Over 97% students clear UP board exams
Over 97 per cent students, who appeared for the 2021 Uttar Pradesh board examination, have cleared it, the state government said on Saturday. The overall pass percentage for class 10 was 99.53, while it was 97.88 for class 12, it said in a statement. The pass percentage of boys stood at 97.47 per cent, while that of the girls was 98.40 per cent in class 12, the state government said. In class 10, the pass percentage of the boys was 99.52, while that of the girls was 99.55, it said. Director of Uttar Pradesh Secondary Education Council Vinay Kumar Pandey said that in all 56,06,278 students appeared for the examination. This includes 29,96,031 students in class 10, and 26,10,247 students in class 12. Pandey informed that of the 29,96,031 students who appeared for the class 10 board examination, as many as 29,82,055 cleared it. This includes 16,68,868 boys and 13,13,187 girls, he said. In class 12, out of 26,10,247 students, as many as 25,54,813 students cleared the examination. This includes 14,37,033 boys and 11,17,780 girls, Pandey said. Deputy Chief Minister Dinesh Sharma congratulated the students who cleared the examination. In a statement issued here, Sharma said, "Our students worked hard during the difficult COVID-19 time, and today's result bears testimony to this fact." "The students will make the state and the country proud by their talent and skills. At a time during the COVID-19 pandemic, when the entire world came to a standstill, the efforts of the state government kept the education system moving," he said. Sharma also claimed that Uttar Pradesh has become an example for different states as far as conducting "cheating-free" examinations was concerned.

India says no to fresh targets to cut emissions
India has made no commitment to submit fresh targets for cutting greenhouse gas emissions, a senior official from the environment ministry said on Saturday while dismissing reports that the country has missed the deadline set by the UN climate change agency to provide an update. A foreign news agency has reported that India and China have missed the deadline of July 30 set by the United Nations (UN) to provide an update on their plans for curbing the release of planet-warming gases. Dismissing the report, Environment Secretary R P Gupta said, "India has no such commitment of making and declaring fresh targets. We have not signed any such agreement." According to the report, UN climate chief Patricia Espinosa welcomed that 110 signatories of the United Nations Framework Convention on Climate Change met the cut-off date, which was extended from the end of 2020 due to the COVID-19 pandemic. But she said it was "far from satisfactory" that only 58 per cent of the signatories had submitted their new targets in time, the report said. Saudi Arabia, South Africa, Syria and 82 other nations also failed to update their nationally-determined contributions (NDCs) for the UN to include the input in a report it is preparing for an international climate change conference in November, the report claimed. "Espinosa noted that a previous report found countries were doing too little to meet the goal of keeping global warming below 2 degrees Celsius (3.6 Fahrenheit) by the end of the century compared with pre-industrial times. The more ambitious target of capping warming at 1.5C (2.7F) is far out of reach," the report said.

Odisha: Malls, cinema halls to reopen from Aug 1
With an improvement in the COVID-19 situation, the Odisha government on Saturday announced reopening of shopping malls, parks and cinema halls among several relaxations in all the districts, barring three cities where coronavirus caseload is relatively high. The administration granted the relaxations for a month starting from 6 am on Sunday, Special Relief Commissioner (SRC) P K Jena said, adding that the existing 10-hour night curfew from 8 pm will be in place in all the districts. "The new guidelines will be enforced for a month till 6 am on September 1," he said. The SRC also said the unlock measures will not be implemented in Bhubaneswar, Cuttack and Puri where the pandemic situation is worrisome. The weekend shutdown will remain in force in the three cities. "There has been a significant improvement in the COVID situation in 27 districts, though Khurda Cuttack and Puri are reporting more than 100 cases every day," he said. Khurda district comprises the state capital Bhubaneswar. All weekly and monthly markets, shopping malls and parks are allowed to reopen across the state from Sunday but the restrictions on social and political gatherings are not withdrawn. Offices, both government and private, are also permitted to function with half the manpower, the SRC said. The state government asked the district administrations to decide on the reopening of religious places, except Shree Jagannath temple in Puri and Shree Lingaraj temple in Bhubaneswar, he said. Malls, restaurants, roadside eateries, bars, theatres and cinema halls are also allowed to operate with 50 per cent seating capacity and strict adherence to COVID-19 protocols. People have been allowed to only take away food from eateries till Sunday and were not permitted to avail of dining facilities. "Those who have received both doses of the COVID vaccine will be allowed to enter these facilities in Bhubaneswar, Cuttack and Puri," he said, adding that authorities of shopping malls, restaurants and theatres will have to ensure enforcement of health safety protocols on their premises. An official notification said educational institutions, including coaching centres, museums, tourist places, zoos and archaeological monuments across the state will reopen with adherence to COVID protocols. Bus operators are also permitted to resume services, allowing passengers only up to seating capacity, it said. The public transport authorities have decided to restart bus services across Bhubaneswar from Monday. Capital Region Urban Transport general manager DiMahapatro said the 'Mo Bus' (My bus) services will be available on 25 routes from 7 am to 7 pm on weekdays. The authorities will run 194 buses, she said, adding that the service will continue to remain suspended on the weekends.Indoor or outdoor shootings for films are also granted, Jena said, adding that home delivery by e-commerce companies is also allowed. He, however, said there is "no relaxation" in marriages and funeral functions. Marriages will be permitted with the maximum limit of 25 guests, and the number of people participating in thread ceremonies and funerals should not exceed 20, he said. All official meetings will be allowed with a maximum of 100 participants but the highest number of 30 people will be permitted to take part in programmes such as inauguration and laying of the foundation stone of projects, Jena said.

