SIPs in IT, mid- and small-cap funds top returns chart

Equity mutual funds betting on information technology stocks, mid-caps and small caps have yielded the highest returns for investors who put money in these products through Systematic Investment Plans (SIPs) in the past decade. The average SIP returns from the universe of equity schemes are 16.09% (annualized) for a 10-year period, according to an ET study of Value Research data. SIPs in Sensex and Nifty returned 16.19% and 15.92%, respectively, during the period.Out of the total 263 equity mutual fund schemes, as many as 25 funds have generated returns above 20%, 158 have generated between 15% and 20% and 64 have generated between 10% and 15% returns. SIPs done in 16 have given returns of less than 10%, while value of three schemes have eroded. PSU banks, international, sectoral and some thematic funds are the ones that have been underperformers.Financial planners say though some themes have been outperformers, investors would be better off holding top performing diversified equity mutual funds, where returns are less volatile, as part of their core portfolio. “Investors should allocate about 50% to large-/index/flexi-cap funds, 30% to mid- /small cap funds and 20% to international/ sectoral/ thematic funds, when doing SIPs for a 10-year period,” says Harshvardhan Roongta, certified financial planner, Roongta Securities. 8666268286662693

No voting rights for RHC Finance in Religare: NCLT

The National Company Law Tribunal (NCLT) has restrained RHC Finance, a firm controlled by Malvinder Mohan Singh and Shivinder Mohan Singh, from exercising its voting rights in Religare Enterprises till further orders. The Delhi-based principal bench of the tribunal on Wednesday ordered maintaining status quo on RHC Finance's voting rights and listed the matter for further consideration on October 7. "We hereby order status quo on the respondents to restrain them from exercising their voting power with the resolution, until the further orders of this bench," the two-member NCLT bench said. The NCLT order came on an urgent application moved by Religare Enterprises. Religare Enterprises, under the new management, filed a petition before the NCLT seeking cancellation of 2.5 crore Non-Convertible Redeemable Preference Shares (NCRPS) that were issued to RHC Finance, claiming them to be "void ab initio" and "unlawful". Religare listed brothers Malvinder and Shivinder Mohan Singh and RHC Finance as respondents in its application. It sought interim relief with respect to suspension of voting and dividend rights attached to the preference shares. During the proceedings at NCLT, the bench comprising Acting President B P Mohan and Member H K Sarangi asked whether its permission was obtained before alloting to NCRPS to RHC Finance. To which the counsel replied in the negative. "On the contrary, the counsel for the respondents argued that the only urgent petition has to be taken up for hearing and there is no need to take up the main petition at this point of time," the NCLT said in its two-page order. Religare Enterprises' counsel stated that the AGM of the company was in progress (on September 29) and sought interim relief with respect to suspension of voting rights and dividend rights attached to the said 2.5 crore preference shares Admitting it, the NCLT passed an order to maintain status quo and restrained RHC Finance from voting.

Threat of cyclonic storm hitting Gujarat recedes

The threat of a cyclonic storm hitting Gujarat appeared to have receded by Thursday evening as remnants of cyclone Gulab which had turned into a depression moved away westwards. The depression is likely to intensify into a cyclonic storm away from the Gujarat coast, as per the India Meteorological Department's (IMD) report. Moderate rains were recorded in the coastal districts of Saurashtra and Kutch during the day. "The depression over northeast Arabian Sea off Gujarat coast moved west-northwestwards with a speed of about 15 km per hour in the last six hours and lay centered at 190 km west northwest of Devbhoomi Dwarka coast of Gujarat, 200 km south southeast of Karachi of Pakistan and 730 km east southeast of Chabahar port of Iran," the latest bulletin of the IMD said. "It is very likely to move west-northwestwards and intensify into a deep depression over northeast Arabian Sea off north Gujarat coast during the next 12 hours," the weather department said. It is then very likely to move further west-northwestwards and intensify into a cyclonic storm during the subsequent 12 hours, the IMD said. "Thereafter, it is likely to continue to move towards Pakistan-Makran coasts," it added. IMD had earlier warned of heavy rainfall for the next two days in the coastal districts of Jamnagar, Porbandar, Dwarka and Kutch, and asked fishermen not to venture into the sea. Districts of Dwarka and Kutch received moderate rains along with Surendranagar and Botad districts of Saurashtra between 6 am to 8 pm, the State Emergency Operations Centre (SEOC) said. Kalyanpur taluka in Dwarka district received 113 mm of rainfall during this period while Khambhalia in the same district received 56 mm of rainfall, it said. Lakhpat and Mandvi talukas in Kutch district received 47 mm of rainfall each, while Chotila and Thangadh talukas of Surendranagar received 56 and 52 mm of rain, the SEOC said in its release. Junagadh, Amreli, Dwarka, Jamnagar and Rajkot districts received heavy rains on Wednesday due to the present weather system, the SEOC said.

