Crypto gains currency again as banks ease curbs
Indian banks are again allowing purchase of Bitcoin and other cryptocurrencies through their channels, easing curbs that they had imposed on such services.The change in stance happened after the Reserve Bank of India told banks that they no longer can use the regulator’s 2018 circular prohibiting dealings in virtual currencies, as the direction has been struck down by the Supreme Court, said people in the know.Banks have also reopened accounts with crypto exchanges after conducting due-diligence, in absence of any specific regulation. This comes at a time when Indians are flocking back to cryptocurrencies.A quick check of a few cryptocurrency platforms shows that lenders such as HDFC Bank, ICICI Bank and Axis Bank are allowing transactions in these virtual currencies through the UPI platform. These banks didn’t respond till press time Tuesday to emails seeking comment.Widely used crypto exchange WazirX has listed the net banking facilities of Punjab National Bank, Union Bank of India, IDBI, IDFC First Bank, Federal Bank and Deutsche Bank to make payments for crypto purchases.According to crypto exchanges, more banks are now warming up to them and several channels are available for customers to buy crypto assets.“It is abundantly clear that now banks are more open to providing services to crypto exchanges. As India moves towards a more transparent regulatory framework for crypto assets, we will see more banks joining the party,” said Shivam Thakral, chief executive of BuyUcoin, a cryptocurrency exchange. BuyUcoin is dealing with Central Bank of India, Lakshmi Vilas Bank and Yes Bank, he said.“We offer multiple payment modes for Indian investors, such as UPI, Paytm UPI, IMPS, NEFT and RTGS. We also allow users to buy/sell cryptocurrency using their credit/debit cards but we see most of these transactions getting declined by the credit/debit card providers,” said Jay Hao, CEO of cryptocurrency exchange OKEx.com.A senior executive at a large bank said his bank had not opened its net banking or debit card channels to buy cryptos, but customers were using UPI channels which were outside the control of banks.“Banks have no control on UPI channels which could be used to make different sorts of payments, though we are yet to resume the full suite of payment services to buy cryptocurrencies,” said the executive.“We were not allowing any transaction up until recently, and that is still our official stance. But it’s difficult to monitor so many transactions and some do get through,” another banker said.Still, this is in contrast with the scenario a few months ago when users could only use the MobiKwik wallet or a crypto exchange's peer-to-peer platform to buy cryptos.Meanwhile, some crypto platforms have started introducing new ways to attract customers.

Big Oil wants you to worry about carbon footprint
Everybody's going carbon neutral these days, from the big boys - Amazon, Microsoft, Unilever, Starbucks, JetBlue - to your favorite outdoor brand, even ski resorts. Probably your neighborhood coffee roaster, too.What's not to like? Becoming carbon neutral means cutting greenhouse gas emissions as much as you can, then offsetting what you can't avoid with measures like tree planting. Seems admirable.Well, not exactly. Carbon neutrality doesn't achieve any sort of systemic change. A coal-powered business could be entirely carbon neutral as long as it stops some landfill gas in Malaysia from entering the atmosphere equal to the emissions it's still releasing. American fossil fuel dependence would remain intact, and planet-warming emissions would continue to rise. The only way to fix that is through politics, policymakers and legislation. But distressingly, most businesses don't want to play in that arena.Instead, they're doing exactly what the fossil fuel industry wants: staying in their lane, accepting some blame for a global problem and maintaining the dominance of fossil fuels. They're well intentioned, sure, but also clueless, even complicit.Imagine if businesses put as much effort into climate lobbying as climate neutrality. Corporations wield tremendous influence over the political system. But on climate, most corporations have decided to sit this one out. Notably, the five biggest tech corporations - Apple, Microsoft, Facebook, Alphabet and Amazon - spend only 4 percent of their lobbying dollars on climate, according to Influence Map.As a result, they avoid the chance to put in place systemic solutions in favor of carbon neutral navel gazing. Large corporations will protest, saying that they are lobbying on climate. But they are typically working both sides of the aisle. And their political contributions are mostly going in the wrong direction. Bloomberg Green examined political donations by more than 100 major American corporations and found last year that they were "throwing their support behind lawmakers who routinely stall climate legislation.,Climate never ascends to the level of mission-critical issues like trade policy and taxation. Sure, there are exceptions: Salesforce recently said it would intensify its focus on climate lobbying. And Patagonia has always been aggressive, along with Ben and Jerry's. But they are anomalies, led or inspired by charismatic founders.How did it come to this? The story of how what's considered the best approach to corporate sustainability became complicity with the very industry responsible for climate change starts