As a keen follower of women’s beach volleyball, I was watching Brazil take on Canada in the Olympics, when the doorbell rang. ‘Good morning, sir, good time?’ said the young man who looked like a young Anna Hazare. I mumbled something, and let him in while Eduarda ‘Duda’ Santos Lisboa passed a signal behind her bikinied back to her teammate on my TV screen.‘Sir, we’re conducting Hicklin tests in the area. It will take only 15 minutes,’ the Hazaresque said. I told him I had taken my two Covid shots and had also come up negative in my RT-PCR a week back. ‘No, sir, not a Covid test, but a Hicklin test.’He went on to tell me there would be no poking down my nostrils or throat. Not even questions. He would just quietly observe me for 15 minutes while I went about own business. That sounded odd. But fearing that non-compliance would mean health ministry officials breaking down my door, I returned to watching beach volleyball. Exactly 15 minutes later, the chap straightened his back, thanked me and left. I was intrigued. What was this Hicklin test?It turns out to be a ‘psycho-legal test’ named after a 1868 case in England. A chap was caught reselling copies of a pamphlet, ‘The Confessional Unmasked: Shewing the Depravity of the Romish Priesthood, the Iniquity of the Confessional, and the Questions Put to Females in Confession’ — a sort of 19th century Letters to Penthouse. The pamphlet was deemed obscene and was ordered to be destroyed. The accused appealed, and the case came to the court of a Benjamin Hicklin.Hicklin revoked the order, saying that the intention was not to ‘corrupt morals’ but to expose unpleasant truths inside the Catholic Church. But his order was challenged, and the highest court charged the accused under the Obscene Publications Act, allowing any publication to be banned if it has the ‘tendency… to deprave and corrupt those whose minds are open to such immoral influences’. The intention of the work could go self-fornicate. That’s when the paisa dropped! The man had come to test what I may find ‘lascivious’. Thankfully for me — and unfortunately for Raj Kundra and Co. — the Indecent Representation of Women (Prohibition) Act, 1986, and Section 67 of the Information Technology Act, 2000 that finds ‘any material which is lascivious or appeals to the prurient interest, or if its effect is such as to tend to deprave and corrupt persons’ don’t punish the consumer of obscenity, but only its producers. Poor Shilpa Shetty has even gone to theological lengths to prove that her husband’s adult films were ‘erotica,’ not ‘porn’ — when she should be really saying, ‘Yes, it’s smut. So?’Indian law is still ruled by the 1964 Supreme Court ruling in the ‘Ranjit D Udeshi vs State of Maharashtra’ case, which had it that unless the obscenity has a ‘preponderating social purpose or profit,’ it would appeal to ‘the carnal side of human nature and no longer come under the constitutional protection of free speech and expression’. (‘Obscenity with a social purpose’ is my new life goal.)And whenever Public India, even in 2021, hears the words ‘appeals to the carnal side of human nature’, it conjures up thought-bubbles of rape, real-life Shakti Kapoors, ‘ma-behen,’ ‘izaat’ — the whole jingbang that 19th century western Orientalists would fantasise about us: a people incapable of real pleasure, but only capable of engaging in ‘filth’.Watching pornography, like having a good meal, is a sensory pleasure that we can jolly well partake of without having to explain ourselves. Dragging up Kama Sutra and Khajuraho as ‘defence’, or hairsplitting over how Prabuddha Dasgupta’s nude photos are art, 50 Shades of Grey is erotica, and anybunny.tv is smut just adds to the confusion of what grown-up Indians can and can’t watch for their legit, sexual pleasure.And if all of us can watch porn legally, without blubbering like schoolboys or MPs caught watching a vintage Sunny Leone 14-minuter on their phones, then producing porn must be made legal. Enough of ‘We actually didn’t mean it that way’, and ‘It’s art, not obscenity’. Make smut, consume smut, responsibly. Am I worried about flunking my Hicklin test? Not at all. If anyone flunks it, it’ll be the channel broadcasting a fine, gruelling game of women’s beach volleyball. CBI to probe Dhanbad judge death case
Jharkhand Chief Minister Hemant Soren on Saturday decided to hand over the probe into hit-and-run case of Dhanbad judge to the Central Bureau of Investigation. An official spokesman said that the chief minister has recommended handing over the probe in the death of District and Sessions court judge Uttam Anand to the premier investigating agency. The 50-year-old judge was allegedly mowed down by a heavy autorickshaw while he was on morning jog on July 28 morning in Dhanbad. The eerie spectacle of a full moon rising over the silent ruins of Dholavira is an unforgettable experience — silent, but as though pregnant with the mystery of their long-forgotten memories. Some 4,500 years ago, its massive fortifications resonated with the hustle and bustle of rulers, traders, administrators, engineers, craftspeople, public ceremonies and noisy markets.On July 27, Unesco inscribed this Harappan city in its World Heritage List, making it India’s 32nd cultural site and 40th overall site on the list. Located on Khadir Island in Gujarat’s Great Rann of Kachchh, near the sleepy village of Dholavira, its ruins are locally known as ‘Kotada’ (walled city). The site was discovered by Jagat Pati Joshi in 1968 and excavated by R S Bisht, both from the Archaeological Survey of India (ASI), for 13 field seasons from 1989 to 2005.Well-preserved owing to its extensive use of stone, Dholavira is one of the six largest Harappan cities of the 3rd millennium BCE, along with Mohenjo-daro, Lakhanjo-daro, Harappa, Ganweriwala (all four in Pakistan) and Rakhigarhi (in Haryana). Dholavira witnessed a long occupation between 3000 BCE and 1500 BCE, expanding to a full-blown city in about 2600 BCE. By 1900 BCE, like many other Harappan cities, it had started declining — it was briefly deserted, shrank in size, survived for a couple of centuries and, after a longer desertion, was finally reoccupied by fully deurbanised people.ASI’s findings transformed our understanding of the Harappan, or Indus, civilisation, revealing a meticulous planning with strict ratios and proportions, multipartite fortified occupational units (the so-called Castle, Bailey, Middle and Lower Towns), a sophisticated water management system consisting of series of reservoirs on the south and east of the Castle, whose imposing gates displayed exquisitely polished pillar members, quarried 3 km away.These pillar members were also exported to distant Mohenjo-daro and Harappa, probably through a navigable Rann and upstream the Indus River. A highly secured Ceremonial Ground to the north of Castle and Bailey must have witnessed markets, craft activities, festivals and melas. Craftspeople worked stone, shell, copper, gold, silver and lead into bangles, beads, inlay pieces and other ornaments, ladles, weights and metal implements, thus contributing to the city’s vibrant economic life.4,500 Years YoungEvidence for trade contacts with West Asia is present in the form of a specific type of ceramics known as ‘black-slipped jar,’ often 1.5 m in height and with a pointed base to be fitted in a ship, agate-carnelian beads, often decorated with white patterns, and circular Indus seals, among others.Thus, Dholavira was strategically located to harness Gujarat’s mineral resources (copper, limestones, steatite, agate-carnelian, several types of jasper, amazonite and shell from Kachchh’s coast), controlling a huge hinterland engaged in commercial activities, which included important Harappan settlements such as Bagasra, Shikarpur, Surkotada, Nagwada, Kanmer and Lothal. The city was a manufacturing hub, procuring and redistributing both raw and finished materials. But let us not forget that it developed a reliable subsistence regime of agro-pastoral activities.The Dholavirans, if we may call them so, followed distinct funerary traditions, mostly erecting memorial burials using locally available stone slabs. But, probably to commemorate members of their elites, they also created earthen tumuli, the largest of them reaching 30 m in diameter and rising to a height of 2 m.ASI and IIT Gandhinagar’s Archaeological Sciences Centre have researched several aspects of this bygone city. R S Bisht submitted a preliminary report on the excavations as early as in 2008. A more elaborate one in 2015 documenting all the important findings was prepared with the assistance of this article’s first author. A revised version of the 2015 report was submitted in 2017, adding scientific studies on ceramics and other materials. Post-excavation research is a continuous process and more projects are under way, or on the anvil.Dholavira has been on Unesco’s Tentative List since 2014. In January 2020, ASI submitted its nomination dossier. The nomination process for final inclusion in World Heritage List follows the submission of a detailed dossier by the ‘State Party’, justifying either cultural or natural criteria, and scrutinised by the International Council on Monuments and Sites (Icomos) for cultural properties, or the International Union for Conservation of Nature (IUCN) for natural properties, besides onsite evaluation and desk reviews.Eventually, Unesco granted the inscription on the basis of two of its listed 10 selection criteria: the third, ‘a unique, or at least exceptional, testimony to a cultural tradition or to a civilisation which is living or which has disappeared’; and the fourth, ‘an outstanding example of a type of building, architectural or technological ensemble or landscape which illustrates (a) significant stage(s) in human history’.Do You Dig Me?The status of World Heritage List comes with some obligations — international principles of conservation, preservation and management strategies are to be followed, a buffer zone must be maintained around the inscribed property to safeguard it from future threats, and developmental activities should be regulated and in consonance with ancient remains.Ultimately, it is up to ASI and all stakeholders to make the best of this opportunity and ensure that this precious piece of Indian heritage is properly highlighted and carefully conserved for posterity.

