriperumbudur before his work starts. No political party, he says, can remedy this. Sriperumbudur and Oragadam are part of the auto manufacturing belt outside Chennai, where auto and two-wheeler companies such as Hyundai, Renault Nissan, Royal Enfield and Yamaha have plants, along with a slew of units supplying parts. M Vijayabaskar, professor at the Madras Institute of Development Studies, says this region, considered part of Greater Chennai, forms one of the most important hubs in Tamil Nadu in terms of job creation, along with Coimbatore. According to the Centre for Monitoring of Indian Economy, Tamil Nadu’s unemployment rate was 1.4% in February 2019, considerably lower than the 7.2% nationally. Workers here say jobs are “100%” an important issue. They bring up the lack of job security, low salaries and the inability to find jobs commensurate with educational qualifications. Diploma- and degree-holders in engineering, who work in low-skill jobs, for instance, are dime-a-dozen. Like Vinod N, rushing to make it to his 3 pm shift as a machine technician in an auto major. “Note the point: I am a BE in mechanical engineering. But I am earning Rs 14,000 a month in my current job,” he says. Or Nandini S, who has a diploma in electrical engineering but is working in the quality department of a cable manufacturer, earning Rs 12,000 a month. “We have to work 8-hour shifts, standing,” says the 21-year-old, taking shelter from the fierce midday sun while waiting to hail a shared cab to work. 68649402 Others rue companies’ preference for contract labour from outside the state and trainees replaced every two years, to quell worker unrest. In the past one year, employees of Royal Enfield, Yamaha and Hyundai have gone on strike for better wages. Yet, when they enter the polling booth next month, none of this will matter. 68649408 S Chandrashekhar, for instance, says he has always voted for the AIADMK though former chief minister J Jayalalithaa’s death has left him unsure about who he will vote for this time. He says he cleared the railway recruitment exams but could not join because he was unable to afford the bribe he was asked to pay. Praveen N, a 21-year-old trainee at a motorcycle manufacturer who says none of his batchmates from the ITI (industrial training institute) he attended have found jobs, will be casting his debut vote for the DMK, the party his family votes for. Rahul Kumar, waiting in queue to enter a manufacturing plant in Oragadam where he has been a trainee for two years, intends to return to his hometown in Patna to cast his vote for Modi because the last five years, in his view, have been very good. “No party can be successful in job creation,” he says. Quite a few locals voice support for former minister TR Baalu, the Dravida Munnetra Kazhagam candidate from Sriperumbudur who won the seat in 2009, before he shifted to Thanjavur in the last Lok Sabha elections. He will be contesting against NDA candidate A Vaithilingam from the Pattali Makkal Katchi. And while Tamil Nadu is considered a tough nut to crack for the BJP, which has just one Lok Sabha MP in the state, Modi finds a few backers. “Educated people support Modi,” says Suresh K, a supervisor at a twowheeler plant. But there is a general air of resignation when discussing parties, promises and how the state will vote next month. The cynical consensus— people will vote for the candidate who pays them the most.Constituency -- Agra, UPReeling from Job LossesBy Prerna Katiyar 68649447 At Heeng ki Mandi, the hub of Agra’s famous footwear market, one is greeted by the sight of lockedup stores and piles of unsold stock. Traders claim half the shops and factories have shut down. “Business has halved; half of the shoe-making factories have shut down,” laments Gagan Das Ramani, president of the Agra Shoe Federation. The man who has spent a good part of his life spearheading the leather industry here has seen better days. 68649486 The shoe industry that dates back to the Mughal era caters to an estimated 65% of country’s footwear demand and 25% of shoe exports, according industry estimates. With leather shoes available for around Rs 500, Agra footwear is seen as great value for money. Since they are handmade unlike the machine-made ones of Delhi or Ballabhgarh, they also offer more designs. Till Partition, the footwear here was made by Dalit families and traded by Muslims. After Partition, Sindhis and Punjabis came into the trade. Business was booming. Annual sales were to the