with the famous "Crying Indian, commercial of the 1970s. The ad, in which an actor portraying a Native American is devastated by the sight of rampant pollution, created several generations of dutiful litter-picker-uppers. (Guilty!) But it wasn't so benign. It was, in fact, masterly propaganda from the beverage and container industries, designed to place responsibility for the trash problem on American consumers, not manufacturers.The approach was so good that the fossil fuel industry adopted the very same strategy.In 2004, BP hired the public relations firm Ogilvy & Mather to improve its image, in part by conveying the message that consumers of oil and natural gas bear the responsibility for their greenhouse gas emissions, not the producers of the oil and gas they use. The result was BP's ingenious carbon footprint calculator, which allows individuals to calculate the carbon emissions that result from their activities. It's "about helping you to go carbon neutral - reducing and offsetting your carbon footprint,, BP says on its "target neutral, website.Nor was BP alone among the big oil companies communicating this message. A study by Naomi Oreskes and Geoffrey Supran at Harvard published in May in the journal One Earth found that since 1972, ExxonMobil has consistently used "rhetoric aimed at shifting responsibility for climate change away from itself and onto consumers.,Yes, those consumers want the hot showers, warm homes and cold beer that coal, oil and gas provide. But they did not insist on the burning of fossil fuels for those amenities. Now there are other ways to produce energy, and responsibility to tap those renewable resources lies with the world's energy companies.Today, almost 20 years after BP's carbon calculator went live, cutting a firm's carbon footprint is still the gold standard of corporate climate action. The phrase is firmly lodged in the environmental lexicon.The idea of offsetting one's carbon footprint by reducing or eliminating greenhouse gas emissions in one place to make up for emissions elsewhere has grown into an enormous industry. Businesses often do this by buying carbon credits to offset emissions they can't or won't reduce. The consulting firm McKinsey estimates that "the market for carbon credits could be worth upward of $50 billion in 2030.,Many of these offsets underwrite worthwhile projects - protecting virgin expanses in some of the world's last great forests, as in the Amazon, or the deployment of solar power. But according to an analysis by the private-sector Taskforce on Scaling Voluntary Carbon Markets, fewer than five percent of offsets in 2020 removed carbon dioxide from the atmosphere.Which, of course, is what we desperately need to be doing.A giant, systemic problem like climate needs to be addressed like other huge environmental challenges the world has successfully taken on - reducing ozone-depleting chemicals worldwide, for example, and sharply cutting back on smog and water pollution in the United States. Imagine if, in response to the expansion of the ozone hole, businesses and governments had said, "We'll just hope businesses do the right thing., Instead, international policymakers created the Montreal Protocol, which set standards that phased out ozone-destroying chlorofluorocarbon use worldwide.We need more of that approach - citizens, businesses and governments working together to address this crisis. It might result in policy solutions like government regulation, effective carbon taxes, national standards for renewable energy and electrification, the elimination of legacy subsidies for the fossil fuel industry, strict auto emission standards and new national building codes. All of these approaches threaten fossil fuel's business model and, not coincidentally, would help to slow the warming of the planet.What do fossil fuel companies prefer? They like consumers and corporations to do anything and everything as long as they stay out of the companies' way and avoid doing anything that could actually make a difference.Tragically, the overwhelming majority of American businesses are on a path of complicity. Their climate strategy avoids conflict and generates great P.R. Unfortunately, it also allows fossil fuel interests to monetize their remaining assets unhindered, ensuring catastrophe for all.How carbon neutral is that?

ECIR an internal doc, not shared with accused: ED
The Enforcement Case Information Report (ECIR), an Enforcement Directorate document which is widely seen as similar to the police first information report, is “just a name” given to an internal document only “for the purpose of identification” of a case, the federal agency has told the Delhi High Court.The ED that probes money-laundering cases said “nothing emanates from an ECIR” and that it was “not a prerequisite” for starting investigation under the Prevention of Money Laundering Act.The agency said this in a recent response to a petition filed by Avantha group promoter Gautam Thapar, challenging his arrest by the agency in a money laundering case on August 3. Thapar has sought a copy of the ECIR lodged against him.The ECIR need not be shared with any accused, the ED argued, while saying also that it was “not a complaint” but just “a number given to an internal document” for identification.The ECIR is a document meant for “identification of a particular case and for departmental convenience” and is “purely an internal document”, it said in the response, which ET has seen.

