Delhi Police books Twitter under POCSO
The Delhi Police on Tuesday booked Twitter over alleged sharing of child pornography over the platform, based on a complaint filed by the National Commission for Protection of Child Rights (NCPCR) that had recently alleged the platform has failed to check the easy availability of child pornography.The child rights body had on May 29 asked the Delhi Police to book Twitter India under three sections of the POCSO Act, after claiming that it had conducted an inquiry and had found child sexual abuse material on the platform.NCPCR chairperson Priyanka Kanoongo said Twitter allowed sharing of WhatsApp links which showed child porn. The body had written two letters — one to Delhi Police’s cyber cell and another to the commissioner.It had asked the Delhi Police to submit an action taken report within seven days. After repeated reminders, the body had asked Delhi Police officers to appear via video conferencing on June 29.A Twitter spokesperson said the platform has a zero tolerance policy with regard to child sexual exploitation and a proactive approach in combating sexual exploitation of minors.Twitter said it uses PhotoDNA technology and it own proprietary tools, besides other systems, to detect behavioural signals and removes media and even new accounts linked to such content before they have even sent out their first tweet.

Twenty years ago, on a trip to Shanghai, we visited the Xintiandi area of Shanghai. Amid chic boutiques and trendy restaurants stood the grey building where, in July 1921, 13 members met to start the Communist Party of China (CPC). It has come a long way since then. CPC now boasts 91.9 million members, making it the second-largest political party in the world, behind BJP. Xintiandi is a vivid reflection of a rising China — modernity rooted in tradition.As China begins the centenary celebrations of the CPC tomorrow, the world is ambivalent towards China, the new geopolitical gorilla, an exciting business destination and a human rights nightmare. The predominant lesson one learns from China as a businessman is scale. In the old days, the large unified market of the US gave its companies an edge over fragmented Europe. The same is happening with China today.Among the world’s 500 largest companies, 124 are Chinese, excluding Taiwan. Notably, last year, there were more Chinese companies than US ones on the list. In many sectors, the dominance is stark. There are four Chinese banks among the world’s largest five. Chinese firms dwarf other emerging market peers. China’s 50th largest company by market value is Citic Securities, valued at $48 billion, which is almost 3.5 times the value of Vedanta Resources, India’s 50th largest.China is among the largest trading partners for Australia, Brazil, South Korea, Russia and Vietnam. It used to be said, when the US sneezes, Europe catches a cold. Now the same can be said for China and most emerging markets.Chinese innovation defines markets. In 2019, the gross expenditure in China via mobile apps — $54 trillion — was 551 times greater than that of the US. Baidu has 130 partners for its ‘open source autonomous vehicle platform’. And DJI is widely regarded as the world’s leading drone manufacturer. In November 2020, China successfully launched an experimental test satellite with candidates for 6G technology into orbit. China has 145 unicorns, 89 of them created in the past four years. ‘China speed’ is the new buzzword in Silicon Valley.China’s most remarkable story is that 745 million fewer people live in poverty than 30 years ago. Pew Research has calculated that China has the fastest growing middle class in the world — from 3.1% of the population in 2000 to 50.8% in 2018. A May-June 2021 Harvard Business Review article (bit.ly/3jn5ipJ) calculated a ‘Lived Change Index’ for various countries, tracking the economic change (in per-capita GDP growth) a population has experienced over a lifetime. Between 1990 and 2019, China delivered 32-times change on this index. The runner up, Poland, was at nine times. India, sixth on the list, was at 5.5 times.All this has been a result of Deng Xiaoping’s ‘To Get Rich is Glorious’ pivotal moment in 1978, heralding China’s calibrated integration with the world economy, and invoking Confucian values, and China’s uniquely successful government-business partnership.However, China is estimated to have 81 million fewer active workers in 2030 as compared to 2015. This would affect dependency ratios, savings rate and economic growth. Considering that in 2019 China spent $216 billion on internal security, its fault lines will likely surface in the coming decades.There are five takeaways from my talks with Chinese business leaders. One, memories of the Tiananmen Square demonstrations in 1989 and the disintegration of the Soviet Union still shape much thinking about the use of State power. Even the most global Chinese CEO supports a tight-fisted internal political posture.Two, the external opening up of China fuels nationalism. Old humiliations inflicted by western powers will need to be managed. Three, the Chinese see Taiwan as an accident of history in the late 1940s and feel that integration will have tremendous popular appeal. Four, they argue that many societies will find it easier to hate China than to admit envy. They acknowledge that this will be amplified by the inevitable backlash when the romance of sensitive projects such as the Belt and Road Initiative (BRI) fades, as well as the zero-sum nature of some of China’s geopolitical manoeuvres.Five, they feel that China should not fritter away the historic opportunity — a combination of the relative decline of the west and the strategic opening given to them since the US diversion into West Asia in the early 2000s. The world will need to get used to this new China.Successful countries have to balance between complacency and overreach. 2034: A Novel of the Next World War, by Elliot Ackerman and former US admiral James Stavridis, is a thrilling account of China’s geopolitical ambitions, aided and abetted by Iran, US hubris finally getting the better of greatness, and ultimately Indian diplomacy winning the day, resulting in the ‘New Delhi Peace Accords’ and the UN moving to Mumbai. Fiscal impact of sops under 1% of GDP: Experts
The fiscal impact of the relief measures announced by finance minister Nirmala Sitharaman was likely to be less than 1% of gross domestic product (GDP), experts have said.Sitharaman announced a host of relief measures on Monday, targeting various sectors of the economy, some of which included fresh public spending while others were measures that were either previously announced or budgeted for. These included Rs 1.1 lakh crore loan guarantee schemes for Covid-affected sectors, Rs 97,631 crore Centre’s component in a reform-linked power sector schemes, and Rs 93,869 crore for extending the free food grains scheme till November.According to the finance ministry, the total value of the latest package came up to Rs 6.29 lakh crore, representing about 3% of GDP. Experts pointed out that much of this is in the form of credit guarantees that do not need immediate spending. The direct fiscal measures were limited to extended free food grains scheme, health infrastructure credit guarantee scheme, and additional spending on Bha ratNet – amounting to Rs 1.2 lakh crore, DK Srivastava, chief policy advisor at EY India, said.DK Pant, chief economist at India Ratings and Research (Ind-Ra), said, “The fiscal impact of today’s announcements amounts to 75-90 basis points of GDP. However, similar to last year, a large part of it could come from expenditure reprioritisation.”At India’s current GDP, 1% would be about Rs 2 lakh crore. 83933457According to Barclays’ estimates, this would push India’s fiscal deficit in FY22 to 7.5% of GDP against the targeted 6.8%.Sakshi Gupta, economist at HDFC Bank, said: “Today’s announce ments, along with the extra fiscal spending on the vaccination programme, the free food programme and the borrowing for GST compensation cess, could imply extra market borrowings of up to Rs 3 lakh crore if the entire amount is borrowed from the market this year.”Against Rs 35.11 lakh crore of total expenditure in FY21, the latest measures would push the expenditure for FY22 to about Rs 36.6 lakh crore, said Madan Sabnavis, chief economist, CARE Ratings.Ratings agency ICRA estimates the fiscal outgo in FY22 based on the fresh announcements at around Rs 60,000 crore.