Microsoft invests in Oyo at $9 billion valuation
Microsoft has finalised a strategic investment for an undisclosed amount in SoftBank-backed Oyo Hotels & Homes, valuing the hospitality company around $9 billion, industry sources familiar with the matter told ET. Investment bankers said Oyo could be looking at adding more marquee strategic investors ahead of its initial public offering (IPO), which would follow last week’s bumper local listing by food services platform Zomato.Sources told ET that the global technology major will initially buy a small stake, but it has the option to raise ownership later. Oyo did not respond to ET’s mailed queries. Microsoft said it had no comments to offer on the matter.Microsoft’s proposed strategic investment follows the hospitality company’s move to raise $660 million in term loan B (TLB) funding from global institutional investors earlier this month. This round was oversubscribed 1.7 times. Oyo is currently backed by investors such as SoftBank Vision Fund, Sequoia Capital, Lightspeed Ventures, Airbnb and Hero Enterprise.Sources privy to the development said Oyo is likely to use the funding to scale up its technology play and grab more market share at a time when the hospitality industry is trying to clamber out of the Covid sinkhole that has drowned several competitors, potentially lowering competitive intensity and triggering consolidation.Earlier this year, HT Media Ventures reportedly invested $7.31 million in Oyo in a series F1 funding round.Zomato listed its shares on July 23 and was the first start-up in India to reach a market value in excess of Rs 1 lakh crore on debut. It had raised Rs 4,196 crore from several anchor investors ahead of its much awaited IPO in July.The development also comes at a time when Microsoft has shown interest in making strategic investments in technology disruptors from emerging markets such as India.In June last year, Microsoft opened its venture fund office M12 in India in Bengaluru, its fifth M12 office in the world. The company has reportedly been keen on pursuing investment opportunities in the B2B software startup space, with a focus on artificial intelligence (AI), business applications, infrastructure, security, and vanguard technologies.Following the TLB funding, Abhishek Gupta, Oyo’s group chief financial officer, had told ET earlier this month that the funds will be used for retiring previous debts, strengthening the balance sheet and enhancing product technology investments.Gupta had said the company saw a healthy recovery with a vaccination rate of over 40% of the total population in Europe. He had said India is three to four months from that rate and once India reaches that threshold, the recovery would gather pace. He had said Oyo is ‘well capitalized’ and on the path of achieving profitability.The hospitality sector is seeing some initial signs of recovery led by returning interest in leisure travel with declining Covid-19 cases in the country. Hotel occupancies in all the major cities witnessed a month on month increase with the revival in leisure travel in June, according to HVS Anarock's latest Hotels & Hospitality Overview report.Oyo became the first Indian startup to be rated by international ratings agency Moody’s and Fitch ahead of the TLB funding. It had also said earlier that its India business became EBITDA positive just before the onset of the second wave.In 2017, Microsoft had invested in India’s e-commerce major Flipkart and as per media reports, the company is also in talks with the Telangana government to set up a $2-billion data center. In August 2019, Reliance Industries subsidiary Reliance Jio Infocomm announced a 10-year partnership with Microsoft, aimed at ‘accelerating digital transformation’ in India.Citing Venture Intelligence, ET reported earlier this month that Indian startups raised $12.1 billion from venture capitalists and private equity firms in the first six months of this year, beating last calendar year’s overall funding by $1 billion. The continued inflow of funds helped propel a record number of start-ups into the unicorn club.