India only Asian country invited at key Europe meet
India’s profile is steadily increasing across Europe where several countries now see New Delhi as a reliable and dependable advocate of rules-based international order that can help counterbalance China’s influence. India is the only Asian country and one of three non-European countries along with the USA and Kenya to be invited for the 2021 Bled Strategic Forum (BSF), an annual international conference held in Slovenia, that has become a key forum of European foreign ministers. Slovenia is the current European Union chair.Foreign minister S Jaishankar will address the three-day event starting on Tuesday. He will seek to build partnerships with Europe for a stable and rules-based Indo-Pacific region, people aware of the matter said. Resilient supply chains in the post-Covid world order has been among New Delhi’s key goal.Several European countries are seeking wider Indian presence in the continent to balance China. It may be recalled that the EU has put trade and investment pact with China on hold while seeking to revive a proposed trade pact with India at the summit held earlier this year. Story behind vaccine turnaround in Bastar
As India started inoculating senior citizens against Covid-19 on March 1, Bastar district collector Rajat Bansal faced the daunting task of fighting misinformation spread by social media forwards and persuading tribal groups to take the shot. Bansal vividly remembers how challenging the first one month was. “There was a lot of resistance from the tribal community. There was misinformation about vaccine:s People believed they would die if they took the vaccine,” he said. Bastar district had one of the lowest vaccine uptakes in March. Six months later, the turnaround in tribal-dominated Bastar is remarkable. The district administration has managed to inoculate over 75.5% of 45+ and 36.4% of 18-44 year age group with at least one dose of Covid-19 vaccines. “The people here follow a daily routine. They eat right before starting from home and then return at night to eat the next meal. Some people take the vaccine in the middle of the day and then go right back to their fields for hard labour in the sun without rest or respite. Some people developed fever and this triggered hesitancy. People thought that they did not have Covid-19 but with the vaccine they were developing fever and condition worsening,” Bansal said.This hesitancy and poor vaccine uptake pushed the district administration to rope in youth volunteers who have been organised in a group called Yuvoday. Yuvoday has district and block coordinators and a network of youth volunteers in the villages. “Yuvoday volunteers were given basic training in Jagdalpur on how to dispel fear and hesitancy against vaccination. They were taught how to persuade people, tell them it was natural to develop fever and the benefit of Covid-19 vaccination,” Bansal said. Volunteers drove those willing to be inoculated on their bikes to the vaccine centres and involved influencers like schoolteachers, anganwadi workers and other healthcare workers to persuade people. Yuvoday volunteers recalled how they brought inoculated frontline workers to speak to villagers. “We took vaccinated frontline workers to the villagers to demonstrate that they had taken the vaccine and were fine,” a Yuvoday volunteer told ET.What added to the challenges were administrative protocols to reduce vaccine wastage. As Chhattisgarh reported high wastage initially, health officers were told not to open a vial if there were less than 10 in the queue. If there were 4 people in a village, volunteers faced the tough task of looking for six more from neighbouring villages to ensure all were vaccinated without wastage.There were specific tribes that showed vaccine hesitancy. They included Mariya, Muriya, Gond and Halbi. “We faced hesitancy especially among Mariya tribe in Bastanar block,” Bansal said, adding there were still about 8-10% of the eligible population unwilling to be inoculated. However, the district has come a long way from the March figures. Now, it gets about 10,000 vaccine doses, which as per the district collector, are exhausted within 2-3 days. “The demand is exceeding the supply now,” he said.

Former Reliance Capital CEO Soumen (Sam) Ghosh has applied for a small finance bank license through a recently set up firm called Cosmea Financial Holdings.The Maharashtra-based firm was incorporated in November last year.Cosmea aims to involve in activities auxiliary to financial intermediation, except insurance and pension funding. Directors of the company are Soumen Ghosh, Suresh Thiruvananthapuram Viswanathan and Amit Agrawal. Former Reliance Capital CEO Soumen (Sam) Ghosh along with his wife Caroline Ghosh bought this company from Amit Agarwal and Luv Chaturvedi who had incorporated the company as a part of management buy-out from Reliance Securities.This company has no linkage with ADAG group at present and is owned by the Ghoshes in individual capacity, Sam Ghosh confirmed the matter. Cosmea and fintech firm Tally Solutions have applied for a small finance bank licence, the Reserve Bank of India (RBI) announced on Monday.Cosmea and Tally thus joined VSoft Technologies, Calicut City Service Co-operative Bank, Dvara Kshetriya Gramin Financial Services and Akhil Kumar Gupta in the race to set up small finance banks under the central bank's on-tap licensing policy.Gupta, the vice chairman at Bharti Enterprises, applied for the licence in his personal capacity. In March, the banking regulator formed a five-member standing external advisory committee under former deputy governor Shyamala Gopinath for evaluating the applications.RBI's central board director Revathy Iyer, former executive director B Mahapatra, former Canara Bank chairman TN Manoharan, and former State Bank of India managing director Hemant G Contractor are members of the committee.

Rakesh Jhunjhunwala's Rare Enterprises said on Monday the company will invest in Uttamchandani family-promoted Syska LED, which will help the fast-moving electrical goods company in its next phase of growth, a release said. "Rare Enterprises and its partners have signed a term sheet to invest in Syska LED Lights Private Limited, promoted by the Uttamchandani family. In accordance with the terms of the signed term sheet, about 15 per cent of the funds have been deployed already," it said. The transaction is expected to conclude in the next 60 days, the release added. SBI Funds Management (SBI MF), the court-appointed liquidator, will distribute the sixth tranche of ₹2,918.50 crore to Franklin Templeton Mutual Fund unitholders across the six shut debt schemes beginning September 1. After the completion of this payout, the schemes have returned ₹23,998.84 crore to unitholders amounting to 95.18% of the AUM as on April 23, 2020. The amount to be distributed to unitholders will be paid by extinguishing proportionate units at the net asset value dated August 27. The amount to be paid to unitholders will be calculated as per the below table and will be paid by extinguishing proportionate