Adani Group aims to handle 80 mn flyers a year
The Adani Group aims for its airports to annually handle 80 million passengers once all the eight projects in its kitty, including the mega Navi Mumbai airport, are up and running.It aims to handle another 120 million non-passengers, which would include consumers at hotels and malls in the aerotropolis areas around its airports, the group’s flagship company, Adani Enterprises Ltd, said in its annual report for fiscal 2021.In the fiscal year ended March 31, Adani handled 8 million passengers at its airports — Ahmedabad, Lucknow and Mangaluru, which it took over in October-November last year, and the Mumbai international airport in which it bought a 23.5% stake in February 2021.83933028Stressing on the focus on the airports business, the company said the next generation of its strategic business investments were centred on airport management, technology parks, roads, data centres and water infrastructure with a shift towards the B2C segment.Adani Enterprises as an incubator owns 100% of its airports holding company, Adani Airport Holdings Ltd. Adani has won bids to develop six airports hitherto handled by the state-run Airports Authority of India. The concession agreements for Ahmedabad, Lucknow and Mangaluru airports were signed on February 14, 2020, while those for Jaipur, Guwahati and Thiruvananthapuram were signed on January 19 this year. The company started running operations at Ahmedabad, Lucknow and Mangaluru between October and November 2020. Commencement of operations in Jaipur, Guwahati and Thiruvananthapuram is expected from next month.

We must look to the future and reset with courage and not fear says Nisa Godrej chairperson GCPL in an exclusive interview with ET’s Kala Vijayraghavan. Godrej said the company needs to grow much faster organically and that is the mandate given to its new CEO, former Unilever talent, Sudhir Sitapati who takes charge in October 2021.Nisa Godrej had stepped in to take over the reins of GCPL in June 2020 when Vivek Gambhir stepped down for personal reasons.Was GCPL's move to hire an external CEO a year after you had taken charge in 2020 led by the SEBI directive of separating the Chairperson and CEO roles? How different was the CEO role for you? No, this wasn’t led by the SEBI directive. In the last decade GCPL always had the Chairperson and CEO roles separated, and that was the intention going forward. But then COVID-19 happened and I needed to step in as CEO also. Given I’d worked for GCPL for 15 years, this was quite seamless. We also have business CEOs with P&L accountability and they manage the daily operations very well. I think the big difference was COVID-19 with the turbulence it brought, and I felt better holding the reins tighter during this time. I also didn’t plan to do this role long-term. We started the process of identifying a successor early on and that moved faster than expected. What is the mandate for your new CEO in these turbulent times?We need to be growing much faster organically, and I wanted someone could add both strategic and operational excellence. Sudhir is that person. He can think clearly and long term, but also rolls up his sleeves and gets things done. He is also a very good cultural fit; down to earth, honest and to the point. GCPL has seen some strong growth spurts in the past. Like in 2010, when we merged GCPL with Godrej Sara Lee, went global, and started building our household insecticides category. In the couple of years before the pandemic, with growth slowing down, and some of the issues in Africa and household insecticides, we needed to reset our thinking. We have started making some changes and delivered a strong performance last year. Sales increased by 11% and EBITDA by 14%, we turned around performance in Africa, and household insecticides grew by 15%. But we need to do more. I will be looking to Sudhir to take growth to the next level, with his significant experience and passion for building sustainable and profitable businesses.What will your focus shift to when Sudhir takes over as CEO?I will still be focused on GCPL’s growth, success and purpose, but watching from the balcony versus the dance floor. Apart from my other responsibilities in the Group and on philanthropy, at GCPL I will be personally invested in governance, our values, very material decisions on capital, and building a purposeful legacy in Africa.When I first joined GCPL 15 years ago, it was wonderful to have an outside-in lens. And at the same time I was able to make bold changes because I had my father’s backing. I hope to do the same for Sudhir; let him come in with a transformation agenda and help enable it. I’ll also be asking the tough questions. A CEO’s job is lonely. So, I want to be a friend. And I’m looking to learn a lot from him.You said last year that COVID will lead a second beginning for GCPL. How is the company reimagining portfolio and category strategy?Godrej started in India’s freedom movement and our profits went back to support the cause. We first made soap during the 1918 Spanish Flu pandemic, the world’s first soap to be made from vegetable oil and not animal fat. As a company we have always been purposeful, but we are only as good as we do next.COVID-19 was a free masterclass in health and hygiene. People are becoming more vigilant about their health, and handwash penetration is increasing. So, we are scaling up our Magic handwash as our first global hygiene product. The first powder-to-liquid handwash in the world, it is very sustainable and affordable, and I hope will democratise sanitation and handwashing. Protection against disease is a big focus; not just viruses, but also insect borne diseases like malaria and dengue. Our hygiene business grew by 24%, and household insecticides, by 15% last year.Our innovation engine is in full throttle. In India, we launched over 10 new products across five categories. We scaled up Godrej protekt into an entire range of home and personal hygiene products, and entered toilet cleaners with ProClean. Our Indonesia businesses built Saniter, a new brand with a range of hygiene essentials, to an INR 150 crore portfolio in just a year.How we work has changed. We shifted our Global Category Direction & Innovation team from a geography-led structure to a global category-forward structure to deepen focus on core categories globally, promote category learnings and fuel long-term growth. Market research moved online and we started doing consumer connects through WhatsApp and Zoom.We must look to the future and reset with courage and not fear. Hopefully we won’t see another pandemic in our lifetime, but there are other curves to flatten. Beyond product impetus, we also need to grow with inclusion and address climate change.What are your thoughts on the new work life order post pandemic and vaccinations?We have seen significant shifts in how we work. A majority of our team members are in factories and sales. COVID-19 showed us that they are our most important people. They kept our business running and ensured our consumers and communities got what they need.In the first couple of months of the pandemic I joked with my team that shutting the office seemed to make us more agile, so maybe that’s the way to go. But no, on a more serious note, I don’t see working at office going away. There’s a lot of in-person sharing that you can’t replicate online. And it is critical for building culture. They say it takes 3 