tune of Rs 3,000 crore until about two years back, according to the federation. With cow vigilantism, demonetisation and GST, the footwear business has nearly come to a standstill. “I know of craftsmen who have left shoemaking and picked up menial jobs like driving e-rickshaws for livelihood,” says Ramani. Original GST slab for footwear was 5% for shoes up to Rs 500 and 18% for pricier ones. Subsequently, the rate was cut to 12% for footwear costing more than Rs 500. “Under the VAT (value added tax) regime, there was no tax on it. Additionally, the imposition of 28% GST on raw material has been a double whammy. Thousands associated with the industry are now jobless,” says Harsh Vanjani, a member of the Agra Shoe Federation. Vaibhav Mishra, 21, had a dream of getting a “stable” government job like many others. A 2016 science graduate from Dr Bhimrao Ambedkar University he applied for a couple of jobs immediately after college but to no avail. He now works in the accounts department of Kripa Karan Shoe at Dayalbagh and is also preparing for the Staff Selection Commission exams. “I don’t blame anyone else. It is strange — the number of vacancies have risen yet the youth is not getting adequate jobs. Irrespective of local candidate, I’ll vote for Modi. He is the youth’s first choice.” Agra produces nearly 200 million pairs of shoes annually in an industry that employs a quarter of the city’s population, according to Fair Labour Association (FLA), an organisation that promotes workers’ rights. “The shoe industry was once the lifeline of the city; today the industry is on life support,” says Narendra Pushnani, an Agra-based shoe exporter. Aved Khan, 37, has been a marble craftsman in the Gokulpura area. Today, he has left his skilled job and is looking for any work that pays him enough to feed his family. Traders claim imposition of 18% GST has hit the industry hard. “The trade has turned unattractive. I’m not the only one who was forced to leave the business. Earlier, there were close to 70,000 craftsmen; now there are just 15,000. I will vote for the mahagatbandhan candidate,” says Khan. Sunil Kumar Verma, president of Agra Handicrafts Association, points to wider political ramifications. “It’s mostly Muslims who work as marble craftsmen. 2014 was different. This time, most of the minorities will not vote for the BJP.” The BJP has replaced MP Ram Shankar Katheria with UP minister SP Singh Baghel. The SP-BSP-RLD alliance has fielded Manoj Kumar Soni. Making the fight triangular will be Congress candidate and former IRS officer Preeta Harit.Constituency -- Pune, MaharashtraFence SittersBy Suman Layak 68649528 Pune offers a variety of employment opportunities, and job prospects often sit side by side with hopelessness. Political opinion is likewise divided. Between 17-year-old Alisha Pathan (pictured above), an apprentice at Tata Motors Skill Development Centre, and 34-year-old Harpreet Saluja, an out-of-job techie who drives for Uber, there is hope and desperation. Alisha and her colleague Prithviraj Ghadge at Tata Motors are still not eligible for vote but they feel prospects have improved in five years, especially for women. Just as there are voices of support for Prime Minister Narendra Modi and the BJP, there is dissent too. Aspiring beautician Komal Korda is learning the tricks of the trade at Aundh Lighthouse, a centre started by the Pune Municipal Corporation and Pune City Connect, a non-profit with corporate backing. Korda is joining duty at a beauty parlour on April 1 for a stipend of Rs 3,000 a month and hopes to set up her own shop in a year. She was a BJP supporter but now feels that on creating jobs, the government has not kept its word. Two streets away from the cool offices of Peenya Industries Association, M Rajanna, 50, a blue-collar worker in a small steel fabrication unit, says the job generation claims made by ruling party politicians are bunkum. Dressed in dark-blue oil-soaked overalls, he takes a moment to wipe his brow with a rag. “These are all empty promises that politicians have made over time and this party (BJP) is no different. We tend to ignore these claims and vote for the candidate that at least promises the most changes to where we live and work.” He rushes away to grab a quick lunch before resuming work. Several small-scale units here have been operating on a knife edge after demonetisation and GST. If business dives, employment dries up. Rajanna and people like him are taking it one day at a time.