India, Australia agree to sign a CECA by 2022 end

India and Australia on Thursday agreed to sign a Comprehensive Economic Cooperation Agreement (CECA) by the end of 2022 preceded by an interim agreement before Christmas this year.The comprehensive agreement will cover trade in goods and services, and a pact on investments as well.Both sides will exchange offers on the proposed deal by October end, the visiting Australian minister for trade, tourism and investment Dan Tehan said, addressing the media along with commerce and industry minister Piyush Goyal after the 17th meeting of India-Australia Joint Ministerial Commission.86662131“What we agreed today is to make sure that we will conclude a Free Trade Agreement between India and Australia by the end of 2022,” Tehan said, adding that the interim agreement will be consistent with article 14 of the World Trade Organisation.“We will begin discussing govt procurement, energy and resources, logistics and transport, standards and rules of origin. We have agreed to exchange offers by the end of October,” Tehan added. A joint statement said Goyal and Tehan had formally launched the resumption of negotiations on the India-Australia CECA.Goyal said prime ministers of both the countries had met in the US and laid out a roadmap for taking the India-Australian trade and economic affairs partnership to next level and escalate it to a comprehensive economic trade partnership.“We have set out some ambitious timelines and targets to meet and we agreed that both negotiating teams will take immediate steps towards very important outcomes to expanding India-Australia trading relationship,” Goyal told reporters.Both sides will set up dedicated negotiating teams to meet the timelines, Tehan said.The statement said both ministers discussed a range of issues during the 17th India-Australia Joint Ministerial Commission meeting including resolution of tax-related issues faced by Indian software firms in Australia.Both ministers also agreed to work towards an ambitious and balanced outcome at the 12th WTO Ministerial Conference in Geneva, Switzerland, to be held at the end of this year.India’s exports to Australia amounted to $4.04 billion while imports were $8.24 billion in FY21.Major Indian exports to Australia are petroleum products, medicines, polished diamonds, gold jewellery, apparel etc, while key Australian exports to India include coal, LNG, alumina and non-monetary gold.In services, major Indian exports include travel, telecom and computer, government and financial services, while Australian services exports were principally in education and personal travel.In 2020, India was Australia’s seventh-largest trading partner and sixth largest export destination, driven by coal and international education.

India exempts Covid vaccine from import duty

The Central Board of Indirect Taxes and Customs (CBIC) has fully exempted imports of Covid 19 vaccines from basic customs duty, from October 1 till December 31."The Central Government, on being satisfied that it is necessary in the public interest so to do, hereby exempts the goods of the description specified when imported into India, from the whole of the duty of customs leviable," the Board said in a notification issued on September 29.The Board specified 'COVID-19 vaccine', indicating all vaccines imported into the country will be exempt. Vaccines arse presently charged customs duty of 10%. The government had in April exempted imports of Covid vaccines from customs duty for three months.The government had also decided to exempt the import of medical oxygen and connected equipment from import duty and health cess.While Covid vaccines continue to attract a 5% goods and services tax, the government had exempted some Covid treatment drugs from the tax and lowered the tax on other materials. The relief has been extended till the year end.

Frequent incidents of security breach along the borders with China and Pakistan have prompted India to further enhance the Long Range Reconnaissance and Observation System (Lorros).A panel of experts recently cleared a revised technical requirement to be implemented by border guarding forces like the Border Security Force and Indo-Tibetan Border Police (ITBP), ET has learnt.The sensor system that provides long-range surveillance both day and night should be able to recognise human targets more than 20 kilometres away, besides moving and stationary vehicles at a minimum distance of 40 km and 15 km, respectively, state the draft guidelines cleared by the panel. As per the existing specifications, the distance was 15 km for human targets and 24 km for vehicles.Procurement of the system with enhanced capabilities is part of an extensive revamp of the surveillance equipment and gadgets for the border security forces amid frequent transgression along the India-China border and heightened infiltration attempts from Pakistan, Bangladesh and Myanmar.After the February military coup in Myanmar, 8,486 Myanmar nationals had crossed over to India, the government had told the Rajya Sabha. Of them, 5,796 were pushed back and the rest were in India as of end July."The compact surveillance system should be portable which can detect and recognise human and vehicle targets during day and night with simultaneous recording facility," according to the directions issued by the expert panel.After the stand-off last year along the Indo-China border, regular transgression by Chinese forces has been a serious cause of concern for India's security forces. Recently, more than 100 Chinese soldiers and 55 military horses entered a demilitarised zone at Barahoti in Uttarakhand and damaged infrastructure near a grazing ground. The incident rang alarm bells in Delhi and highlighted the immediate need to ramp up surveillance and beef up security along the border."Such transgression along the LAC is regularly taken up with the Chinese side through established mechanisms including border meetings, flag meetings and the Working Mechanism for Consultation & Coordination on India-China Border Affairs," said a senior government official. The ITBP and the Indian Army are responsible for guarding the 3,488-km-long Line of Actual Control with China, from Ladakh to Arunachal Pradesh.At present, 180 ITBP border outposts are operational along the LAC with each having about 100 soldiers. The ITBP is seeking to upgrade the Lorros and UAV systems to improve patrolling along the border with China.