weeks to form a habit now. Work from home is a habit, and people want it in different combinations. Some want to return to office full-time, some for a few days, some not at all. General Motors’ CEO, Mary Barra’s strategy - to “work appropriately” - really resonates with me. I don’t see a one-size-fits-all solution. We need more flexibility and trust; to focus on the outcome of work, not where you do it from. Do you have any worries about the impact of the pandemic on your team?I really worry about the mental wellness of our people, especially after the brutal second wave of COVID-19 in India. How do we lead when our people have been battered? How do we keep them safe and staying motivated? Godrej is only as healthy as our people. So, it is critical to get them the help they need to take care of their mental and physical health. We are encouraging open conversations around mental health and making counselling and other resources freely available. Leadership is doing check-ins, one-on-one, and in smaller groups. We are leveraging technology for continuous listening, to respond quickly to suggestions and concerns. I personally reach out directly to everyone through our Emerge Stronger app. We ramped up safety infrastructure, made medical policies more comprehensive, extended medical support and insurance to channel partners, and are helping with vaccination. Keeping people motivated is harder because we don’t know when this will end, and have to take it one step at a time. Leadership and decision making in a crisis must be distributed. We realised this early on. We have to trust people to make the right calls. Whether it is safe for a salesperson to go to the market or not for example is not a decision for a CEO in Mumbai. It’s for the local team. This approach made our big shifts in the last year possible. How has GCPL’s leadership included ESG in its operations?ESG is part of our DNA at Godrej. It’s intrinsic to who we are and the right thing to do, especially in emerging markets where companies like ours must drive change. Take category penetration. We need to offer consumers the good things in life, but in more sustainable ways. If we upgrade a consumer from a bar soap to a handwash, it must be a handwash that is cheaper and with a lesser environmental foot print. We can’t be selling sugared water in big, plastic bottles and then advertising how we are going to use a little less sugar and a little less plastic.I also think we tend to talk about our ‘best selves’, but when it comes to something as critical as ESG, we have to talk about our ‘true self’. At Godrej, we say we are only as good as what we do next. There’s lots more to do on ESG.Our performance on global sustainability indices has improved. We achieved our goals on zero waste to landfill, water positivity and renewable energy. We are 100% EPR compliant and plastic neutral. But green manufacturing performance remained flat after fluctuating in the first half last year due to intermit operations. Water usage spiked and remains high due to increased sanitation and domestic usage demands.We have the highest number of women of any listed company on our board in India, but it’s still 40% and not 50%. And we have a way to go on senior leadership. We have always been inclusive and I want us to be a company with a soul, one that takes a real stand on issues like on LGBTQ+ rights.On the governance front, while family ownership is high, I think our track record on governance is extremely strong. But we need to be stronger in governing categories and protecting consumers, like building industry action against harmful, illegal incense sticks in household insecticides.ESG also really makes good business sense. Our hair extension products recently got listed at Walmart in the USA, and the reason for that was not just strong brands and quality, but equally how we run our factories and treat our people who make these products.Who did you lean on for leadership advice in COVID?Internally at Godrej, I turned to my brother, Pirojsha. Our GCPL board has also been very supportive. I reach out regularly to Ireena Vittal, Sumeet Narang and Ndidi Nwuneli, who are always just a call away. I also got in touch with Nancy Koehn, a Harvard Business School professor, and asked her to coach me. I had watched a webinar where her call to action on how you show up in a crisis really resonated with me. I’ve been working closely with her and find her perspectives really useful.My personality is also suited to crisis. I tend to stay calm and don’t get ruffled easily. I also like challenging situations. I’m an introvert, so working from home and connecting with people one-on-one worked well. I also focused on self-care because I believe you need to give yourself oxygen before you can give it to others. I ride horses and found my sanity there. I exercised more in the last year than ever before, and I tried to be there for my children as much as I could. It’s important that I offer our people hopeful realism instead of naïve optimism. We don’t know when this pandemic will end, but we have to move forward with the belief that things will get better, even if the path won’t be easy. We will navigate point to point and be honest with each other. Our attitude and perseverance will determine our altitude.

Petrol gains traction among SUV buyers
The share of petrol in the country’s fast-growing utility vehicle segment has nearly doubled in the past one year, thanks to a rise in the cost of diesel vehicles after the transition to BS-VI emission standards and the narrowing price difference between the two fuels.Three out of every five utility vehicles sold in the Indian market last fiscal year ran on petrol, up from about one in three the previous year. The shift is particularly pronounced in the entry-level SUV segment where the share of diesel crashed to 25% from 60% in FY20.The preference for diesel variants has reduced in hatchbacks (to 1% from 5%), sedans (6% from 33%) and vans (3% from 10%) as well last year.Higher acquisition costs of diesel vehicles, improved fuel efficiency of petrol vehicles and the lower price differential between the two fuels have wiped off the gains of the lower running costs from diesel, industry insiders said.“If the running costs of petrol and diesel vehicles are now similar, why should a consumer pay more to own a diesel vehicle,” asked Shashank Srivastava, senior executive director (marketing and sales) at Maruti Suzuki.In May 2012, when the price gap between petrol and diesel was at its peak, diesel was 40% cheaper than petrol. After the diesel fuel was deregulated, its price has increased steadily and the gap with petrol now stands at less than Rs 5 a litre nationally.In Delhi, where petrol cost Rs 98.46 and diesel Rs 88.90 a litre at pumps on Monday, with a price gap of nearly Rs 10, the running cost of a compact petrol-powered car was Rs 4.10 a km against Rs 4 for a diesel variant. While the savings on the running cost have thus become minimal, the premium for a diesel vehicle has increased to Rs 1.4-2 lakh from Rs 1-1.1 lakh after the transition to BS-VI standards on April 1, 2020.Veejay Nakra, Mahindra & Mahindra’s chief executive for the automotive division, said the sub-4-metre, or compact, segment had seen an increasing preference for petrol vehicles with the phasing out of BS-IV.The demand for the petrol variant of Mahindra’s XUV300 compact SUV had increased to 45% in FY21 from 33% the year before, he said. “Even in a true-blue SUV like the Thar, which is sub-4m, the gasoline (petrol) demand is a significant 25% of the bookings.”Mahindra had added the mStallion range of petrol engines in 1.2, 1.5, and 2 litres in the recent past.DIESEL FOR PREMIUMDiesel, however, is expected to remain relevant at the premium end of the market as it delivers higher power and torque. Diesel variants contributed 64% to the volume in the mid-SUV segment and as much as 94% in high-end SUVs in fiscal 2021.At Hyundai Motor India, 55% of the bookings for the recently launched SUV Alcazar came from diesel, while in the mid-size Creta, this was higher at 60%, said Tarun Garg, its director for sales and marketing.