units at the NAV dated 27 August 2021. Accordingly, the units held by your investors in the scheme will reduce to that extent. In its NDCs submitted in 2015, it pledged to improve emissions intensity of its GDP by 33-35% by 2030 below 2005 levels. It also promised about 40% cumulative electric power installed capacity from non-fossil fuel-based energy resources by 2030. New Delhi agreed to enhance its forest cover, which will absorb 2.5-3 billion tonnes of CO2, the main gas responsible for global warming, by 2030.India managed a 24% reduction in emission intensity of its GDP between 2005 and 2016, thereby achieving its pre- 2020 voluntary target. India’s efforts won it a spot among the top five countries in terms of installed renewable energy (RE) capacity. India’s non-fossil fuel-based installed capacity is 151 GW, around 39% of its total installed capacity.GoI also announced an aspirational target of RE capacity of 450 GW by 2030. On August 15, the PM announced the National Hydrogen Mission for generation and export of green hydrogen. On August 24, India’s first green hydrogen electrolyser manufacturing unit started operations in Bengaluru. India’s total forest and tree cover stands at 807,276 sq km, 24.56% of the country’s total area. Total carbon stock in the country’s forest is 7,124.6 million tonnes, an increase of 42.6 million tonnes from 2017.India is one of 16 member countries of the Electric Vehicles Initiative (EVI). It is implementing the Faster Adoption and Manufacturing of (Hybrid &) Electric Vehicles (FAME) scheme to support the EV market development and its manufacturing ecosystem to achieve self-sustenance. India has leapfrogged from Bharat Stage-IV (BS-IV) to BS-VI emission norms by April 1, 2020, which was earlier to be adopted by 2024.Indian Railways (IR) is targeting full electrification of broad-gauge routes by 2023. It has set a target of becoming a net-zero carbon emitter by 2030. Accordingly, IR Organisation for Alternate Fuels (IROAF), its green fuel vertical, has invited bids for a hydrogen fuel cell-based train on railways network.Ethanol blending in India has increased from 1.5% in 2014 to 8.5% at present. In 2013-14, about 38 crore litres of ethanol were purchased. This has now grown to more than 320 crore litres. GoI has resolved to meet the target of 20% ethanol blending in petrol by 2025, which was earlier to be achieved by 2030. Under the Smart Cities Mission, the Climate Smart Cities Assessment Framework 2019 has been launched. This intends to provide a clear roadmap for urban India towards combating climate change through adoption of both mitigation and adaptation measures.Positive ClimateIndia, in partnership with Sweden, launched the leadership group in Industry Transition Track at the UN Climate Action Summit in September 2019. GoI is also supporting adaptation actions of states and Union territories through the National Adaptation Fund for Climate Change.India and France created the International Solar Alliance (ISA), which has become a treaty-based organisation open to all UN members. So far, 80 countries have ratified the ISA Framework Agreement. Through ISA and bilateral development partnerships, India is already working to enhance capacity in neighbouring countries and in Africa, Asia and Latin America, to deploy green technologies in support of development.A similar approach underpins GoI’s initiative on the creation of the Coalition for Disaster Resilient Infrastructure. India has adopted a cooperative approach to build resilience in infrastructure — transport, communication, buildings — across the world, especially in regions prone to natural disasters.The objective is to find best-in-class, readily deployable, scalable and affordable solutions.Long-term strategies need to be guided by not just mitigation but also climate adaptation, with a clear roadmap for provision of finance and technology. ‘Habit and attitude’ are as much a part of the solution. Equity and climate justice should be a touchstone of any global climate response. India is working at the national level towards achieving that target, and collaborating globally to ensure we save Earth, the only home we have.

We want to maintain ties with India: Taliban
The Taliban wants to maintain Afghanistan's trade, economic and political relations with India, senior leader of the outfit Sher Mohammad Abbas Stanekzai has said while describing it as an important country in the region. In a video address in Pashto, Stanekzai said consultations with various groups and political parties are going on to form a government in Kabul that will have representations from people from "different walks of life". "We attach great importance to our trade, economic and political relations with India and want to maintain that relation," Stanekzai said on Saturday. "We also need to keep the air trade open," he was quoted as saying by Pakistani media outlet Independent Urdu. The Taliban leader was referring to the air corridor between India and Afghanistan that was established to boost trade between the two countries in view of Pakistan's denial to allow transit access. Stanekzai also described India as an "important country" in the region. Without elaborating, he said Afghanistan's trade with India through Pakistan is "very important". In his address, the Taliban leader also referred to Afghanistan's relations with Pakistan, China and Russia. He said consultations are going on among the Taliban leadership and with different ethnic groups and political parties about the formation of an "inclusive government" in Kabul. "Currently, the Taliban leadership is consulting with different ethnic groups, political parties and within the Islamic Emirate about forming a government that has to be accepted both inside and outside Afghanistan and to be recognised," Stanekzai was quoted as saying by Tolo News. Following the Taliban seizing control of Afghanistan, India has been focussing on the evacuation of its citizens, while carefully monitoring the unfolding developments in Kabul. "The situation on the ground is uncertain. The prime concern at present is the security and safety of the people. Currently, there is a lack of clarity or no clarity about any entity forming a government in Kabul," Ministry of External Affairs (MEA) Spokesperson Arindam Bagchi said on Friday when asked whether India will recognise a Taliban regime. Foreign Secretary Harsh Vardhan Shringla told leaders of various political parties on Thursday that India is engaged with the key stakeholders and regional countries on the Afghan crisis. He also said India is adopting a "wait-and-watch" approach to see whether the new dispensation in Afghanistan will be solely a government of the Taliban or be part of a power-sharing arrangement with other Afghan leaders. India has been a key stakeholder in Afghanistan and has invested nearly $3 billion in carrying out around 500 projects across the country. Stanekzai was part of a group of foreign cadets who received training at the prestigious Indian Military Academy in Dehradun in the early 1980s. He later quit the Afghan Army.