No need for unnecessary speculation," is what Thukral said.Singh, 79, has been sulking since he was forced to resign as Punjab CM following a revolt led by Sidhu, who has since put in his papers as state party chief.The veteran leader, who has been with the Congress for more than four decades, had said he felt "humiliated" at the way he was forced out by the party leadership.

In the US, it is not uncommon for bright young people to drop out of formal education, start up a business and make a huge success of it. The tradition goes back to Thomas Edison, who invented some early versions of the light bulb and founded General Electric. In India, almost all notable startups are the handiwork of those who have at least one degree.In the US, young people are immersed in technology in their everyday life. In much of India, that is not the case. Things have to be learnt.All the unicorns getting listed or being bought out, making millionaires and billionaires out of middle-class kids, were made by graduates, mostly of engineering, some of engineering and management. A whole lot of them come from institutions of high repute. That has been the case with all those shortlisted for the Economic Times Startup Awards as well.Enter SalmanSo, it stands to reason that if you build more educational institutions of excellence, you would produce more talented innovators, entrepreneurs and business successes that create jobs, pay taxes and invest in research and development. Right? Not quite. To widen the pool of talent, the focus must be on quality school education.And this is where India fails its young, and stunts its own potential. If a Class 8 student cannot read a Class 3 text proficiently or if a child has not learnt to add before being taught multiplication, that education is just a burden.Salman Khan — of Khan Academy fame, fully shirted — once suggested that at primary school, no child should move up a grade unless she has learnt 100% of what she is supposed to learn in that grade. Not 40%, not 60%, but 100%.The logic is quite straightforward. What you learn later builds on what you have learnt before. If you do not understand why 2 and 2 make 4, you would not understand why 4 minus 1 is 3.If you pass with 40% marks, and knowledge of a right-angled triangle is part of the 60% you have no clue about, the sine and cosine of angles make zero sense. If you cannot read a simple sentence, how do you take a ride on the viewless wings of poesy, leave alone attempt to decipher the Indus Valley script?What would happen if you insist on 100% mastery of the basics before graduating to a higher level? The child would be equipped with the wherewithal for understanding the next stage of the discipline at hand. More important, the child would learn that if you apply yourself to something long enough and hard enough, you can master anything. This would be quintessentially human, life-changing, empowering and liberating.In the emerging world of transient skills and the need to keep overhauling your skill set, the most important function of schooling is to teach a student how to learn.How can such a pedagogy be practised? Can a teacher track the individual progress of every single student in her class and offer remedial help, to make everyone understand everything? This is where education technology should step in. Edtech in online coaching is tech, so is writing on a tablet instead of on a plain old slate or a notebook, but such tech is vapid. Tech that tracks individual progress, simulates a sorting hat that dynamically allots students of a class to small groups of similar levels of comprehension and helps a teacher offer one-to-many teaching for similar groups of several classes — that would qualify as edtech.Can such comprehension take place if the medium of instruction is a language that the child does not hear spoken at home? It cannot. The medium of instruction should be the mother tongue.What of learning English, the language of global commerce, of breaks in life, career advancement? It is only in former colonies that people fanatically believe that they can master a foreign language only if they abandon their own, and learn maths and history and science in that foreign language.Have you heard BTS belt out Permission to Dance or Abba’s ode to Fernando’s rebellion of a faded youth? Think the Koreans and the Swedes study in the English medium? Most young Germans speak English, as do the Dutch. All of them learn in their mother tongue, and also learn English as a foreign language. The point is to improve the teaching of English in Indian language-medium schools.With the internet’s vast resources and the mobile phone as a handy means of accessing them, it is far easier today to learn English well than in the past, including to converse in that language, regardless of your primary language.Tamil Nadu’s LeadNor is it enough to learn technology or specific disciplines. Innovation calls for imagination and creativity, aesthetics and cooperation. Entrepreneurship calls for risk-taking and the will to act when an opportunity presents itself.That calls not for any Kota factory but for kids who pursue plays and painting, play on the field and play computer games. Once basic education is fixed, then comes the role of higher education institutions of excellence. Here, Tamil Nadu has achieved singular superiority. In the government’s NIRF ranking of all institutions of higher learning, TN accounts for 19 of the top 100. Of engineering colleges, that count is 16.Expect that state to race ahead in future iterations of Freshworks.