“…there are certain markets like Telangana, Andhra Pradesh, Uttar Pradesh, Madhya Pradesh and Punjab, where demand for diesel is particularly strong,” said Garg.Kia — which registers nearly 45% of its volumes from diesel variants — too expects the fuel to continue to be popular in the SUV segment. “While there are buyers for both petrol as well as diesel vehicles, there is particularly strong demand for diesel vehicles in the above-4-meter category, especially in the SUV and MPV segments,” said executive director-India Tae-Jin Park.According to Mahindra’s Nakra, the midsized crossover utility segment commanded a fair mix between diesel and petrol, while upcountry and certain pockets had shown a higher preference for diesel.Mahindra has seen strong demand for diesel variants in products like Bolero, Scorpio and XUV500, he said.Nakra expects the fuel preference of SUV buyers to be driven by usage, distance travelled, price and economies of scale.But for those seeking the SUV driving experience, diesel is expected to remain the primacy choice."It delivers optimum power, torque and fuel efficiency,” said Vivek Srivatsa, head of marketing, passenger vehicles, at Tata Motors. “We continue to see very strong traction for our diesel portfolio. View: The return of good old ‘adjustment politics’
The political landscape is witnessing some interesting shifts. These point towards a rejuvenation of old school ‘adjustment politics’ that had receded to the background with the rise of BJP as the single-most dominant political force. And while that dominance continues, there’s now a greater diversity of actors in India’s federal space pushing to occupy the political middle ground. Which means there’s now greater premium to occupying the middle ground in India’s large political spectrum.Hence, strategies, tactics, ways and means will have to change accordingly. In this context, the biggest value will come from the ability to establish conversation bridges across the aisle. We already have Sharad Pawar, a veteran of many a coalition, testing waters with regional parties.BJP has its own set of issues on this front. It took a wise decision in 2014 to project itself as an NDA government. But in the years that followed, it has lost long-standing allies like Shiv Sena, Shiromani Akali Dal (SAD) and Telugu Desam Party (TDP). While this has not adversely impacted its electoral fortunes, it did raise questions on BJP’s ability to keep its alliances intact. The way Uddhav Thackeray jumped ship in November 2019, despite contesting the elections in alliance with BJP, underscored the point that an effective coalition of interests could be made to work.BJP had suffered a similar setback in 2015 in Bihar at the hands of the Nitish Kumar-Lalu Prasad grand alliance. But that was still a pre-poll arrangement, unlike what happened in Maharashtra. That alliance didn’t last and Nitish Kumar returned to the NDA fold by 2017. But what the Maharashtra shock did was make BJP tread cautiously with Kumar in 2020. Narendra Modi himself made it clear in the election campaign that Kumar would be NDA’s chief minister, regardless of which partner wins how many seats in the polls. So, even though BJP did better, Kumar became CM.The underlying factor informing these shifts is the fact that voters are making a distinction between national and state elections. This is now a somewhat established pattern. The recent West Bengal elections, where BJP could not extrapolate the gains it registered through the 18 seats it won in the 2019 Lok Sabha polls, further confirms this. Most notable was the ‘split voting’ witnessed in the Odisha elections, which were held simultaneously with the 2019 parliamentary polls. While Naveen Patnaik’s Biju Janata Dal (BJD) romped home with a handsome majority in the assembly, its Lok Sabha tally came down, while BJP gained seven seats.Arrived: Friend RequestIn many ways, the real competitiveness is now in state elections. Quite frankly, this was evident in 2018 itself when BJP suffered electoral setbacks in Rajasthan, Chhattisgarh and Madhya Pradesh. BJP later manoeuvred itself back to power in MP and has now cemented its position. But what became clear then is even clearer now: BJP will need to find ways to work with other parties — regional and sub-regional — besides making it worthwhile for those who choose to defect.Here, one has a few models in play. One is Thackeray himself. He has realised the value of keeping his channels open with BJP, even if through institutional conversations with the PM. It helps Shiv Sena convey, where needed, to Nationalist Congress Party (NCP) and Congress that Thackeray is not devoid of options. Just as it is for Nitish Kumar, a window of compromise with the old ally is never off the table. But for now, staying on the fence works better for Thackeray, both in terms of importance and survival.Then there are CMs like Patnaik and Jagan Mohan Reddy, who are open to issue-based arrangements in the interest of their states. Both these CMs, for instance, supported GoI’s shift back to centralised procurement of Covid vaccines after a month-long experiment of a separate procurement pipeline for states. Incidentally, Congress CMs like Amarinder Singh and Ashok Gehlot don’t necessarily want to maintain an antagonistic relationship with the Centre. Besides this, there are a bunch of Congress leaders — old and young — who are willing to explore options with BJP.And this brings us to BJP’s internal politics. Often, we forget the India’s right wing is also a mega coalition of various outfits strung together within the Sangh Parivar. There are competing interests in this sphere, too, some of which have surfaced in the ongoing quest for unity in Uttar Pradesh ahead of next year’s assembly polls. As more and more BJP-ruled states go to polls, these issues will emerge. There will be factions, challengers and dissenters who will need to be placated, simply because of their increased potential to cause damage from the outside. That’s where the extent to which outsiders can be accommodated within BJP will also become important.Will the Horses Bolt?By making Himanta Biswa Sarma, an ex-Congress leader, CM of an important state like Assam, BJP has sent out a strong signal to others willing to join its fold that they would be treated on capability, and not be ‘second rung’. How this pans out in terms of more Congressmen joining BJP will be watched. But the window for old-school ‘conversation’ is very much open.What all this boils down to is a working principle that regardless of where your politics is, the political compulsions and priorities of the present is to govern from the centre. And, therefore, benefits will accrue to the political entity that straddles, and controls, the middle ground.