India's oldest jeans co is weaving a new biz

Blue jeans have been synonymous with Arvind Ltd for more than three decades. After all, the 88-year-old Ahmedabad-based textile company was the first to manufacture the indigo-dyed blue denim cloth in the country. Sanjay Lalbhai, 62, now chairman of Arvind, recalls how the first lot of indigo-dyed denim, made by Arvind sometime between late 1985 and 1986, was technically not denim at all. A thick white cotton twill was printed indigo-blue using a saree-printing machine and then tested to see if it washed like denim. Lalbhai explains that for a fabric to be considered authentic blue denim, the warp or the longitudinal yarn in the fabric has to be dyed with indigo before the weaving. The transverse thread, or the weft, must be white. The afterwash look of the fabric is the key. By 1986, the Arvind top brass had been mulling over denim options for two years. That journey had started a few years earlier when former adman-turned-entrepreneur Rajiv Badlani set up the Flying Machine jeans brand in 1980. Badlani, who had married into the Lalbhai family, was importing denim to make Flying Machine as suitable material was not available in India. He wanted Arvind to make denim in India. Arvind, on its part, was looking for a product to take on the competition in textiles, which was becoming more and more commoditised. 68648198 The company, then called Arvind Mills, acquired Flying Machine in 1984. But the equipment needed to make authentic denim required big investments and no one was sure it would work. Therefore, the first “India-made denim” came out of a saree-printing machine, and went on to become Flying Machine jeans. The brand’s success led Arvind to invest in the technology required to make denim in 1986 and set up India’s first denim manufacturing plant, at Naroda Road in Ahmedabad. By March 1987, Arvind Mills was producing authentic denim. Since then, the Naroda factory has seen many innovations in fabric weaving and dyeing — for instance, the use of a rota-spray machine for space dyeing hand woven ikkat. However, Arvind’s most advanced weaving unit today is in Gandhinagar’s Kalol, about 23 km from Naroda. Set up in 2011 with German company PD Composites, the joint venture weaves glass fibre into technical textiles. Glass fibre textiles are used to make factory-wear, auto-interiors and windmill blades, as well as structural pieces that can be used to make ladders or even bridges. The two units look vastly different. While the one in Kalol is clean and modern, the one in Naroda is a typical old textile mill. White, the colour of glass fibre, dominates the new factory, whereas indigo dye dominates the fabric and walls at the Naroda unit. 68648211 If denim was Arvind’s big bet in the 1980s, technical textiles are one of its bigger bets now, along with other businesses such as water and wastewater treatment as well as garment production for international players. These could be the future of Arvind Ltd, which completed a three-way division of the company in November 2018. The branded retail play (which includes Arrow, GAP, Tommy Hilfiger and Flying Machine) is Arvind Fashions Ltd and the much smaller engineering arm has been hived off as Anup Engineering. More than 60% of the value of the original company has now moved to the branded retail arm. Arvind Ltd now wants to use the textile business to fund newer businesses. But the key trick will be to ensure there is a balance between older businesses that provide a higher return on capital and the newer ones that need investments to ensure minority shareholders get their due. 68648219 Lalbhai says: “The demerger was logical. Shareholders had invested in Arvind because they wanted to be invested in one of the different businesses. A collection of mature businesses did not make sense, either for shareholders or for analysts. The demerger was aimed at unlocking value.” When other businesses mature, he says, they can also be spun off, just like the brands business. The importance of branding is not lost on the Lalbhais, the descendants of royal jewellers of the Mughal era. Their family surname was Sheth. However, in the 1960s, they decided to use Lalbhai as the surname after Lalbhai Dalpatbhai — the great-grandfather of Sanjay Lalbhai who set up the Saraspur Manufacturing Company in 1897 to produce cotton yarns, thus starting the Arvind legacy. In an interview with ET Magazine, Lalbhai says he dropped Sheth from his name while in school. But he signs his name as Sanjay Shrenik, using his own father’s name as the second name. “My father would also sign as Shrenik Kasturbhai, using only my grandfather’s name.” But his sons Kulin and Punit use Lalbhai in their signatures. The demerger of surnames aside, a question everyone is asking is if splitting