Over 87.6 crore doses administered in India so far

The cumulative COVID-19 vaccine doses administered in the country has crossed 87.6 crore on Tuesday, the health ministry said. It said over 49 lakh vaccine doses were administered till 7 pm and the tally is expected to increase with the compilation of the final reports by late in the night. The vaccination exercise as a tool to protect the most vulnerable population groups in the country from COVID-19 continues to be regularly reviewed and monitored at the highest level, the ministry underlined. The countrywide vaccination drive was rolled out on January 16 with healthcare workers getting inoculated in the first phase. Vaccination of frontline workers started on February 2. The next phase of COVID-19 vaccination commenced from March 1 for people over 60 years and those aged 45 and above with specified co-morbid conditions. Inoculation of all people aged over 45 years began on April 1. The government then decided to expand its vaccination drive by allowing everyone above 18 to be vaccinated from May 1.

Zostel's plea in HC adds twist to Oyo's IPO saga

Oyo Hotels & Homes, which is preparing to file a draft prospectus for a $1-$1.2 billion initial public offering (IPO),has a legal hurdle ahead that is being posed by once rival Zostel (Zo Rooms) over a botched acquisition deal, which is due to come up for a court hearing on Wednesday. Hospitality startup Zo — which claims that Oyo is in breach of a binding agreement for a buyout deal dating back six years — has now approached the Delhi High Court seeking redressal in a move that could potentially be a spanner in the works for the IPO-bound Oyo.Speaking to ET, the legal counsel for Zo Rooms said it moved a court application in late August, “seeking an interim order to restrain or injunct Oyo from modifying its shareholding structure or cap table including by way of an IPO.” ET has reviewed a copy of Zo Rooms application.The Delhi HC, which is expected to hear the matter on Wednesday, willalso take up a plea by Oyo to grant a stay on an earlier order from a Supreme Court-appointed arbitrator who had said that Oyo was in breach of its agreement with smaller rival Zo Rooms over the proposed acquisition. Both the pleas have been clubbed for a hearing on Wednesday.In his ruling on the matter in March, AM Ahamadi, a former chief justice of India, had said that the term sheet between Oyo and Zo was binding and that Oyo, after a point, stopped taking steps to fulfil obligations under the term sheet. ET had earlier reported that Gurugram-based Oyo is aiming to file its draft red herring prospectus (DRHP) this week but it could spill over to the next week as well. Oyo, since the dispute landed in court, has maintained that the disputed term sheet was non-binding, it has challenged the arbitrator’s order, with the hearing now expected to take place on Wednesday. The arbitrator’s order had said Zo is 'entitled' to make 'appropriate proceedings' for its rights and work towards executing the ‘definitive agreement’ with Oyo for itself and its shareholders.In its plea to the Delhi HC in August, Zo Rooms has cited Oyo’s investments from Microsoft as well as reports on its planned IPO. "An issuer shall not be eligible to make an initial public offer if there are any outstanding convertible securities or any other right which would entitle any person with any option to receive equity shares of the issuer..”“This makes it adequately clear that Oyo shall not be eligible to make an IPO as Zostel (Zo Rooms) shall certainly qualify to have “any other right which would entitle Zostel with any option to receive equity shares of Oyo,” Zo's legal counsel told ET. Ideally, therefore, 'Oyo should not be permitted to file the DRHP till such time that its challenge to the award is decided,” he added.Oyo's CounterIn turn, Oyo’s legal counsel told ET that the petition by Zostel has been filed ‘seeking reliefs which are beyond the scope of the Award’.“The Award does not provide any relief to Zostel or its shareholders that entitles them to seek Oyo to freeze its shareholding pattern, in any manner whatsoever. Oyo’s stand is that this petition is not maintainable and in any case without merit,” it said. Old DisputeThe dispute between SoftBank-backed Oyo ( formerly Oravel Stays) and Zo Rooms goes back to 2015 when the two companies had begun negotiations for a merger but the talks fell through. This eventually led to the arbitration.Zo, citing the arbitrator's order, has said it is eligible for a 7% stake in Oravel. Oyo has always denied the validity of any such claims. ET reported last week that Oyo is aiming at a valuation of around $12-$15 billion in the IPO. Oyo’s last valuation was $9.6 billion in September and a 7% stake in it would be valued at around $672 million. Oyo in its statement to ET denied Zo’s comments before the hearing and said, ‘after multiple attempts in the courts and arbitration tribunal, Zostel has continued its attempts to create a wrong perception’. This shows a pattern of Zostel trying to distract Oyo from pursuing its business goals, the statement from Oyo said. Responding to ET’s queries on Zo’s claims to stall Oyo’s DRHP, the legal representative for Oyo stated that this was incorrect and ‘totally misleading and based on surmises’. “Without considering the grounds of challenge by Oyo of the Award, the Award in itself has not issued Zostel or any of its shareholders any shares in Oyo,” the person said.As per Oyo’s legal counsel, “the only relief, apart from costs, which has been granted to Zostel, is to initiate “appropriate proceedings” to execute definitive agreements and seek specific performance of the Term Sheet,” the statement noted.“As such, till the time that parties do not come to an agreement on the terms of the definitive agreements and the same are not executed, no right whatsoever arises in favour of any party for any type of shares to be issued in Oyo.”The company reiterated that the entire process (acquisition) was merely at the stage of exploratory discussions, and no definitive agreements were finalized or executed between the parties.