Ecommerce ecosystem & India's consumer welfare
GoI’s proposed amendments in the Consumer Protection (E-Commerce) Rules, 2020, comprise a political move that aims to satisfy a limited segment of players, not consumers. It will also unlevel the playing field, and will be bad for India’s struggling economy.The spirit of the consumer protection regime is to protect end-consumers and provide a layperson easy access to the legal process. But the proposed amendments — which include many elements of platform-to-business (P2B) and business-to-business (B2B) regulations — will add to the complexity, and goes against the spirit of the Consumer Protection Act, 1986.These proposed rules are a leap of bad faith, as they will significantly contribute to India’s loss of competitiveness. India stands 43rd among 64 countries in the Switzerland-based Institute for Management Development’s (IMD) Global Competitiveness Index for three years. This is unfortunate, since as a growing economy, India should be doing better, as it has been in the World Bank’s Ease of Doing Business (EoDB) rankings.There is also a genuine concern regarding the potential misuse of the executive’s legislative power, where there is a tendency to include elements that should be in the main law passed by Parliament. Such misuse not only disturbs constitutional checks and balances but also creates a huge sense of policy uncertainty, adversely affecting the investment climate.The evolving ecommerce ecosystem has contributed significantly to the country’s consumer welfare. Tech-friendly consumers are able to avail of items for home delivery during the ongoing pandemic. Therefore, more than ever, India’s policy approach should be such that it enhances the ecosystem, rather than constricting it, and, at the same time, deal with identified concerns.The present policy approach is lacking in this regard, as it tends to micromanage ecommerce. This will adversely affect the ecosystem, which, in turn, will go against consumer interests. Inserting the ‘abuse of dominance’ provision as an amendment to the proposed rules is a particularly bad idea. It is a domain of the Competition Act, 2002.Does that mean a consumer can go to a consumer forum for any abuse of ‘dominance’ matters? GoI should be careful in avoiding any such regulatory overlaps and creating multiple fora adding to the prevailing regulatory uncertainties.In any event, GoI is keen to follow a better regulatory drafting process so that laws and rules are coherent and cogent, and, thereby, improve our EoDB rankings. To do so, many departments of governments at the Centre and in the states are also following a three-pronged approach to test all policies, laws and regulations: necessity, legality and proportionality.The proposed regulations fail on all three counts. One, they are not necessary as they are unlikely to improve consumer welfare. Two, they are also not legal, because the bureaucracy has overstepped its powers by drafting rules that need to be drafted in the main law, if at all, by Parliament. Three, they are not proportional at all, with the costs, in all likelihood, to outweigh the benefits.More importantly, there are ongoing investigations against the big ecommerce platforms by the Enforcement Directorate (ED) and the Competition Commission of India (CCI) on concerns like ‘preferential treatment’ and ‘deep discounting’, which the proposed amendments are supposedly meant to tackle. GoI should withdraw the impugned proposal and wait for the outcome of such investigations, so as to consider any further policy changes, if at all required.

The emergence of such integrated healthtech platforms promises the world to the patients. A one-stop, seamless interface to provide information, facilitate consultation, conduct testing, and make treatment available to patients conveniently and at low costs.They promise to address the three basic pain points of India’s healthcare ecosystem: accessibility, affordability and availability. Widespread penetration of such omnichannel platforms has the potential of improving health delivery outcomes over a long term.They also have the potential to enable patients to consider the options to fund their treatment — through medical insurance, financial loan or crowdfunding. What more could Indian patients ask for?The integrated healthcare model started in the 1980s, and has been one of the World Health Organisation’s (WHO) recommendations. But the evolution of technology-backed integration has opened a plethora of possibilities that disrupts traditional healthcare in many ways.The modern integrated healthcare models — online or offline — mask a fundamental concern. The same forprofit entity arranges doctor consultations, offers diagnostic services, dispenses the prescribed medicines, as well as collects patient information. In the process, it practically places the patients, their records and their choices all under one roof, increasing the risks of medical malpractices, compromising patient safety and consent, and antitrust issues.To be fair, for a technology platform to work effectively at lower costs, it is important to have forward and backward integration of all the related services. While the price points are kept lower to attract more patients, the business earns higher volumes by pitching a variety of health products, tests and services to a greater number of patients through user-friendly tech interface. However, in extreme scenarios, the services, often cross-sold, can get pitched to patients who may not need them at all.The recent growth of evidencebased medicine reinforces the practice of treating patients after seeking evidence from their diagnostic test results. The downside of this trend appears in the form of excessive or unnecessary testing. The integrated care models further increase the ethical obligations of doctors towards their patients. They also presume that patients in India are aware of their rights as consumers, and assert it by saying no to unnecessary medication or tests. Unfortunately, most patients are not health-literate and are unempowered.The quality and provision of healthcare services has been quite skewed across different states, and even in different regions within a state.Integrated models do not necessarily end up correcting this skewness. For instance, they remain ineffective in areas where basic services like a doctor, dispensary or chemist are missing. They typically work well in urban settings with adequate healthcare services. Here, too, their growth poses risk to the survival of small stand-alone healthcare service providers who may find it difficult to operate profitably, and may be compelled to join one healthtech network or the other.In a country where data protection compliance is still at a nascent stage, and where an exclusive personal data protection law is still awaited, fastevolving tech platforms dealing with sensitive personal medical records needs to be watched with cautious optimism.With the overall focus on health shifting from illness to wellness, per-capita discretionary spending on healthcare is set to rise. And, with it, practices such as self-medication, self-diagnosis, preventive diagnosis and consumption of wellness products and services. Healthcare is the second-largest consumption basket in India, and outpatient care is emerging to be a fast-growing profit pool for businesses to tap. Little wonder then that digital healthcare, since the Covid pandemic, has become a large and attractive opportunity to tap.The emergence of healthtech platforms now calls for the integration of the role of doctors, service providers, drugs- and device-makers, regulators as well as patients as envisaged under the National Digital Health Mission.Efforts need to be undertaken towards increasing patients’ awareness of their rights, autonomy and safety; an increasing focus on medical ethics and patient rights; developing a competitive market of verified digital service providers; and strict enforcement of data protection and privacy laws. The idea is to strike the right balance between profit-making and patient welfare.