the company had something to do with a succession plan for Kulin and Punit, both in their thirties. There is already a certain visible division of work between the brothers. Punit Lalbhai deals with advanced materials and new businesses such as water, while Kulin Lalbhai focuses more on Arvind’s branded business as well as the corporate functions. Father Sanjay says the trinity operates the arms of the companies together. He stresses that there is no “artificial division” in the business. “There are certain areas that Kulin and Punit work on, four or five areas each. But there are also functions that cut across companies. As a group we have always believed in letting professionals run the business. Not just now, but from my grandfather’s time. We come in when the promoter’s intervention can be useful and effective,” the senior Lalbhai says. 68648242 The Lalbhais classify their businesses into three categories: mature businesses like textiles (denim, wovens, voiles); garments business or ones that promise great value creation like brands and engineering; and finally water, glass fibre textiles and Arvind Internet, the digital business that helps offline retailers migrate to omnichannel retailing. In the new avatar of Arvind Ltd, the textiles business brings in 80% of the group’s operating profits. Lalbhai says many parts of the business, like denim for example, have fully depreciated machinery and a virtually negative working capital — as they also buy material on credit. It is going asset-lite by tying up with third parties for basic weaving and dying, instead of replacing older machines. Therefore, with little capital (equity+debt) at play, this business has a very high return on capital employed. 68648248 With textiles, Lalbhai is keen to ramp up the garment production business of Arvind, which has a labour-intensive model. The company is trying out a new model at its garment making units in Jharkhand’s capital Ranchi and in Bavla in Gujarat by providing dormitories for women, especially from tribal regions. The workers are also imparted skill training or college education, and are expected to complete the training in four years. There are aggressive plans to increase the workforce in Bavla to 12,000 from 1,500 and in Ranchi to 7,500 from 2,000. The plan is to have more than 80% women employees in both locations. The company also benefits from the payroll incentives of these state governments. While these centres build capacity, Arvind is also offering global garment brands solutions such as fabric research and development and production, among others. It has already invested in a unit in Ethiopia to make the most of the tax advantagefrom there to Europe. An example of the research and development work is the rapid action chinos — trousers that can take the wear and tear of sporting activities — that Arvind developed recently. Vicksit Mehta, the mustachioed creative director of Arvind, whose team worked on developing the trousers, says sustainability is the key to succeed in the global garment space today and much of the research that happens at Arvind focuses on that. 68648256 Mehta, who dresses in jackets and ties that look anything but formal, has been with the company for 15 years. Under Mehta, the creative arm of Arvind has notched up many wins, working with all top global garment brands. So will the renewed garments play and the newer businesses enthuse the market to invest in Arvind Ltd again? In a post-demerger report in November, Kashyap Pujara, the head of research at Axis Capital, said: “Investors were mainly playing Arvind for the scale-up of its B2C brands & retail business which requires relatively lower capital intensity (versus textiles) and commands far better valuation multiples (15-20x EBIDTA). Investors viewed the mainstay business, textiles (~80% of consolidated EBIDTA) as strong cash cow which funded the brands & retail scale-up.” Chairman Lalbhai says the focus should be more on the return on capital employed (ROCE) and less on the earnings before interest, tax, depreciation and amortisation (EBITDA), as the textile business is now moving towards an asset-lite model and, therefore, capital investments would be less. The two businesses that were moved out of Arvind Ltd — Anup Engineering and Arvind Fashions — were listed in early March. There were initial stutters, as the stock price of Arvind Fashions kept hitting its upper circuit filter every day. The combined market capital has inched up to Rs 8,989 crore on March 29, 11% more than its pre-demerger value in November. Around the time demonetisation was announced in November 2016, the Arvind Ltd scrip had crossed Rs 10,000 crore in market capitalisation — and that should be the first milestone for the combined valuations of the new entities to cross.