India exported over a dozen new agri-products
Samak chawal is quite popular in north India during the festival of Navratri. It is deceptively called chawal (rice), but is actually barnyard millet. For lakhs of devotees, it is the perfect substitute for roti, dal and rice that they eschew for nine days and nights. Now, it is finding fans in Denmark.In a first-of-its-kind export, a 4,000 kg consignment of barnyard millet and ragi (finger millet), grown along the Ganga in Uttarakhand, was flown to Denmark in May. The importer from the Scandinavian country got excited by certain features — one, these are organic; two, these are grown in the Himalayan region; three, these lesser-known millet varieties have high nutritive value and, four, these are gluten-free.“Ragi has very high calcium content while samak ke chawal or jhingora, as it is called in the hills, is rich in iron. Health-conscious Europeans seem to be looking for such unusual items. Based on our new orders, I expect our firm to export some 100 metric tonnes this fiscal,” says Pankaj Agarwal, who sells these Himalayan millets under the brand name Just Organik.Himalayan millet is just one of a dozen agriproducts that India has exported for the first time since March this year. Other first-timers include Assam’s red rice to the US, and Burmese grapes to Dubai; Tripura’s jackfruit to the UK; Kanpur’s jamun and Bhagalpuri zardalu mango to London; Kashmir’s mishri variety of cherries to Dubai; and apples from Himachal Pradesh to Bahrain.Grown in states across India, these newly exported products have a commonality: they are rich in nutrients and are promoted as immunity boosters, which are a big draw for customers in Europe and West Asia during the Covid-19 pandemic. According to five exporters whom ET spoke to, the demand for such items could surge in the coming days.The Agricultural and Processed Food Products Export Development Authority (APEDA), GoI’s agri-export arm, seems to be highly optimistic of expanding this new product range. APEDA Chairman M Angamuthu tells ET: “While exporting rice, we have to compete with Thailand or Vietnam. For buffalo meat, we face competition from Brazil. But for products such as Himalayan millet, Northeast jackfruit or mahua from Chhattisgarh, we have no competition at all.Our target is to promote 100 such new products that are known for their nutritive value.” He adds that more and more health-conscious people in the West are willing to try these products.Sample this. An entrepreneur from Assam, Kaushik Baruah, found out some years ago that leteku (better known as Burmese grape), which grows in the wild in Assam, is commercially cultivated in Bangladesh’s Sylhet province with the sole purpose of exporting it to Dubai. He saw that the demand for the fruit, which is rich in vitamin C and iron, surged exponentially after the outbreak of the pandemic last year. Baruah’s Kiega EXIM immediately tied up with APEDA and engaged a large number of labourers to pluck the fruit from the wilds of Udalguri in north Assam before exporting two consignments in June and July, totalling about 1,500 kg. The airfare — Rs 150 per kg from Guwahati to Dubai via Delhi — turned out to be costly as wholesalers in Dubai were not willing to pay him more than Rs 260 per kg. According to his calculation, his company can make substantial profits only in two ways — either it has to play the volume game or sell leteku in European markets where it can fetch a better price.“There is demand for leteku in London but UK regulations do not accept fruits grown in the wild. We now plan to engage farmers to commercially cultivate it. But we will have to wait, flowering will take four-five years,” he says, adding that the Assam variety is smaller but tastier than the one commercially cultivated in Bangladesh.Another item from Assam that was exported for the first time recently was bao dhaan, the iron-rich red rice that is cultivated in the Brahmaputra Valley and is an integral part of traditional Assamese diet. In March, 40 metric tonnes of red rice were sent to the US by an exporter in Sonepat, Haryana.Other first-time export items from Northeast India include fresh jackfruit from Tripura (1.2 metric tonnes in May and 1.6 metric tonnes in July) to London, and another shipment of 200 kg of fresh king chilli, a GI tagged item from Nagaland, to London via Guwahati airport last month.R Shankaran, strategic adviser to Chennai-based Jaycee Organics, says the company recently exported five herbs and medicinal plants from Tamil Nadu, packaging them as cures for ailments such as diarrhoea, diabetes, hypertension, ulcer and infertility. While melia azedarach from the Western Ghats was exported to Canada, balloon vine and vitex negundo were sent to Germany.The export of agri-products, particularly highly perishable ones, comes with multiple challenges. Kamaldeep Singh, founder of Kanpur-based export company Buddy Overseas, found there was a huge demand for jamun in Canada. But as he exported 10 consignments, in June and July to the UK, Oman and the UAE — the first such export from India — he avoided Canada as there was no direct flight from New Delhi. “Jamun is believed to control blood sugar and that’s why it has been a sought-after fruit in many countries during this pandemic. But the problem is it is highly perishable. I incurred losses on two consignments to London two months ago due to flight delays,” he says, adding that he had to coordinate the logistics in such a manner that the fruits were plucked in Kanpur in the morning, packed and transported to Lucknow airport by 4 pm to be despatched on a flight to Delhi and loaded on a London-bound aircraft on the same night. He says an auction for jamun takes place at the Heathrow airport, London, before the fruit gets displayed in the city’s retail stores.Farmers in Kanpur usually sell jamun for Rs 35-40 per kg in the local mandi but they receive about `70 per kg from an exporter. In London, the price jumps to `800 per kg, mainly due to high transport costs. “We exported about 5,000 kg of jamun this season (June-July). Our target is to increase exports by 10 times next season, tapping newer markets such as Italy and Greece and also breaking the monopoly of Pakistan in this trade,” says Singh.Another critical factor in the logistics is to ensure that there is enough supply if the demand rises. In the case of non-perishable items, exporters can ask farmers to produce more than what they usually cultivate if the former anticipates a massive rise in demand in the