Indra Nooyi on 'capturing and leaving the crown'

Time was the critical currency in my life, and I spent almost all of it on PepsiCo. To succeed among the ideal workers, I had to be one myself.PepsiCo's HR department offered work-share programmes for some junior employees, and my first two administrative assistants shared one job. No one else - certainly not at my level - seemed to ask for a reduced schedule, probably because they were nervous about a so-called flexibility stigma.One other woman rose in PepsiCo's most senior ranks around this time. Brenda Barnes was named CEO of PepsiCola North America in 1996 after 20 years at the company. She had three kids under 12 and, after less than a year in her new role, she quit. She moved to Chicago, spent eight years at home with her children, and served on boards. She was still a great executive. In 2005, she took over as CEO of Sara Lee.Brenda's decision, like that of thousands of talented, ambitious women who've stepped out of big companies, made perfect sense. The rules of engagement in corporate leadership were absolutely unforgiving. Compromise to accommodate home life was unthinkable.Brenda didn't have the same extended family support I could count on. And, in jobs with relentless travel, we had no technology to really connect with our children's day-to-day activities from afar. 'The whole issue boils down to time,' she told the press in 1997, when she was interviewed about her departure. 'Hopefully one day, corporate America can battle this.'Kitchen as Corner RoomBut what about leaving my crown behind in the garage? [Referring to Nooyi's mother's comment after she was named PepsiCo president in 2001: 'You may be president of PepsiCo. But when you step into this house, you're a wife and mother first. Nobody can take that place. So leave that crown in the garage.']Honestly, I wasn't even home enough in my first years as PepsiCo's president to think too much about how I was handling the relationship between my professional success and my role as a mother, wife and daughter. I certainly didn't feel very royal, as I hustled from one project to another and made all those trips to Washington. I was just trying to keep up with the tremendous responsibilities of the job in a world with no one else like me.......I think women are held to a different standard from men when it comes to celebrating their professional accomplishments. No matter what we do, we are never quite enough. Getting a promotion or a prize outside the home sometimes seems to mean that either that prize was easy or that we were letting our domestic duties slide.This zero-sum game for women when it comes to work or family achievements is pernicious. It's important for men, in particular, to see that this holds us all back. Why not just let women soar in every part of life? Why not celebrate what we do well when we do it? We all love to see our daughters win sports or spelling contests when they are children. So why do we undercut grown women who succeed on the career playing field by frequently adding commentary on whether they are equally fabulous at home?......Female leaders have this much tougher than male leaders because the world of power is designed for men. Women are always breaking ground as they navigate the upper reaches of business, government or finance. We have to demonstrate our gravitas in a world where authority and brilliance, to many people, still look like an older gentleman. And we have to absorb dozens of the simple, little slights that show women are not yet fully embraced.When I was head of PepsiCo, I once exited a plane in Mexico with a team of guys. We were each greeted by the immigration official: 'Welcome, Mr X.' 'Welcome, Mr Y.' 'Welcome, Mr Z.' 'Hi, Indra.'......I was once on the cover of Greenwich Magazine wearing my favourite Armani jacket that made me feel elegant and comfortable. I thought I looked pretty good. Then a saleswoman at the local Saks Fifth Avenue department store called and suggested that, in the future, I come to them for a more up-to-date look before any important photo shoots. 'Wearing a jacket from last season,' she observed, 'was not OK.'Women's voices are too high or too low, or they are seen as too short or too tall, or too fat or too thin, to be great leaders. These judgements wear us down.......With all the ways that it can be analysed, I also can't forget who delivered the 'crown in the garage' line.That night in the kitchen, my mother was the same woman she always was - torn between wanting to see her daughter soar in the outside world and making sure I lived up to my role as a dedicated wife who could be content looking after everyone else. When I was a little girl, she asked me to make speeches pretending I was India's prime minister. Power outages hit China, threatening economy