View: Our athletes deserve more sensitivity
Soon after American Olympic gold-winning gymnast Simone Biles had withdrawn from the finals of the team competition on account of mental health issues, there was a lot of support for her not just from across the world, but also from India. The general refrain was that Biles was not simply a prime-time commodity to be consumed on television. That she could break and snap, and have mental health issues makes her human.Such sensitivity, rare among Indian social media users — never mind those following sports — was refreshing. And it did not stop here. When Japanese tennis player and four-time Grand Slam champion Naomi Osaka suffered a shock defeat in straight sets in the third round this week in Tokyo, the sporting fraternity was behind the Japanese star. The argument was: these things happen.Things changed dramatically, however, when it came to our very own Manu Bhaker after she lost in 10 m air pistol qualifications. Bhaker was viciously trolled for her failure and roundly abused for ‘letting the nation down’. A gun malfunction, which can cause the athlete enormous stress, was labelled an ‘excuse’ and her reaction as ‘drama’ and ‘theatrics’.Such discriminatory treatment from Indian sports enthusiasts has always been puzzling, to say the least. And if anyone tries to point this out, most of these critics (sic) will digress and come up with the usual line with variations of their own — ‘If Fiji can win an Olympic gold, why can’t India?’While there is every reason to be constructively critical of our athletes, there is also reason to be sensitive. We need to deep dive to understand the reasons for the failure, and not simply castigate them, never mind turn abusive.In cricket, too, India hasn’t won anything of significance in the last eight years. The last ICC Trophy won was in 2013. That, however, doesn’t make Virat Kohli’s team a bad one. Reacting to trolls lashing out against swimmers Maana Patel and Srihari Nataraj failing to qualify in Sunday’s women’s and men’s 100 m backstroke respectively, former Olympian swimmer Virdhawal Khade made a similar point when he tweeted whether BCCI ever considered dropping Sachin Tendulkar or Virat Kohli each time they ‘don’t score a 100’.Coming back specifically to India’s failure in shooting, let us put things in context. Another troll victim, Saurabh Chaudhary shot 586 in the qualification round of the 10 m air pistol in a very strong field of 60 shooters and topped the charts to make the final. One can only notch up such a score if one is at one’s peak.Second, he can only shoot 23 consecutive tens if he is good enough at the highest level. Chaudhary, thereafter, had a poor final by his own standards. The usually deadpan shooter looked distraught at the end of the first series when he had shot a poor 47.2. What are we to make of this performance? Is he not good enough? Or would it be fair to suggest that he needs to do some more work on his mental fortitude when he shoots at major finals?‘In a world cup, the thought is that we have another chance in two months,’ said one of India’s coaches. ‘At the Olympics, the thought is that we might never again have a chance.’ Is it this realisation that adds to the pressure on many Indian athletes resulting in their underperforming? And if that’s the case, shouldn’t we look towards a solution rather than damning these athletes?If the world — and India — can be sensitive to Biles and her issues with mental health, why are our athletes treated any different? In Tokyo, table tennis players Manika Batra and Sharath Kamal who didn’t ‘make it’ were great. Back home, though, all the news was about how Batra had ‘refused’ to let the national coach sit in her corner and that she should be show-caused. Why not have a quiet word with her first and understand the real issue? Why label the athlete guilty before even trying to figure things out? If Biles could walk out of the final — which cost US a gymnastics gold — and yet be supported, why can’t our athletes, who aren’t as accomplished or successful, be shown encouragement and the same kind of support?We, in India, need more restraint. A decade earlier, we would come to the Olympics to simply make up the numbers. Now we come to win medals. When we don’t win, criticism is not just welcome but necessary. But we must remember that from being also-rans to becoming contenders is a major road travelled — and that needs to be further travelled. More sensitivity and support would make this journey quicker and easier.

The Centre will introduce ‘competency based assessments and examinations — SAFAL — for classes 3, 5 and 8 from this academic session onwards in keeping with the National Education Policy 2020.The NEP 2020 had strongly advocated a simpler assessment format to ensure learning levels are maintained.This was recommended against the ‘no detention’ policy under the Right to Education Act which is said to have had a detrimental affect on student learning levels.The SAFAL (Structured Assessment for Analysing Learning levels) will focus on testing for core concepts, application-based questions and higher order thinking skills.50 lakh students of more than 25,000 CBSE schools are expected to go through SAFAL assessment besides students from states/UTs who adopt this new framework.Vidya Pravesh—a 3-month play-based school preparation module for all grade 1 students—will also be introduced till universal provision of quality preschool education is achieved.The module is designed to bolster a child’s pre-literacy, pre-numeracy, cognitive and social skills. On the higher education side, the Academic Bank of Credit Regulations to promote flexibility and facilitate student mobility is set to come up. Further, over 100 institutions will allow multiple entry -exit from this year on.It is based on principle of Distributed & Flexible Teaching-Learning, that allows a student to learn as per his or her convenience, drop education mid-way and pick it up again as per their choice and convenience.Higher education institutions with NAAC “A”/NBA/Top NIRF-100/IOE/INI are eligible for the ABC platform.Delayed due to the pandemic, a Simplified and Transparent admission process to all central universities through Common Entrance Examination will be brought in by 2022-23.Work on regional languages in technical education has already started.Technical book writing in all scheduled Indian languages and translation of SWAYAM Courses of first year Engineering in 8 Indian Languages has been initiated. First year engineering ourses will be on offer in Indian languages at several instituets from the new academic session. 13 AICTE approved technical institutions will be imparting technical education in regional languages from the academic session 2021-2022 on pilot basis.Private institutes will be encouraged and incentivized to use Indian languages as medium of instruction and/or offer bilingual programmes. As envisaged under NEP 2020, revamped teacher education modules, guidelines for internationalisation of education and the setting up of NDEAR - to create a unifying national digital infrastructure to energise and catalyse the education ecosystem- will be launched this year, sources in the education ministry said.