Police get AI power to catch criminals

Recently, Punjab police detained three suspects on a tip-off. The cops clicked their photographs, uploaded them on an app called the Punjab Artificial Intelligence System or PAIS which uses facial recognition, and immediately got the lowdown on their criminal history, which involved a contract killing and looting. Four stolen vehicles and five weapons were recovered from them.Police forces around the country are increasingly relying on artificial intelligence as both a crime-busting and prevention tool despite concerns about the inbuilt biases of algorithms, and the worry that policing may win over privacy.Atul Rai, founder CEO of Gurgaon-based firm Staqu Technologies, which developed the app used by Punjab police, says they collect data from various state agencies and have built a database on criminals. “An NCRB (National Crime Records Bureau) report showed that 70% of crimes are committed by repeat criminals. Our facial recognition software works even on low-resolution photos and videos.” Police departments in UP, Uttarakhand and Rajasthan are armed with similar apps. And how likely is it that this facial recognition tech makes mistakes? It has 98% accuracy, claims Rai.Other companies are also in the fray. Chennai’s FaceTagr has built a database of 75,000 photographs, and claims its app – currently being used in Tamil Nadu, Andhra Pradesh and Puducherry – is able to identify faces with an accuracy of 99.4%.Facial recognition doesn’t just help catch the bad guys, it can also help trafficked kids reunite with their families. Vijay Gnanadesikan, CEO of FaceTagr, says they have begun to work with the Indian Railways to facilitate this. “Often, a child is not able to tell police officers where they are from. Now if a child is reported missing in Mumbai, and found in Bengaluru, the parents can be found if both police departments upload his or her photo.”UP’s Trinetra app, developed by Staqu Tech, was launched in December, 2018. I-G (crime) S K Bhagat says, “We didn’t have any centralised criminal database in UP before this.” The app informs the cops of the status of each person in custody, and whether they are out on bail. This means that if a chain-snatching takes place in Lucknow, they can filter suspects and also show the victim their photos for identification. “Right now we’re in the first phase of using the app; beat officers still don’t yet have direct access but their SHO does.” To prevent misuse, a centralised monitoring system has been developed.Staqu also offers predictive analytics— they collect data from news sites and blogs, aggregate information about crime patterns across the country, and create a ‘heat map’ for law enforcement agencies. Using this, they are able to make predictions about where, how and by whom a crime might be committed.But predictive policing is problematic, points out Vidushi Marda of human rights organisation Article 19. “Data is often imperfect, and it’s easy for a deeply unequal, biased outlook of society to be embedded in data. This means that people who have always been arrested for no reason will continue to be arrested for no reason. And because it’s an algorithm, we can’t refute it,” she says.Uncanny Vision, a Bengaluru-based company, makes smart CCTVs that are deployed in ATMs and number plate readers that are used on national highways in Kerala to curb speeding. Co-founder Navaneethan Sundaramoorthy says, “Our ATM CCTVs don’t use facial recognition, they just look at the actions. We take the video, convert it into information and toss away the video.” He thinks that privacy concerns are important. “Is it possible for the government to use it in any big-brother scenario? Yes, but that has always been the case. With this technology, we can control who has access to the information that comes from CCTVs, and there is a clear footprint about who has accessed the information,” he says.Apar Gupta, executive director of the Internet Freedom Foundation, points out that there are no regulatory safeguards in place. “The first thing surveillance needs is a statutory framework—what is its purpose, how is it being carried out, and what limits they cannot go beyond. These surveillance systems are being made without adequate civil society engagement. There needs to be a third-party data protection authority to audit their activities.”Arindrajit Basu, senior policy officer at the Centre for Internet and Society, says the advantages of AI in tracking crime have to be balanced with accountability. “The government can be taken to court for violation of a fundamental right, including the recently recognised right to privacy. But, most of this tech is being rolled out in collaboration with private actors. 'Saudis hacked Amazon CEO Jeff Bezos' phone'