Power cuts and even blackouts have slowed or closed factories across China in recent days, adding a new threat to the country’s slowing economy and potentially further snarling global supply chains ahead of the Christmas shopping season in the West.The outages have rippled across most of eastern China, where the bulk of the population lives and works. Some building managers have turned off elevators. Some municipal pumping stations have shut down, prompting one town to urge residents to store extra water for the next several months, although it later withdrew the advice.There are several reasons that electricity is suddenly in short supply in much of China. More regions of the world are reopening after pandemic-induced lockdowns, greatly increasing demand for China’s electricity-hungry export factories.Export demand for aluminum, one of the most energy-intensive products, has been strong. Demand has also been robust for steel and cement, central to China’s vast construction programs.As electricity demand has risen, it has also pushed up the price of coal to generate that electricity. But Chinese regulators have not let utilities raise rates enough to cover the rising cost of coal. So the utilities have been slow to operate their power plants for more hours.In the city of Dongguan, a major manufacturing hub near Hong Kong, a shoe factory that employs 300 workers rented a generator last week for $10,000 a month to ensure that work could continue. Between the rental costs and the diesel fuel for powering it, electricity is now twice as expensive as when the factory was simply tapping the grid.“This year is the worst year since we opened the factory nearly 20 years ago,” said Jack Tang, the factory’s general manager.Economists predicted that production interruptions at Chinese factories would make it harder for many stores in the West to restock empty shelves and could contribute to inflation in the coming months.Three publicly traded Taiwanese electronics companies, including two suppliers to Apple and one to Tesla, issued statements Sunday night warning that their factories were among those affected. Apple had no immediate comment, while Tesla did not respond to a request for comment.It is not clear how long the power crunch will last. Experts in China predicted that officials would compensate by steering electricity away from energy-intensive heavy industries like steel, cement and aluminum, and said that might fix the problem.State Grid, the government-run power distributor, said in a statement Monday that it would guarantee supplies “and resolutely maintain the bottom line of people’s livelihoods, development and safety.”Still, nationwide power shortages have prompted economists to reduce their estimates for China’s growth this year. Nomura, a Japanese financial institution, cut its forecast for economic expansion in the last three months of this year to 3%, from 4.4%.The electricity shortage is starting to make supply chain problems worse. The sudden restart of the world economy has led to shortages of key components like computer chips and has helped provoke a mix-up in global shipping lines, putting in the wrong places too many containers and the ships that carry them.Power supplies are little different. Compared with last year, electricity demand is growing this year in China at nearly twice its usual annual pace. Swelling orders for the smartphones, appliances, exercise equipment and other manufactured goods that China’s factories churn out has driven the rise.China’s power problems are contributing in some part to higher prices elsewhere, like in Europe. Experts said that a surge in prices in China had drawn energy distributors to send ships laden with liquefied natural gas to Chinese ports, leaving others to scurry for further sources.But the bulk of China’s power problems are unique to the country.Two-thirds of China’s electricity comes from burning coal, which Beijing is trying to curb to address climate change. Coal prices have surged along with demand. But because the government keeps electricity prices low, particularly in residential areas, usage by homes and businesses has climbed regardless.Faced with losing more money with each additional ton of coal they burn, some power plants have closed for maintenance in recent weeks, saying that this was needed for safety reasons. Many other power plants have been operating below full capacity and have been leery of increasing generation when that would mean losing more money, said Lin Boqiang, dean of the China Institute for Energy Policy Studies at Xiamen University.China’s main economic planning agency, the National Development and Reform Commission, also ordered 20 large cities and provinces in late August to reduce energy consumption for the rest of the year. The regulators cited a need to make sure that the cities and provinces met full-year targets set by Beijing for their carbon dioxide emissions from the burning of fossil fuels.Besides coal, hydroelectric dams supply much of the rest of China’s power, while wind turbines, solar panels and nuclear power plants play a growing role.China’s difficulty in keeping the lights on and the faucets running poses a challenge for Xi Jinping, the country’s top leader, and the Chinese Communist Party. They have taken a triumphalist stance this year, emphasizing China’s success in quickly eliminating outbreaks of the coronavirus and in winning the release of a senior Huawei executive, Meng Wanzhou, in a dispute with the United States and Canada.But Xi risks getting tagged for problems as well as successes. He has moved strongly to quell any opposition within the Communist Party and has extended its reach into more sectors of Chinese life. If people in China begin to point fingers, there are few others to blame.China’s economic rebound from the coronavirus has been driven in large part by heavy investment in infrastructure as well as the rise in exports. Overall industrial use consumes 70% of the electricity in China, led by the mostly state-owned producers of steel, cement and aluminum.“If those guys produce more, it has a huge impact on electricity demand,” Lin said, adding that China’s economic minders would order those three industrial users to ease back.Disruptions from power shortages have already been felt in Dongguan, a city at the heart of China’s southern manufacturing belt. Its factories produce everything from electronics to toys to sweaters.The local power transmission authority in Houjie, a township in northwestern Dongguan, issued an order shutting off electricity to many factories from Wednesday through Sunday. On Monday morning, the suspension in industrial electricity service was extended at least through Tuesday night.The throaty roar of huge diesel generators rumbled Monday morning through the streets and alleys of Houjie, where scores of five-story, concrete-walled factories are nestled among low-rise apartment buildings for migrant workers. Air-conditioners were not running as temperatures climbed into the 90s, and only a few fluorescent lights gleamed in some of the factories’ windows.One of the noisy generators rumbled in a 20-foot yellow shipping container behind a factory where workers in bright blue and orange jumpsuits labored to assemble men's and women’s leather shoes for U.S. and European buyers.Tang, the general manager, said his factory already faced especially strict power usage rules because it had been labeled by the government a “low-profit, high-energy-consuming factory.”Along nearby alleys, a warren of small workshops was making insoles and other shoe components for assembly at Tang’s factory and other similar plants nearby. Prices for the components have already increased by 30% to 50% this year compared with last year as labor costs and raw material prices rise, Tang said.“Many of us working in this line of business say that we are basically losing money this year,” he said at his factory Monday morning, adding that power outages began this past summer.Tang had to turn off his generator for two days last week after local residents filed noise complaints with the local government. He also rented a metal cage to cover the generator to reduce the din.Some in the neighborhood, particularly shoe component manufacturers, were sympathetic, voicing a mixture of business pragmatism and nationalism.“Although it’s a bit noisy, I understand it,” said Wang Weidong, the owner of a shoe insole processing workshop. “There’s no other way — we will answer the call of the country.”