Juvenile Bill empowers DMs to authorise adoptions
The Rajya Sabha on Wednesday passed the Juvenile Justice (Care and Protection of Children) Amendment Bill, 2021 to "strengthen" the child protection setup under the 2015 Act." The act now empowers district magistrates to sign adoption orders, and is an effort to make the process of adoption faster but more compliant with rules, minister for women and child development Smriti Irani said in the parliament on Wednesday.Government officials said the decision to amend the act was taken after the National Commission for Protection of Child Rights (NCPCR) conducted a survey of children's shelter homes across the country, and found over 7,600 of them had deplorable living conditions. "We wrote to all of them but received replies from only 2,000 homes. Many did not have access to basic amenities such as water or proper food. Often children are forced to spend years in shelter homes because adoption processes take time. The final orders have to come from judges and judges are anyway overburdened. By shifting the accountability to the DM or ADM, we are working on the adoption process to get shorter and by increasing the background checks and punishment, we are sure it will be more law-compliant and child friendly," Priyank Kanoongo, chairperson of NCPCR, told ET.Irani in the parliament said that the changes will enable officials to finish the process of adoption in a time bound manner. As per the amended provisions of the act, Child Care Institutions will have to be registered after considering the recommendations of the district magistrate who will also independently evaluate the functioning of district child protection units, child welfare committees, juvenile justice Boards, specialised juvenile police units among others.

EC's 2022 plan: 1,200 voters per booth & more
With Covid-19 numbers on decline, the Election Commission of India will increase the number of voters per booth to 1,200 for the upcoming assembly elections in five states against 1,000 people per booth in elections held so far since the Covid-19 outbreak.The commission will also mandate that all polling staff must be fully vaccinated by December, in time for the early 2022 polls, sourced confirmed to ET.The EC on Wednesday also asked chief electoral officers of the poll-bound states to engage with political parties on Covid-appropriate conduct during election rallies. While the norm has been to allow 1,600 voters to cast their ballot from one booth, this formula was revised by the poll panel in the 2020 Bihar assembly polls, the first election to be conducted amid the pandemic, to limit the number to 1,000 per booth. The EC has now decided to take a middle ground at 1,200 voters per booth for elections in Uttar Pradesh, Punjab, Goa, Manipur and Uttarakhand. The reasons being, one, the Covid-19 numbers are lower now, and two, the average voter turnout is comparatively lesser in these states.The limitation on voters per booth was considered necessary in states like West Bengal and Assam where the average voter turnout has traditionally been high – well over 80% in the last few elections. In high voter-turnout areas, a restriction on number of voters queuing up at a booth was felt necessary to maintain physical distancing.However, that is not the case with poll-bound states like Uttar Pradesh, Uttarakhand and Punjab. UP, for instance, recorded 61% voter turnout in 2017 assembly election. The figure was 59% in the previous election. Uttarakhand had seen a 65% turnout last time while Punjab recorded a 77% turnout. This voter turnout range, officials said, indicated that booths were unlikely to see crowding unlike high voter turnout states.With a 1,200 voter per booth formula, a polling booth in UP is unlikely to see more than 750 people queue up on a voting day. This kind of number can vote with adequate social distancing, it is assessed. Manipur and Goa had recorded 69% and 83% turnouts, respectively, in 2017. However, in these states the overall population is less dense and hence social distancing maintenance is not such a problem at booths there. The review of the voter count per booth formula is also being considered keeping in mind the major scaling up of electoral machinery that is entailed when voters are limited to a 1,000 per booth.The restriction of numbers necessitates a significant increase in polling booths, security personnel, polling staff and overall law and order machinery, besides number of EVMs and VVPATs. In a state as populous as Uttar Pradesh, these numbers are expected to be staggering. Even a 1,200 voters-per-booth formula will increase the number of polling booths in UP by 25,000, EC assessments show.

Rakesh Asthana is new Delhi Police Commissioner
Rakesh Asthana, a senior IPS officer of Gujarat cadre, was appointed as the Commissioner of Delhi Police on Tuesday. According to a Ministry of Home Affairs (MHA) order, Asthana, currently serving as Director General of the Border Security Force (BSF), will join as the Delhi Police Commissioner with immediate effect. The appointment of Asthana, a 1984-batch IPS officer, to the post of Commissioner of Police (CP), Delhi came just days before his superannuate on July 31. While clearing his appointment as the CP Delhi, the Appointments Committee of the Cabinet (ACC), headed by Prime Minister Narendra Modi, approved the inter-cadre deputation from Gujarat to AGMUT cadre. The ACC also extended his service initially for a period of one year beyond the date of his superannuation on July 31 or until further order, whichever is earlier. This is one of the very few instances when an IPS officer outside of the AGMUT cadre has been appointed as the Delhi Police chief. Usually, an officer belonging to the Arunachal Pradesh-Goa-Mizoram and Union Territory (AGMUT) cadre is appointed to the post. Asthana had earlier served as the Special Director of the Central Bureau of Investigation (CBI). During his stint in the CBI in 2018, he was engaged in an unsavoury spat with the then CBI Director Alok Verma with both of them levelling allegations of corruption against each other. Both the officers were later removed from the central probe agency by the Union government and Asthana was subsequently cleared of the charges. Asthana was appointed chief of the BSF in August 2020. He was also holding the additional charge of the head of the Narcotics Control Bureau. Asthana had also served as the DG of the Bureau of Civil Aviation Security (BCAS). The police officer has served in various capacities in Gujarat Police apart from serving in various ranks of the Central Bureau of Investigation (CBI). Senior IPS officer Balaji Srivastav is currently holding the charge of CP Delhi, after the retirement of S N Shrivastava in June-end.