Invest in ICICI Pru’s FoF for global diversification
Investors looking for global allocations based on economic trends and flows could consider the ICICI Prudential Global Allocation Fund of Fund. This fund has a 51% allocation to emerging markets (EMs) and 49% to developed markets (DMs) through investments in schemes that invest in such economies.“The fund helps you diversify between emerging and developed markets, using a mix of valuation parameters like price to book, emerging market flows, market cap and performance,” said Nasser Salim, cofounder, Flexi Capital.With an increasing number of products available in the international space, financial planners believe it is difficult for investors to choose products across themes and territories. The fund of fund has the flexibility to spread its bets across several geographies and vary allocations based on the fund manager’s views.The five funds that the scheme holds in its portfolio are: ICICI Prudential US Equity Fund (26.6% allocation), Nippon India ETF Hang Seng BeES (25.4%), Franklin Asia Equity Fund (21.5%), Nippon Japan Fund (20.9%) and Aditya Birla Sun Life Commodities Equity Fund – Global Agri Plan (0.7%).The scheme, launched in October 2019, has returned 25% over the last year, compared to the S&P 500 return of 36%.The fund has increased exposure to the US to 36% since the outbreak of the Covid-19 pandemic in March 2020 given the higher correction there compared to emerging markets. However, it trimmed it to around 26% in May as valuations rose.Among developed markets, it has increased exposure to Japan in April and May 2020 on cheaper valuations. The fund manager’s view was that 45% of the listed companies in Tokyo were trading below book value last April.Financial planners believe such tactical strategies work well over a five-year period. “The fund can go overweight on any of the markets and there are no tax implications for the investor,” said Rupesh Bhansali, head-distribution, GEPL Capital. Bhansali recommends investors allocate 10-15% of their portfolio to international equities. Of this, half could go to ICICI Prudential Global Allocation Fund of Fund, he said.The fund of fund is tax friendly. Capital gains booked within three years would be subject to short-term capital gains tax as FoF is treated as non-equity funds. India Inc can now claim deduction for Covid support
India Inc will be able to claim deduction on financial support provided to employees and their families for medical expenses or ex-gratia payments in the event of death due to Covid-19, a top government official said. “These can be claimed as a deduction,” the official said.Experts, however, said a clear guideline on deduction may be needed to remove any ambiguity.On Friday, the government exempted recipients from taxation for financial help received from employers or others to meet Covid-19 treatment expenditures from financial year 2019-20 onwards.Similarly, ex-gratia payments made by the employer to the family members of the deceased employee shall also be fully exempt from tax in the hands of the recipients, though it has been capped at Rs 10 lakh if received from others. The move relieves employers from the obligation of tax withholding compliance.In the absence of this clarification, amounts spent or reimbursed on medical treatment of Covid-19 could have been taxable as employment income in the hands of the employees and subject to withholding of tax. The clarification was required on the issue of deduction to avoid litigation, experts said.Industry bodies and tax practitioners had also highlighted the issue in representations to the government. Experts said a suitable clarification is also required to ensure that there is no challenge for employers in availing deduction in corporate tax returns on account of expenditure made for the medical treatment of family members of employees or for ex gratia payments made to the family members of deceased employees.“Financial support provided by the employer for medical and other expenses will not be treated as income of the employee. By virtue of employer-employee relationship, this should be covered within the broader meaning of salary and eligible as deduction for the employer. As a matter of abundant caution, a clarification may be issued that relief provided to the family of the deceased employees would also be allowed as a deduction for the employer to avoid any unnecessary disputes at a later stage,” said Vikas Vasal, National Managing Partner - Tax, Grant Thornton Bharat LLP. During the second Covid-19 wave, several companies provided support for a single aspect or in combination, such as medicines, doctors’ consultations online, oxygen cylinders, concentrators, free vaccinations, interest-free loans or payment for isolation requirements such as hotel bills.Many companies have also provided support to families, besides a lump sum such as free education for children, buying annuity plans, medical insurance for family, and continued salary payments for a few months or years to the family of deceased employees.“To avoid any ambiguity, it would be helpful if the government clarifies quickly on these aspects in the form of FAQs like it did for the deemed LTC scheme announced last year though changes in the legislation took place later,” said Kuldip Kumar, Partner, Price Waterhouse & Co LLP.This would not only provide certainty on taxability but avoid any possible interpretation issues and encourage corporates trying to help their employees and families in this difficult situation, Kumar said. 83901170

Plans afoot to waive Aadhaar authentication fee
The government is examining a proposal to waive Aadhaar authentication transaction charges levied on banks by the Unique Identification Authority of India (UIDAI). The move comes after both public and private sector lenders urged the UIDAI to waive such charges for almost a year up to June 2021, in line with the waiver granted for March-June 2020.A senior executive said the finance ministry is expected to take up the issue with both the electronics and information technology ministry and UIDAI. “It is being examined if a one-time relief can be provided for the period. The Indian Banks’ Association has also sought such relief,” said the executive, who did not wish to be identified.At present, banks are exempted from paying authentication charges but if they fall short of Aadhaar enrolment targets, they are charged in proportion to the shortfall in achieving the target.Aadhaar authentication charges are Rs 20 for each know your customer (KYC) transaction and Rs 0.50 for each Yes/No authentication transaction.“Banks have argued that they were not able to meet Aadhaar enrolment or updation targets by Aadhaar Seva Kendras due to Covid-19 pandemic,” said an official aware of the matter.Banks are mandated to set up Aadhaar enrolment and update facilities inside the bank premises. The target for 20-21 was 14,349 enrolment centres. This was revised after the government announced the merger of 10 public sector banks (PSBs) into four big ones in August 2019, bringing down the number of PSBs in the country to 12 from 27.“The UIDAI has already revised the target to eight transactions per day per branch considering the present pandemic situation. We don’t think these are difficult numbers to achieve,” said the official, who spoke on condition of anonymity.The financial disincentive for not achieving this is a fine of ₹20,000 per branch. 83901176

Stakeholder talks begin on India-UK trade pact
India has initiated stakeholder talks on an Enhanced Trade Partnership (ETP) with the UK, with the commerce and industry ministry reaching out to businesses for suggestions on priority areas, sectoral thrusts and concerns the proposed pact would address. Stakeholders have until July 25 to send in their responses.The development comes a month after London announced its 14-week consultation with its industry until August 31 ahead of the formal trade negotiations. The ETP is a precursor to a full-fledged free trade agreement with the UK.“Stakeholders can give their comments on tariffs and market access issues in goods, rules of origin and certification issues, standards, intellectual property, geographic indications, government procurement, e-commerce, and trade and environment sustainable sustainability,” said an official.The ETP aims at reduction or removal of tariffs on whisky and automotive products, and removal of barriers to trade in food and drink, services, and healthcare and medical devices sectors.“An FTA with the UK will allow us to explore futuristic opportunities in trade and investment…and enable greater access to Indian service providers,” the official said.The two sides had decided earlier this year to launch an ETP to develop a roadmap that would lead to a potential comprehensive FTA including considerations on an interim pact on a preferential basis.India's goods exports to the UK shrank 6.4% in FY21 at $8.2 billion.