Is Quad mirroring the geopolitics of Indo-Pacific?

Expectations were high as the Quad Summit between India, Japan, Australia and the US kicked off in Washington on September 24. This first in-person meet, following on the heels of a virtual one in March, drove home the speed of geopolitical shifts currently underway. From maintaining a free and open Indo-Pacific to combating climate change, the four partner countries have turned to the Quad as the forum of choice to address mutual concerns.As the US ended its long war in Afghanistan, much has been made about the US' much-perceived abdication of international responsibility. This was laid to rest through a forceful joint statement that articulated the Quad's commitment to containing terrorism and securing human rights in Taliban-ruled Afghanistan. The acknowledgement from partner nations that their 'shared futures will be written in the Indo-Pacific' manifested in a pledge to 'redouble efforts to ensure that the Quad is a force for regional peace, stability, security, and prosperity'. Add this to the announcement of the Australia-Britain-US (Aukus) submarine pact, and one can see that the Joe Biden administration has chosen to reimagine its engagement with the region. America will remain a key player in Asia.Also welcome was the Quad's reaffirmed desire to work with like-minded partners. While paying traditional homage to 'Asean centrality', it also singled out the EU's new Indo-Pacific cooperation strategy for support. This new document directly called out Chinese actions in the South China Sea, and human rights violations in Xinjiang. What's more, the new strategy calls for expanded EU partnerships on security, technology and economic strategy with a range of new partners like India and South Korea. With this convergence in interests, expect more Quad-EU cooperation in the region.Australia and Japan, in particular, committed large sums towards ensuring Covid vaccine supplies for Southeast Asia and the Pacific. The Quad also vowed actions on climate, and proposed both a Green-Shipping Network, which seeks to decarbonise global shipping routes, and a Clean Hydrogen Alliance, which aims to boost Indo-Pacific trade using this revolutionary new green technology.Also announced was the formation of a Quad Infrastructure Coordination Group to better channel the grouping's infrastructure investments in developing countries. This signals the Quad's resolve to end the moral posturing that has so far characterised its response to China's Belt and Road Initiative (BRI). By aligning this coordination mechanism with other initiatives like the Blue Dot Network, the Quad is ready to put in investment and political capital to compete against China's behemoth infrastructure development initiatives.The new Quad Statement of Principles promises to also shape an 'open, high standard innovation' ecosystem in a direct challenge to more restrictive competitors. By putting together sectoral groups to formulate technological standards, the Quad hopes to develop key standards, roll them out globally and establish a major competitive advantage vis-a-vis more hostile players like China, which will have a Quad-designed technology architecture.The grouping also moved quickly to secure supply lines for key global technologies through the Semiconductor Supply Chain Initiative. In making such a clear power play to jointly develop and operationalise critical technologies like semiconductors, 5G and artificial intelligence (AI), the Quad has thrown down the gauntlet to China.The Quad also announced two new working groups to tackle the cyber and space technology sectors. While the elevated global threat environment surrounding cybersecurity - due in no small part to Russian and Chinese cyberattacks on key infrastructure - is driving Quad cooperation, China's rapidly expanding and military-driven space force is the main force behind the Quad's decision to jointly develop new space technologies.The Quad, however, faces challenges. The much-hyped Quad Vaccine Partnership has supplied only 79 million doses of its ambitious 1.2-billion dose target so far. While much of this shortfall is due to disruptions caused by India's devastating second Covid wave, the Quad must tread carefully. If it wants to avoid a reputation for empty talk, it must focus its attention on delivering on promises made.The outcome of the summit will give little comfort to neutral Asean powers that wish to steer clear of great power competition. But competition now seems to be the order of the day, and the four Quad powers must handle their reluctant neighbours deftly.As new geopolitical and geo-economic realities emerge in the Indo-Pacific, India is now a critical node in the emerging network of variable geometries in the region. There are important opportunities in the evolving dynamic for New Delhi, as new alliances are crafted and new goals enunciated. Bold decision-making is the need of the hour.