The political problem with Washington’s military withdrawal from Afghanistan is that it’s leaving the Taliban with a sense of victory, emboldening it to undertake military manoeuvres to capture the country by force. While the prize targets are, of course, Kandahar and Kabul, the Taliban’s ground tactics also betray professional military assistance, ostensibly from Pakistan, which point to a hostile takeover, not a fair settlement.This, by itself, should prompt a course correction because the impact of such a takeover will be felt far and wide. From a heightened security environment in Central Asia to the prospects of a bludgeoning refugee crisis that will most certainly touch the shores of Europe, the consequences of a Taliban military victory will be beyond just the emergence of a terror sanctuary. And even as Antony Blinken reaches Delhi to discuss the fallout of a Taliban resurgence, the situation is already changing rapidly at different levels.Enter Your LocationTo begin with, the ground situation. There are two distinct shifts in Taliban’s military strategy from the mid-1990s. First, they are not moving province by province from their southern strongholds like Kandahar and Herat towards the north. Instead, they are capturing districts in northern provinces like Badakhshan and Kunduz.Second, they are capturing key border towns and passes along the Tajikistan and Uzbekistan border. The capture of Imam Sahib in Kunduz gave them control over a key trading route on the Uzbek border.They are trying similar tactics on the Iran border and already control the Pakistan border, all indicating a professional military-like campaign at play. Afghan intelligence has indicated that Pakistani regulars are acting as military advisers.Clearly, the larger effort is to take control of the borders and prevent the possibility of a Northern Alliance-like force emerging on the ground. The Taliban would back itself to contain any rebel grouping between ethnic groups as long as cross-border assistance from Tajikistan and Uzbekistan is rendered unfeasible.The Afghan government and its security forces, on the other hand, have realised there is no honourable settlement for them on the ground. The brutal killing of 22 Afghan soldiers trying to surrender, and the beheading of an Afghan interpreter who worked with Nato forces, were enough to revive memories of the brutality with which Taliban treats its vanquished and alleged ‘western collaborators’.This explains the recent pushback by Afghan forces, which follows Ashraf Ghani’s decision to change his defence minister and bring the experienced Bismillah Khan Mohammadi, a respected ex-Afghan army chief, who has fought against the Taliban alongside Ahmad Shah Masoud. He also changed the army chief. In short, there’s now a regrouping, a will to fight.This brings us to the next level: the US. Joe Biden went ahead with Donald Trump’s pull-back deal, brokered by interlocutor Zalmay Khalilzad, because he did not want to be the president who sent troops back into Afghanistan. But will he want to be the president who let the Taliban back in? The one who watched silently as scores of Afghan interpreters, who worked with the US Army, got mercilessly slayed? Or be the one responsible for millions of Afghan refugees joining the ranks of Syrians to knock on the doors of allies in Europe?These appeared distant questions not so long ago. Not any longer. It will eventually boil down to one decision: will the Biden administration trust the Taliban’s word that none of this will happen? Given that the US has approved $3.3 billion to Afghan Security Forces (ASF), one can only discern that the US does not want Taliban to get a free pass to Kabul.Help Arriving Soon?So, a course correction — one which India must pursue with the US — cannot be ruled out. But it will make an impact only when Washington decisively throws its weight behind the ASF. That would mean reviving proper air support to ground troops, which the Afghan Air Force cannot manage on its own now.The third level is the immediate neighbourhood — Tajikistan, Uzbekistan and Iran. The two central Asian countries, though under Russian sway, are deeply threatened by radical Islamic parties and movements within their country, which could turn empathetic to the Taliban cause. Tajik President Emomali Rahmon has already mobilised his border troops as fleeing Afghan soldiers reach his borders.Iran’s new president Ebrahim Raisi is a conservative, who is unlikely to turn a blind eye to the Shia Hazaras of Afghanistan. At the same time, it’s quite possible Iran may not stand in the way of fleeing refugees seeking a route into Europe via the Mediterranean as long as they don’t camp on Iranian territory. How can Europe avert such a situation? The answer, as Biden is beginning to discover, is keeping the ASF in control of Afghanistan. This means opposing occupation by force. But here we come to a head with the basic principle holding all the deal-making with the Taliban — that it will guarantee against Afghan territory being used by radical or terrorist groups. Russia and China feel it will keep out groups inimical to its interests. The US and Europeans think they will keep the Islamic State (IS) out, and so on.This myth of a Pakistan-floated idea of a ‘good, reasonable Taliban’ has crash-landed. Afghan soldiers, and scores of interpreters, already bear testimony to it. More are likely to follow, accompanied by a full-blown refugee crisis. It’s important, therefore, for India and the US to treat the Taliban for what it is, and reach an understanding, for starters, on wholeheartedly backing those who are standing up to them.