near future. For example, farmers in Uttarakhand’s Chamoli, where some blocks are set aside for organic farming, were told at the beginning of the current season (March-August) to con centrate on two crops — soybean and barnyard millet, says one farmer.85722738“We were told we would receive 25% more than the local mandi rate.Also, exporters have paid us one-fourth of the approximate value in advance,” says Laxman Singh Bisht, a 47-year-old millet farmer in the region, over the phone.Bisht owns about 1.5 acres of land where he has been farming barnyard millet with the hope that the ongoing season will fetch him more income.More exports mean more income for farmers.But the export of these newer products comes with unusual bottlenecks.85722755On August 11, a consignment of 9 metric tonnes of dehydrated mahua flower — a first such export ever from India — was ferried by road from Korba district in Chhattisgarh to JNPT port in Mumbai before it was to be shipped to France. Popular among the tribals in Central India, the mahua flowers are used for making liquor, medicine and syrup. The flowers in the France-bound consignment were collected mainly by the tribal people from the forests of Korba, Kathghora, Surguja, Pasan and Pali, among others, in Chhattisgarh.A fortnight later, as this story is being written, the consignment is stuck with the customs in the port. “There has been a delay, first because of a certification issue (as liquor is made out of mahua) on the state border between Chhattisgarh and Maharashtra. That was settled after intervention from higher officials. The consignment again got stuck with the customs at Nhava Sheva (JNPT),” a commerce ministry official said on August 25 on the condition of anonymity.Export of these products clearly needs better coordination among sarkari agencies, both at the Centre and in states, for hassle-free transportation. Otherwise mahua flowers and export dreams could get entangled in red tape.

The funny thing about Indian cuisine
Last week an American ‘humorist’, unwittingly or deliberately, caused a flutter on social media when he criticised Indian food as being ‘insanely’ based on just one spice and compressed it into that stereotype, curry. The world has moved on from that view of India — along with those other tropes of snake charmers, tigers and maharajas — but Americans remain largely ignorant.Yet a substantive kernel can be extracted from even the most ignorant of pronouncements. The cuisine of each region of India has a familiar, distinctive ingredient — not necessarily a spice. For some it may be curry leaves, for others it could be heeng (asafoetida) or a fruit vinegar. For many Indian cuisines it is mustard oil — whether it is Punjab, Kashmir, or Bengal.Such is the status of mustard oil — akin to extra virgin olive oil — that the Centre moved to ban blended oils from having mustard oil as component. Indeed, given the undeniable zing it adds to everything from pickles and mutton dishes to simple mashed potatoes, it is about time mustard oil garnered the kind of reverence olive oil and, lately, even coconut oil have.Way back in the 1960s in Washington DC, my mother noticed a young Indian man – clearly a student – surreptitiously looking at her in a grocery store. Those were simpler times, so she walked up to him and asked him why he was doing so. Taken aback and visibly abashed he blurted out that he was just so thrilled to see a desi face there after so long he could not help but look.Indeed, there were far fewer Indians visible nearly 60 years ago in the US than there are today. And chances of getting Indian food – gourmet or affordable – was even rarer there in all but the most cosmopolitan cities. As that American columnist’s ill-informed comment last week underlines, the US still remains behind the curve when it comes to access to Indian cuisine.From the Indian man’s words it soon became clear to my mother that he was pining for not only the faces and voices of home but also flavours. Always one to feed people at the drop of a hat, she promptly invited him for dinner for a Bengali meal. It was an offer he instantly accepted because although he was from Jaipur, he had Bengali neighbours back home and loved the cuisine. At the appointed time, he turned up and enjoyed a Bengali repast along with my parents. The feeling of a taste of home in a faraway place is indescribable, and he was quite tongue-tied while expressing his thanks. Ma impishly asked him if he found anything ‘different’ in the Bengali fare in DC and back home in India. He hesitatingly nodded but could not explain exactly what.“Mustard oil,” said Ma. “No Bengali food tastes quite the same without it but unfortunately it is not allowed to be imported into the US.” Oddly enough, 60 years later, mustard oil is still not allowed to be sold as an edible oil there although it is available. Can there be any better evidence of how out of touch Americans are with the flavours and essentials of other cuisines?The young Indian, a scientist, was quite bemused by the indispensability of mustard oil in Bengali cuisine as well as its non-availability in the US. After a long evening of stories – being an Indian student in US in the early 1960s was certainly anecdote-worthy – he took his leave. He was wished bon voyage as he was heading back to India in a mere fortnight. And my mother thought that was the last she would hear from him. She was wrong.A few months later, she got a phone call from an Indian pilot. He had a package for her, he said, but she had to be discreet about it. The ‘contraband’ content of that parcel can be revealed now, given that nearly 60 years have elapsed. It was a giant bottle of mustard oil. Rarely in her long innings as a diplomat’s wife has my mother been so touched by a gesture from a guest.But then, mustard oil is crucial to many Indian cuisines. So my mother did not think it fair to deprive her circle of Indian friends pining for a pungent taste of home. She decanted the oil into several bottles and despatched it to all the families that she knew would have also been missing that kick. For at least the next few meals a lot of Indians thanked that thoughtful student!A lot has changed since then. Indian students in the US longing for a taste of home no longer need to depend on soft-hearted people like my mother. But a lot remains to be remedied before Indian cuisine in all its glorious diversity is available in the US, and so-called opinion makers there are aware of at least its major aspects if not its finer nuances!