Not knowing geography lands cos in tax trouble
Is Ranchi in Bihar or Jharkhand? Is Darjeeling in West Bengal or Assam? Is Kannur in Kerala or Tamil Nadu? Familiar questions for a fourth standard geography student, but wrong answers to them have landed several companies, including some MNCs, in tax trouble.Many companies in the last few months have ended up filing goods and services tax (GST) in the wrong state mainly because their employees — in some cases even the business management software — did not know geography, tax experts said.Worse, most of this money is stuck due to bureaucratic procedures involved in claiming refunds, impacting cash flows of companies.For most companies the amounts involved are ₹10-15 crore per state. In some cases, companies have seen ₹40-50 crore get stuck due to such mistakes.Take the case of a multinational company that manufactures consumer goods, having an office in Mumbai. The company had to pay ₹10 crore as GST in Jharkhand. The executive who was required to pay the tax returns, however, thought it was part of ‘Seven Sisters’ and paid the tax in some northeastern states, mainly Meghalaya and Manipur. In some cases, it was only when the right state — where GST was originally supposed to have been paid — issued tax notices that the mistake was discovered.“Corporates sometimes file GST returns in an incorrect state, which ideally should result in an inter-state adjustment as it’s merely a procedural matter,” said MS Mani, partner at Deloitte India. However, under the GST framework, states do not talk to each other. So, forget passing on the money to the state where it should actually go, it’s a pain getting reimbursement of such tax returns or adjusting them against pending dues. “Some states insist on the tax being deposited in one state and being refunded by another state as a separate process, which leads to avoidable working capital blockages,” Mani said.So, if GST is wrongly paid in one state instead of the other, first the company has to pay additional tax in the right state. Then apply for a refund in the state where GST was wrongly paid. In many cases, the state that’s supposed to refund is seeking additional explanations, proofs and documents.In some cases, the tax officials are demanding that the companies submit a comprehensive list of documents such as tax returns, national sales figures and sometimes passport copies of senior executives in case of multinationals.Experts said it’s all uncalled for.“Payment can be transferred wrongly on two counts, namely integrated GST versus central GST and state GST for two different state codes,” said Abhishek A Rastogi, partner at law firm Khaitan & Co. “Both these errors are tax neutral and procedural in nature and hence must be refunded back when appropriate application is made.” ET spoke to several senior tax advisors and some company executives who said there has been a spurt of mistakes in 2021 compared to last year or a year before. 83876254

The ghosts haunting India's bureaucracy
I’ve had it up to here with everyone blaming either incompetence or intrigue for the flailings and failings of Indian-administered India. People have been quibbling, since the first pen-pusher pushed his pen, over which is worse — being rubbish at one’s job, or conspiring to not do it properly (or at all) to satisfy higher-ups (and, therefore, one’s own brood). Well, this week we finally got to know what truly ails Indian bureaucracy: ghosts.The Gajra Raja Medical College (GRMC) in Gwalior may not be at the forefront of India’s battle against Covid-19. But its authorities finally lifted a white veil that has covered clerical India far longer than the 40 years since Rajkumar Kohli’s Jaani Dushman exposed another of India’s secrets: that at the root of feudalism and caste politics lies sex. A bunch of RTI applicants had been investigating certain ‘anomalies’ regarding MBBS admissions into the college. In September 2018, one RTI applicant had sought admission records for the 1994 batch. He suspected that very mysteriously, non-domiciles — those not from Madhya Pradesh, but from the mortal realm nonetheless — had somehow got MBBS admission through the domicile quota.After reportedly buffeting the RTI applicants’ requests by first stating that the records pertaining to the information sought had been seized by the shadowy CBI [strains of ‘Gumnaam hai koi/ Badnaam hai koi…’], the college authorities stated that the clerk responsible for the documents had been apprehended by the said shadowy CBI [ ‘Gumnaam hai koi/ Badnaam hai koi…’].Finally, the GRMC authorities, like cornered members of the gnostic Satanic group Our Lady of Endor, tumbled out with the truth: the room in which the sought-after documents lie is now haunted by the ghost of the aforementioned clerk, who had apparently committed suicide. So, unlocking that room would be, well, a nightmare.Remember, Madhya Pradesh, home to the Great Vyapam Scam — the state government’s entrance examination racket uncovered in 2013 involving politicians, bureaucrats and businessmen — is literally Middle India.If the disquiet spirit of one clerk in Gwalior is responsible for an information blackout, you can well imagine the spiritual dangers and harm posed in getting information, pushing a file, accessing records across the country.All this bhoot-pret business must sound all very gawaar to some of you cityslickers. But the country’s administration — governmental or otherwise — has now been found to be haunted. That explains the till-now inexplicable reason why not just authorities, but the flesh and blood citizenry in general, find it so odd for people to pursue information, despite the paranormal dangers this entails.Gattu Vamana Rao and his wife Nagamani in Telangana, for instance, are the latest in a long list of RTI activists harassed, attacked or killed for snooping around. The Raos were mysteriously ‘murdered by knife’ for filing an RTI on ‘land issues’. Killer ghosts, I conclude.Karl Marx was on to something when he wrote about a ‘spectre haunting Europe’, the birthplace of modern bureaucracy under Otto von Bismarck and the Junker elite of eastern Prussia. What is less known is that in the original German, Marx had written ‘gespenst’ — spook, ghoul — literally ghost, rather than the metaphorical spectre.It was this Victorian invention — used by the colonial British regime in India to collect, collate, use information and hide it from its subjects and rule — that continues to haunt India. After all, what is a ghost? It’s an entity which, after losing its original purpose, finds itself repurposed to haunt its old stomping grounds.Exorcists to cleanse the system? Don’t be silly. The late 1990s was a time for romance. The smallest thing you could do for a girl was to give her flowers and chocolates. If you had the brains, you’d write her a poem. If you didn’t, you’d go to a card shop, copy one down and give it to her. But by far the most romantic thing you could do was to give her a mixtape. Let me explain.You see, millennials, once there was a thing called an audio cassette. It was used for storing and playing music — on a ribbon-like tape. And giving a girl a mixtape — a compilation of songs one recorded on a tape — was the greatest show of commitment. Not the drag-23-mp3s-into-a-device stuff of today. You had to find out all the songs that she loved — or thought she loved. Then you had to call your friends to find out which of them had audiotapes with those songs.Calling your friends wasn’t easy either. Remember, there were no mobile phones, but dial-ups. And if you came from a middle-class family, your mother put a lock on the phone. Not a passcode, but an actual padlock. So, you had to wait until you hung out with your friends — physically, as there was no WhatsApp — to ask them for the songs. But when you asked them for those songs, you lost your self-respect. Imagine an 18-year-old dude going to his friends and saying, ‘Hey, um, do you have ‘Nothing’s Going to Change My Love for You’?’ The irony was that each of them had that those cheesy songs, but would be damned before admitting to it.Essentially, it meant getting hold of 15 different tapes that had these songs, which we had to fast forward or rewind, pause, play, stop… repeat procedure with another cassette for another song. If things were still exploratory, you would get her a 60-minute tape. If serious, a 90-minute one.In the 90s, the object known as a ‘pencil’ still existed. It was mainly used for an activity called ‘writing’. But if the tape-recorder’s fast-forward or rewind button was wonky, one would take this pencil thing, stick it in one of the two grooves on the cassette, twirl it around, thereby manually rewinding or fast-forwarding the tape’s ribbon.For the purpose of recording songs, we had devices called two-in-ones. You’d put the tape that had the song in one deck. In the other one, you’d put the blank tape on which you wanted the song recorded. One side had a play button and the other had a play and record button. You had to press them both with military precision.The upside of it all — the recipient of the mixtape would not only get a peek into (what she believed to be) your taste in music, but also a confirmation that your eye-hand coordination was reliable, and you weren’t the fumbly kind. At the risk of coming across as an Uncle-ji, today, things are mighty different. Today, you could be at the most boring party ever, but five people will get together, click a pic, stick it up on Insta and write, ‘Oh my god… last night was EPIC!’ Oops, I meant, ‘OMG…. last night was EPIC!’I don’t understand the use of the word ‘epic’ here, no matter how much capitalised. The Ramayan is an epic. The Iliad is an epic. You getting drunk and passing out on a sofa can’t be the same literary genre, can it?I’m an analog man living in a digital world and hardly qualified to give relationship advice. Especially to a generation that is more creative, intelligent, savvy and worldly-wise than we ever were. But one thing I know for sure — the greatest gift you can give anyone is your time. In the form of 60-minute mixtape if you’re still iffy. A 90-minute one if you’re serious. I just checked. A TDK 90-minute audio cassette costs ₹1,290 online. Hell, I don’t think I’m ready for a relationship yet.