The US on Tuesday said it supports India's emergence as a leading global power and a vital partner in efforts to ensure that the strategic Indo-Pacific is a region of peace, stability, and growing prosperity and economic inclusion, as America's top diplomat arrived in New Delhi on his first visit.In a fact sheet, the State Department said the defence cooperation between the US and India was reaching new heights, including through information sharing, liaison officers, and increasingly complex exercises like Malabar.“The United States supports India's emergence as a leading global power and vital partner in efforts to ensure that the Indo-Pacific is a region of peace, stability, and growing prosperity and economic inclusion,” it said after Secretary of State Antony Blinken landed in New Delhi on a two-day visit.During his maiden visit to India as the top American diplomat, Blinken will meet Prime Minister Narendra Modi and External Affairs Minister S Jaishankar to discuss a wide range of issues, including continued cooperation on COVID-19 response efforts, Indo-Pacific engagement, shared regional security interests, shared democratic values, and addressing the climate crisis.“US-India defense cooperation is reaching new heights, including through information sharing, liaison officers, increasingly complex exercises like Malabar, and defense enabling agreements, such as the secure communications agreement COMCASA. As of 2020, the United States has authorized over USD 20 billion in defense sales to India,” the State Department said.Through the US-India Defense Technology and Trade Initiative, the United States and India work together on co-production and co-development of defence equipment. The United States and India are also closely coordinating on regional security issues, such as Afghanistan, it said.According to the fact sheet, the two countries cooperate on a wide range of diplomatic, economic and security issues, including defence, non-proliferation, regional cooperation in the Indo-Pacific, shared democratic values, counterterrorism, climate change, health, energy, trade and investment, peacekeeping, the environment, education, science and technology, agriculture, space, and oceans.India, the US and several other world powers have been talking about the need to ensure a free, open and thriving Indo-Pacific in the backdrop of China's rising military manoeuvring in the region. The Chinese military is also actively eying the strategic Indian Ocean region to step up Beijing's influence.China claims nearly all of the disputed South China Sea, though Taiwan, the Philippines, Brunei, Malaysia, and Vietnam all claim parts of it. Beijing has built artificial islands and military installations in the South China Sea.In 2017, India, Australia, Japan, and the US gave shape to the long-pending proposal of setting up the 'Quad' or the Quadrilateral coalition to counter China's aggressive behaviour in the Indo-Pacific region.In 2008, the United States and India signed an agreement, making India a full partner in the governance and funding of the Fulbright Programme. An increase in exchanges under the agreement has allowed for the development of new and innovative programmes, and India now has the largest Fulbright Scholar (faculty) programme in the world.In FY 2019, this funding provided opportunities for 61 US Scholars, 66 Indian Scholars, 80 US students, including 29 English Teaching Assistants, and 55 Indian students, including 13 Foreign Language Teaching Assistants.The United States and India are working to expand cooperation in international organisations. America welcomed India joining the UN Security Council in January 2021 for a two-year term. In October 2020, India hosted the third 2+2 Ministerial Dialogue, and the United States looks forward to the next 2+2 later this year, the fact sheet said.Asserting that India is a leading global power and a key US partner in the Indo-Pacific and beyond, the State Department said at the inaugural Quad Leaders' Summit in March, President Joe Biden and Prime Minister Modi joined their Japanese and Australian counterparts in pledging to respond to the economic and health impacts of COVID-19.The four leaders also agreed to combat the climate crisis, and address shared challenges, including in cyber-space, critical technologies, counterterrorism, quality infrastructure investment, humanitarian assistance and disaster relief, and maritime security.Noting that the US stands with the people of India as they continue to battle the COVID-19 pandemic, it said the US has contributed more than USD 200 million for India's COVID-19 relief and response efforts since the pandemic began, including more than USD 50 million in emergency supplies and training for more than 218,000 frontline health workers on infection prevention and control, benefitting more than 43 million Indians.“Earlier this year, the US and India initiated renewal of a memorandum of understanding to collaborate through an International Center of Excellence in Research focused on infectious diseases, including COVID-19 and other emerging threats.“The United States and India are partnering to strengthen the global response to COVID-19, on issues ranging from addressing infectious disease outbreaks to strengthening health systems to securing global supply chains,” said the fact sheet.US pharmaceutical companies have coordinated with Indian companies since the beginning of the pandemic. This cooperation includes voluntary licensing and technology transfer agreements to increase global manufacturing capacity for COVID-19 vaccines, therapies, and conducting clinical trials, it said.The State Department said that it looks forward to furthering cooperation with India on tackling the climate crisis and raising global ambition ahead of the 26th UN Climate Change Conference of the Parties (COP26) in Glasgow, United Kingdom, in November.

Karnataka's chief minister-designate Basavaraj Bommai has demolished the myth that only a core BJP member, not those who joined the party from outside, can lead the government. While a few BJP leaders took to intense lobbying to succeed Yediyurappa, Bommai played his cards close to his chest, running with the hare and hunting with the hounds. In the past two months, ever since the leadership uncertainties gained pitch, Bommai maintained a low-profile, seldom making his ambition public. He pledged his loyalties to Yediyurappa, the formidable political figure of the Lingayat community. Yet, he maintained a distance. And, he was careful enough not to rub the CM's biters on the wrong side. The 61-year old five-time legislator knows first hand the distress farmers battle day in and day out, and at the same time, the hardships of the business community. An engineering graduate from Hubballi, he worked at the Tata Motors for three years before taking to entrepreneurship and later a deep plunge into politics, under his dad the late SR Bommai's tutelage. His father was a chief minister in the 1980s, and is immortal in the law books after the Supreme Court gave a landmark judgment disapproving the way he was removed as CM. The new CM's long time Cabinet colleague S Suresh Kumar calls Bommai a seasoned political leader, with experience in handling diverse portfolios such as water resources, law & parliamentary affairs, home, and finance as Karnataka's representative in the GST Council. "His biggest advantage is his exposure to politics and Public life from a very young age. He is well-read."Bommai’s political climb has been slow and gradual. In his younger days, as an active member of Janata Dal, he helped organise mega rallies and events. Unlike some of his colleagues who stuck to the JD(U) for ideological reasons, Bommai made the switch and won for the first time from Shiggaon in 2008. There has been no looking back ever since. In the first ever BJP government in the South, Yediyurappa gave Bommai the plum portfolio of Water Resources. In fact, the only time he distanced himself from Yediyurappa was in 2013 when the latter walked away from the BJP to float his own regional party.In 2019, when Yediyurappa took charge as the chief minister for the fourth time, he made Bommai the home minister. All through his political journey, he stayed off controversies.

Even after resigning, BS Yediyurappa is likely to remain relevant in Karnataka politics at least till the 2023 assembly election. Yediyurappa is credited with establishing the BJP in southern India by becoming the party’s first chief minister of Karnataka in 2007. Being from the Lingayat community, which accounts for 16 per cent of the state population, he helped consolidate the support of the caste group to the party. The community was disenchanted with the Congress and he steered it to the BJP camp.But Lingayats were just one part of his social engineering. He also wooed Marathas and a section of Brahmins and Dalits to weave together a strong alliance.At the same time, BJP leaders like Anant Kumar and a few leaders from coastal Karnataka took forward the Hindutva narrative. Yediyurappa managed to balance the caste coalition and the BJP’s central Hindutva narrative, and together they worked well for the party. The carefully calibrated caste politics helped the BJP make inroads into North Karnataka while the Hindutva drive helped in gaining a foothold in coastal as well as urban parts of the state.Yediyurappa did everything to form a government in the state, from aligning with the JDS to breaking the Congress.BJP members maintained that Yediyurappa will be important in the party’s scheme of things.The section of the BJP which was opposing Yediyurappa feels that the BJP is now getting votes in the name of Prime Minister Narendra Modi and on Hindutva, which goes beyond caste. However, the party understands the importance of caste as well as Hindutva.In the past few years, the BJP has adopted a similar model of caste and Hindutva in states such as Haryana and UP.The choice of the new face in Karnataka would very much depend on the person’s ability to marry caste and the Hindutva pitch without either overriding the other.Names such as home minister Basavaraj Bommai, industrialist and state minister Murugesh Nirani, Union minister and Brahmin face Prahlad Joshi, national general secretary and Vokkaliga leader CT Ravi are doing the rounds. Whoever makes the cut will be expected to deliver the 2023 assembly election and 2024 general election for the party.