Since then, sequencing technologies have undergone revolutionary changes, from sequencing one gene to a panel of genes by next-generation sequencing (NGS). The speed and cost-efficiency of sequencing a whole human genome, a major driver of precision medicine, has improved manifold — from $10,000 in 2011 to about $1,000 today.Understanding the genetic footprint of the patient is where genomic-based diagnostics comes in. Imagine the relief when an expecting couple with a first-born suffering from hearing and speech loss, gets to know through genetic testing of the foetus that their next-born child would be a carrier of the disease, but wouldn’t suffer from hearing loss. About 5-10% of all cancers are hereditary and occur due to inheritance of a genetic variation, mutation within families.In 2018, World Health Organisation (WHO) projected that 1 in 10 Indians will develop cancer during their lifetime, and 1 in 15 will die of the disease. Identifying genetic predispositions can have significant implications for treatment decisions, interventions for patients and testing for close relatives.Personalised cancer medicine also involves targeted therapy, which targets specific genes and proteins that allow certain cancers to grow and survive. Majority of cancers are also being successfully treated by immunotherapy, which boosts the body’s natural defences to fight cancer, though it remains very costly.Another breakthrough — liquid biopsy — has opened doors to a new era in precision oncology. A simple blood test can detect cancer much earlier, reduce the burden on the limited cancer hospitals, while saving many more lives at much lower costs.While we can’t change our genes (yet), we can change the environment we put them in, and make healthier lifestyle choices. Wellness-based genomic tests combined with the analysis of other risk factors can help tailor specific nutritional and lifestyle choices. With pharmacogenomics, it is now possible to identify how genetic variations affect a person’s ability to metabolise a drug and prescribe the right dosage.Research in precision medicine has been responsible in bringing many targeted therapeutics to the market. For a diverse country like India — with over 4,000 population groups, and a significant percentage of consanguineous (descended from the same ancestor) marriages — there is high prevalence of inherited genetic disorders that require attention for early diagnosis, right treatment and management. This opportunity to get access to data and understand disease-wise genetic variations will help develop better treatment, although managing this data will be just as critical.With the Covid-19 pandemic, mutants and variants have become household names. It highlights the role genomics plays in infections disease management at the individual and population levels. Point-of-care molecular tests tailored to individual pathogens have dramatically increased the speed and specificity of infectious disease diagnosis, such as tuberculosis and other non-communicable diseases.Embedding precision medicine principles at research, clinical, industry and regulatory levels, creating awareness, educating the general population, and making these tests affordable are the immediate challenges.

View: The right climate to take it on for India
The Intergovernmental Panel on Climate Change’s (IPCC) sixth assessment report (AR6) has concluded for the first time that human influence on the warming of atmosphere, ocean and land is ‘unequivocal’. It has also deduced that rise in global surface temperature will continue at least until the mid-century under all emission scenarios. So, climate impacts are going to be a reality as we move into the future, with implications for current and future generations.India has a large number of people dependent on climate-dependent sectors — agriculture, animal husbandry, forestry and fisheries — for livelihood. A significant number of them are also poor. The Himalayas and the long coast line of 7,500 km are also delicate ecosystems, highly vulnerable to climate impacts.An estimated 65% of India’s landscape is drought-prone, 12% is flood-prone and 8% is vulnerable to cyclones. Instances of floods in India are second highest globally, averaging at 17 flood events a year, and impacting an estimated 345 million people. Cyclone Amphan affected about 13 million people and caused loss of property worth $13 billion. Declining agricultural productivity, rising sea levels and negative health impacts are estimated to cost 3% of GDP for 1° C warming, but could go up to 10% of GDP for 3° C warming.India’s agriculture sector provides livelihood to about half of its population. Almost 68% of its total net sown area in India is rain-fed. Variable precipitation will result in water becoming scarcer in some regions, and perilously abundant in others. At risk will be sustainability of current agricultural practices, livelihoods of the most vulnerable 120 million smallholder farmers and food security for the nation. Ironically, agriculture, in turn, contributes to almost a quarter of greenhouse gas emissions on account of deforestation and use of agricultural inputs like chemical fertilisers, weedicides, pumped water and transportation.A multipronged focus on building resilience and employing innovative approaches to agriculture can offer simultaneous benefits of adaptation and mitigation. We need to urgently pursue zone-appropriate crop selection, propagate efficient irrigation technologies, deepen financial inclusion and assured availability of reasonably priced farm credit. There should also be an effort to encourage alternative livelihoods.Building resilient infrastructure is another area of adaptation intervention, which can be achieved through a mere 3% increase in infrastructure spending. Currently, investment in disaster-resilient infrastructure tends to disproportionately benefit the rich, as assets tend to be concentrated in richer localities. Attention must pivot towards resilient infrastructure for poor areas. Globally, the bottom 20% people lose only 11% assets to disasters, but suffer an alarming 47% well-being loss as a consequence.India has institutionalised adaptation activities at subnational levels through the State Action Plans on Climate Change (SAPCCs). The ongoing revision of SAPCCs offers an opportune window for states to deepen adaptation