WASHINGTON: The investigator hired to look into the release of intimate images of Jeff Bezos said Sunday he has concluded that Saudi Arabian authorities hacked the Amazon chief's phone to access his personal data.Gavin de Becker linked the hack to extensive coverage by The Washington Post newspaper, which is owned by Bezos, of the murder of Saudi journalist Jamal Khashoggi at the kingdom's consulate in Istanbul last year."Our investigators and several experts concluded with high confidence that the Saudis had access to Bezos' phone, and gained private information," de Becker wrote on The Daily Beast website.He said that while the brother of Bezos's mistress was paid by the National Enquirer scandal sheet for the release of the information, his role may have been a red herring, and the plot went far beyond one man seeking to cash in."It's clear that MBS considers The Washington Post to be a major enemy," de Becker wrote, referring to the oil-rich kingdom's powerful Crown Prince Mohammed bin Salman, whom the US Senate, after a closed-door briefing by the CIA, named as "responsible" for the murder.But de Becker did not specify which part of the Saudi government he was blaming for the hack, and gave few details about the investigation that led him to the conclusion that the kingdom was responsible.The results, he wrote, "have been turned over to federal officials." Drug major Aurobindo Pharma is recalling multiple lots of blood pressure lowering drugs in the US after the American health regulator found certain deviations from Current Good Manufacturing Practice (CGMP) regulations.Besides, Mumbai-based Lupin is also recalling 3,200 bottles of Testosterone Topical solution in the US for issues with the container.As per the latest Enforcement Report issued by the US Food and Drug Administration (USFDA), Aurobindo Pharma USA Inc is recalling the drug in various strengths due to "presence of trace amounts of an impurity, N-nitrosodiethylamine (NDEA) found in the active pharmaceutical ingredient (API) which used to manufacture the product."The company, which is a subsidiary of Hyderabad-based Aurobindo Pharma, has initiated a voluntary recall for some lots of Valsartan tablets in strengths of 320 mg, 80 mg, 160 mg in 90 count bottles and 40 mg tablets in 30 count bottles.It is also recalling certain lots of Amlodipine and Valsartan Tablets USP 10mg/160mg in 30 count bottles for CGMP deviations.Aurobindo has distributed the product to major distribution chains throughout the US, USFDA said.The US health regulator has classified the action as a Class-II recall, which is initiated in a "situation in which use of or exposure to a violative product may cause temporary or medically reversible adverse health consequences or where the probability of serious adverse health consequences is remote".Baltimore-based Lupin Pharmaceuticals Inc, a part of Lupin, is also recalling 3,200 bottles of Testosterone Topical Solution in the US.USFDA said repetitive complaints were received regarding the container indicating faulty pump.The product was distributed to seven major wholesale/drug chain distributors and one supermarket chain that may have further distributed the product throughout the US, USFDA said in its report.The US health regulator classified it as class III recall, which is initiated in a situation in which use of, or exposure to, a violative product is not likely to cause adverse health consequences.

Delhi Metro’s Phase-IV project may take off around Diwali

NEW DELHI: Construction work for the much-delayed Phase IV project of Delhi Metro will start around Diwali this year. With the Centre’s approval for three of the six proposed corridors in place, Delhi Metro Rail Corporation (DMRC) is going to start geo-technical surveys and detailed drawings of civil structures before tenders are finalised and floated. The process is expected to take about six months with construction on ground expected to begin around October.On March 7, the Union cabinet approved three of the six proposed corridors of Delhi Metro’s Phase IV project, totalling 61.6kms of the total 104km project, with 17 underground and 29 elevated stations. The three approved corridors are Janakpuri West to RK Ashram Marg, Delhi Aerocity to Tughlaqabad and Maujpur to Mukundpur. Of the three corridors approved, 22.3 km will be underground while the remaining 39.3km will be elevated.With work on the Phase III long over, DMRC will now have to start work on Phase IV from scratch. Contractors engaged in the Phase-III project have demobilised their men and machinery and will have to remobilise its force once tenders are floated and finalised.“Most of the preliminary site surveys and studies are done for the proposed corridors during the preparation of the detailed project report itself. The geo-technical survey will soon start,” a DMRC official said.DMRC is also expected to start preparation of detailed designs of stations and viaducts. “The preparation of drawings, including structural drawings will take up to three months. Buyers are also emboldened by speculation that the central bank will add to its surprise February rate cut this week and for Prime Minister Narendra Modi’s government to win a second term.The RBI will lower the benchmark repurchase rate by 25 basis points to 6 per cent on April 4, according to the median estimate in a Bloomberg News survey. The central bank’s dovish turn in February -- when it changed its policy stance to neutral from ‘calibrated tightening’ -- spurred the rally in bonds, with investors benefiting from India’s relatively high yields.