Cong forms teams in U'khand with Rawat as poll face
After bringing about peace in its Punjab unit, the Congress has almost managed to unite the different factions in its Uttarakhand unit too.The central leadership has made former chief minister Harish Rawat the face of the party's election campaign committee. Rawat, who played an important role in Punjab, will have a big say in the state unit, with his confidant Ganesh Godiyal being appointed as the party’s new state president.In the new committee, Godiyal has replaced Pritam Singh who is now the leader of opposition in the state assembly. The Congress has also accommodated other big leaders from the state in the party’s different committees. Like Punjab, the state Congress has now got four working presidents.The formation of new committees apparently suits the political interest of the former chief minister Rawat in the state ahead of the 2022 assembly polls.“The importance of Rawat gets automatically reflected in the appointment of both the state president Godiyal and the leader of opposition Singh from the state’s Garhwal region. It means Rawat has been given the reins of the party in Kumaon region,” said a Congress functionary, who did not wish to be identified.Rawat now has a tough task to ensure a good show of his party in Kumaon region in the assembly polls. Both of the BJP’s top leaders – chief minister Pushkar Singh Dhami and Union minister Ajay Bhatt – are also from Kumaon region.Although Rawat belongs to Kumaon, he is perhaps his party’s only leader who has his supporters across the state’s three regions – Kumaon, Garhwal and plains. In the past four years, Rawat has toured different parts of the state.Rawat may play a big role in ticket distribution following the formation of the new committees.

On what was otherwise a tough morning for Indian athletes, Manipur’s Saikhom Mirabai Chanu lifted her way to India’s first Tokyo Olympic medal, a silver in the 49 kg weightlifting category. And, in the wake of the understandable celebrations around the country came the usual suspects — brands hoping to ride the success bandwagon.Chanu actually presented them with a golden opportunity by stating that after months of strict training and diet, she would celebrate that night with a pizza dinner. ‘First of all, I will go and have a pizza. It has been a long time since I ate it. I will eat a lot today,’ she said.That was enough for Domino’s Pizza, one of the largest players in the Indian fast food market, to immediately dispatch pizzas to her home in Imphal, taking many photographs with her bewildered family, and then tagging her photographs from Tokyo with their brand hashtag and a promise of a free lifetime of pizzas. This was widely hailed as a smart marketing coup and invited a fair amount of congratulatory and self-congratulatory posts on LinkedIn and other media.This is far from the first time this has happened. Congratulating athletes has been an excellent way for brands to gain salience, and keep themselves relevant without spending a rupee.In the west, they call it ‘newsjacking’, a term coined by marketing strategist David Meerman Scott in his 2011 book, Newsjacking: How to Inject Your Ideas into a Breaking News Story and Generate Tons of Media Coverage. And, while Amul has been ‘newsjacking’ with their creative topical for over four decades, other Indian brands have really started this in earnest from the onset of social media.There are a few reasons they have been getting away with this. First, for a lot of athletes without agents or an understanding of their rights, this seems normal. After all, after any international success, athletes are usually paraded along with every local politician and sports official around, looking to ride on their success. And, second, social media, where a lot of these infractions occur, seems to be a grey area where it’s difficult to pin down what constitutes ambush marketing.In reality, though, the rules are very clear. And the ethics even more so. A typical endorsement deal goes something like this. For an agreed sum of money, the endorser gets to use the athlete’s image rights in a certain period, and is usually also entitled to some time for shooting advertisements or participating in public relations activities for the brand.Domino’s EffectNowadays, these deals also include a guaranteed number of posts from the athlete’s social media handles. There are other more tactical short-term endorsement deals, some of which may only be for social media. These short-term deals typically tend to be signed close to significant sporting events in which the athlete is participating.Athletes like Chanu, from ‘unglamorous’ sports disciplines outside tennis and badminton, never mind cricket, really catch the public eye once every couple of years, either during the Olympic Games or the Asian or Commonwealth Games. In any other time, they barely make the sports page.So, brands officially sponsoring them actually get their pay-off in the short period just after a win. These brands usually have a roster of half a dozen athletes of which, perhaps, just one may actually register a big win. And, if in this crucial period, other brands choose to jump on without paying a paisa for sponsorship, then few sporting sponsors will find it making sense to keep supporting athletes.It happens more rarely in cricket, as the players usually have recourse to much better legal advice, and are more informed about their rights. A couple of years ago, when Prithvi Shaw scored a century on debut, a couple of unicorn brands immediately posted congratulatory messages on their social media handles. They were sent legal notices and finally had to take their posts down. But, even then, by the time the legal process was initiated, both brands had already got their publicity.For those who aren’t sure what the fuss is about, here are a couple of examples. Imagine a Salman Khan film release. Could a brand with no financial association with the star or the film take out an advertisement congratulating Salman Khan on his new release? Or even a series of social media posts from their official handle using the film poster and their hashtag?Making a Hashtag of ItWhat about a motorcycle brand deciding to congratulate Mahendra Singh Dhoni with a free bike using similar hashtags just after the 2011 World Cup win and putting their brand hashtag right out there over the picture of his trademark ‘helicopter shot’? Sounds ok? It doesn’t, does it?Jubilant FoodWorks, who are the franchise holders for American MNC Domino’s in India, made almost ₹4,000 crore in sales last year. They could easily officially support Chanu — and, with luck, they even might, on more sober consideration. But with every brand that uses these tactics and gets away with it, there will be one more brand unwilling to officially support an athlete because their rights are not protected. And, Indian sport, aside from cricket, needs every rupee of sponsorship it can raise.