planning. However, this work will need to be complemented with building capacity of state-level stakeholders for integrating adaptation initiatives into existing programmes and projects. This includes assessment of vulnerabilities and sensitisation towards adaptation impact of developmental intervention.Since its inception in 2015-16, the National Adaptation Fund for Climate Change (NAFCC) has funded only 30 projects worth Rs 847 crore, leaving states hamstrung with limited state resources for adaptation activities. This funding gap needs to be addressed.Countries like India that are among the most vulnerable need to orient their policies and resources towards enhancing adaptive capacity like never before. If India is to meet its nationally determined contributions (NDCs) for 2030, it will require an outlay of $2.5 trillion on climate adaptation and mitigation projects. India’s GDP in 2020 stood at about $3 trillion. It is evident that public funding will, at best, be one of the many sources for adaptation finance. View: Taliban and the future of Afghanistan
With the Taliban effectively taking over control of most parts of Afghanistan, countries will have to decide whether to formally recognise a new government in that country, and, if they do, under what conditions.States usually no longer need to explicitly recognise new governments formed in accordance with the country’s own internal procedures. In practice, the question of recognition only arises when the new dispensation has been formed in violation of its own internal procedures, for instance, a coup d’état. In such circumstances, recognition is relevant, as it confirms the status of the new government to assert rights and incur obligations of international law on behalf of the State. This is especially the case when there is a competing government in existence, as with Afghanistan.Accordingly, recognising States would mean expecting the new government to carry out the State’s international obligations under treaty and customary international law. Moreover, only the new government can assume rights and obligations on behalf of the State.Domestically, too, recognition can assume relevance, as municipal courts in many countries refuse to accord legal personality to governments, if their respective States do not formally recognise them. This can have implications on whether the new government can avail immunity available under international law, have access to courts of foreign countries, etc.Recognition — or non-recognition — of governments in international law is, however, fraught with complications. Not least because recognition is fundamentally a political act that has legal consequences. As a result, States often accord or withhold recognition to further their own foreign policy objectives.The traditional test for recognition has been the exercise of effective control over the territory of the State. However, since the end of the Cold War, ‘effective control’ is no longer a determinative criterion. Other factors such as the readiness, and willingness, of the new government to carry out its obligations under international law, and, more controversially, its democratic legitimacy have emerged. In a sense, the evolution of criteria reflects the need of States to preserve their discretion in recognising foreign governments with a view to align with their own foreign policy goals.The situation with the Taliban is somewhat unique. While it cannot be contested that they are now in effective control of the majority of Afghanistan, it is still doubtful that they satisfy the other criteria. Also, despite channels of communication with governments of countries that include India, China and the US, Taliban remains designated a terrorist organisation under UN Security Council Resolution 1267 (1999). The same resolution records with deep concern, Taliban’s grave record of humanitarian and human rights violations, particularly their discrimination towards women and girls.As regards the criterion of democratic legitimacy, the forcible takeover of control from the elected Ashraf Ghani-led government by use of military force, and the pushbacks in parts of Afghanistan, reveals a very possible lack of legitimacy in terms of popular support for the Taliban. Any question of recognition is complicated by the fluid nature of the situation on the ground.Then there is the question of whether any competing government remains in Afghanistan. Although Ghani has fled the country — with the Taliban reportedly extending their amnesty to him — deposed vice-president Amrullah Saleh has claimed to be the ‘legitimate caretaker president of Afghanistan’. In such a scenario, it is unclear what form or nature of government will ultimately form in Kabul.The international community must, therefore, tread carefully. UNSC in its August 16 statement called for the establishment of a new government that is ‘united, inclusive and representative’, including with full, equal and meaningful participation of women. India, along with a host of other countries, has reaffirmed at the Doha conference that it will not recognise any government in Afghanistan imposed through military force.The Taliban is claiming to have changed, ostensibly offering amnesty to former government officials and claiming that it will form an inclusive government that will respect women’s rights ‘within the bounds of [their interpretation of] Islamic law’. After years of isolation, Taliban itself is yearning for recognition, and the international assistance attached to it. It is keen to disabuse the notion of it as a terrorist organisation so as to have international sanctions imposed on it removed.However, while countries like Pakistan, China and Russia appear to be in favour of ultimately recognising the Taliban government, countries with a commitment to democracy such as India should remain wary of granting it early recognition. It’s only after US troops leave Afghanistan that one will gauge Taliban’s real intent in the weeks and months to follow.

Meesho files complaints against fraudulent users
Social commerce platform Meesho has filed criminal complaints against fraudulent users who have sent unconsented orders to their customers, cofounder Vidit Aatrey wrote on microblogging platform Twitter on Wednesday. “We have a no-tolerance policy towards any misuse on the Meesho platform,” Aatrey wrote.