At 36, Ronaldo dominates the world stage yet again
Portugal felt the full range of emotions during the Euro 2020 group stage and with Cristiano Ronaldo in the groove again, they can really begin to believe. After scoring three late goals to beat Hungary, Portugal were shaken by a 4-2 loss to Germany, only for a 2-2 draw against France to restore morale and ensure they snuck out of Group F in third place. The result is a last-16 clash with Belgium in Seville on Sunday, when one of the tournament favourites will bow out in what is surely the blockbuster tie of the round. One of the frontrunners for the Golden Boot will fall too, with Ronaldo and Belgium’s Romelu Lukaku both in contention. Ronaldo leads the scoring charts on five goals with Lukaku not far behind on three. Portugal may have taken only a point from a sweaty contest with France at the Puskas Arena in Budapest but the belief and confidence gained from going toe-to-toe with the world champions could be pivotal for the rest of their tournament. After chaos against Germany came concentration against the French, a committed, organised and aggressive performance which was a reminder of what carried Portugal to success at Euro 2016 and in the Nations League three years later. “We were strong and consistent. The players helped each other, we had possession, we attacked well. We improved a lot from the game against Germany,” said Portugal’s coach Fernando Santos afterwards. Santos had responded too, reacting to criticism by reverting to his traditional 4-3-3 system of the past two years and making some bold changes to his starting line-up. William Carvalho and Bruno Fernandes, who both struggled in the first two games, made way for the young Renato Sanches and the veteran Joao Moutinho, who both rose to the challenge against Paul Pogba and N’Golo Kante. Sanches brought some much-needed dynamism to the team while the 34-year-old Moutinho’s surgical passing gave Portugal the guile and direction they had lacked against Germany. The principal threat against Belgium will be Ronaldo who, at 36, is sparkling again on the biggest stage, delivering goals and breaking records from the outset. Ronaldo had never previously scored in six meetings with France but his two penalties means he has already achieved his best Euro tally, after scoring twice in 2004, once in 2008 and three times in both 2012 and 2016. He has pulled five clear of Michel Platini’s previous record of nine goals in total at European Championships and became the first ever to score in five different editions of the competition. Against France, Ronaldo also equalled the world record for international goals held since 2006 by Iran’s Ali Daei — 109. There may be an added personal incentive for Ronaldo to outshine Lukaku, who pipped the Juventus striker to Serie A’s player of the season award last season despite scoring five fewer goals. Lukaku’s 24 goals were fundamental to Inter Milan’s Scudetto success but the 28-year-old’s work rate, pressing and link-up play meant he was more of an overall contributor than Ronaldo.In contrast, Ronaldo is all about the end-game — the goals, the victories and the trophies, with Portugal hoping to follow his lead.

View: A policy edifice for the 21st century
The ruling paradigm of global economic governance has been founded on three principles: free markets from government controls; open national borders; and trust experts at the top of international organisations and national governments to find solutions for complex problems, among whom economists are the high priests.The Covid-19 virus has compelled governments to step in. Borders have been closed to stop its spread. Clearly, countries cannot be governed the way they were. Economists are debating each other within their own narrow box of economic science for new solutions. More deficit, less deficit. Higher interest, lower interest. More trade, or less. They must get out of their box now to examine the design of their economic science.The battle between vaccines and viruses is a battle between different paradigms for large-scale impact. Vaccines are new scientific formulae invented in laboratories and patented and owned by their inventors. They are produced on a large scale in large factories. Their distribution is coordinated centrally for efficiency. That is how scientific management works.The virus operates differently. Billions of micro-organisms are swarming around the world. Some adapt when they encounter opposition; their new ‘knowledge’ spreads through the swarm. There are no large ‘factories’ producing new variants for distribution, or any central ‘controller’ directing and coordinating the organisms.Einstein said it is madness to try to solve complex problems with the same ideas that have caused those problems. New insights changed the science of physics. Economists want models, like those that physicists have for modelling natural phenomena, to predict the behaviour of complex socioeconomic systems.They must realise that economies and societies are not perfectible machines in which you can pull a sharp lever to make the machine do what you want it to do — fix the interest rate; fix the carbon price.… Economic models are muddled up within subjective human societies. Economists cannot be objective experts sitting outside what they are studying. With humility, they must adapt their ideas faster to the rapidly changing realities around them.Complex global socioeconomic and environmental problems, enumerated in the Sustainable Development Goals (SDGs), must be addressed simultaneously. The Covid-19 crisis is yet another global problem, adding to and confounding the others. Such problems cannot be solved separately by domain experts in silos. Policy frameworks that have ruled in the 20th century need a paradigm change.A 2012 Institute of Public Policy Research paper, ‘Complex New World: Translating New Economic Thinking Into Public Policy’ states, ‘At heart, from this [dominant economic policy] perspective the world is seen as a machine, admittedly a complicated one, but one that can be controlled with the right pressure on this button, just the right amount of pull on that lever. It is a world in which everything can be quantified, and targets can not only be set, they can be achieved thanks to the cleverness of experts. But the world is simply not like this. It is a much more complex, much less controllable place than ‘rational’ planners believe.’A paradigm change in economics has become imperative. The economy must serve the people and society, rather than see people as bits of data serving the economy as mere producers and consumers. Along with economics, the paradigm for producing large-scale impact must change. Because the world urgently needs more local systems solutions cooperatively implemented by communities to solve global systemic problems.