The Finance Ministry on Friday withdrew expenditure curbs on various departments and ministries imposed in June in the wake of the COVID-19 second wave, reflecting improvement in public finances and the urgency to step up growth.The expenditure restrictions are being withdrawn with immediate effect following a review of the guidelines, said an office memorandum issued by the Economic Affairs Department of the Finance Ministry.The June 30 guidelines regarding regulating the overall expenditure within 20 per cent of the Budget Estimate (BE) in the second quarter (July-September, 2021) have been reviewed, according to the office memorandum.The guidelines "stand withdrawn with immediate effect," it said.Accordingly, it said, all ministries and departments are now permitted to spend as per their own approved monthly expenditure plan or quarterly expenditure plan (MEP/QEP) until further orders during the remaining part of this financial year.Items of large expenditure of over Rs 200 crore will be governed by the guidelines issued by the Budget Division under the Department of Economic Affairs dated August 21, 2017, it added.These directions have been issued with the approval of the competent authority."Any deviation from these guidelines would require prior approval of Ministry of Finance. Any communication by ministries/departments on the subject cited above should be addressed to the Secretary, Department of Expenditure,” the memorandum said.Earlier in June, the Finance Ministry had asked various ministries and departments to restrict expenses to a maximum of 20 per cent of their annual budgetary allocation in the September quarter as part of austerity measures amid the coronavirus pandemic.However, the restrictions on expenditure for the second quarter (July-September period) of the current fiscal were not applicable for select ministries and departments, including health, agriculture, fertilisers, pharmaceuticals and food.All other ministries and departments “will require to restrict overall expenditure within 20 per cent of BE 2021-22 in Quarter 2 (July to September 2021),” according to an office memorandum issued by the Department of Economic Affairs in June this year.The curbs were also not applicable for activities such as pension payments, interest payments and transfer of funds to states.With the drastic drop in COVID-19 cases, there has been increased economic activity, leading to the expectation of double-digit growth during the current fiscal.There has been an improvement in revenue collection on the back of a pick-up in economic activities.For instance, GST revenue remained above Rs 1 lakh crore mark for the second straight month in August at over Rs 1.12 lakh crore, 30 per cent higher than the collection in the year-ago period.The mop-up in August was, however, lower than Rs 1.16 lakh crore collected in July 2021.With regard to direct income collection, the net personal income and corporate taxes collection grew 74 per cent to Rs 5.70 lakh crore so far this fiscal, driven mainly by advance tax and TDS payments.The mop-up of net direct tax (which is arrived at after deducting refunds from gross collection) between April 1-September 22 was at Rs 5,70,568 crore, a 74.4 per cent growth over Rs 3.27 lakh crore collected in the same period last fiscal, the Central Board of Direct Taxes (CBDT) said in a statement. It is a 27 per cent growth over Rs 4.48 lakh crore collected in 2019-20.The gross direct tax collection so far this fiscal stands at over Rs 6.45 lakh crore, a 47 per cent growth over Rs 4.39 lakh crore mopped up in the corresponding period of the preceding year. The gross collection was 16.75 per cent higher than Rs 5.53 lakh crore collected between April 1-September 22 of 2019-20 fiscal.The clear upturn in the government tax revenues and the anticipated inflows from the National Monetisation Pipeline are likely to have triggered the welcome withdrawal of the extant cash management guidelines, Icra Chief Economist Aditi Nayar said.The government's spending had contracted by 5 per cent in April-July 2021 on a year-on-year basis and stood at 29 per cent of the Budget Estimates."With the withdrawal of the expenditure management guidelines, we anticipate that spending will gather pace in the second half of this year, which will be critical to unleash animal spirits and drive a faster recovery in economic activity," she said.

PM Modi says Quad will act as a force for global good

Prime Minister Narendra Modi along with his counterparts from Australia and Japan on Friday attended the first in-person summit of Quad leaders hosted by US President Joe Biden and said that he firmly believed that the grouping of four democracies would act as a "force for global good" and ensure peace and prosperity in the Indo-Pacific as well as the entire world.In November 2017, India, Japan, the US and Australia gave shape to the long-pending proposal of setting up the Quad to develop a new strategy to keep the critical sea routes in the Indo-Pacific free of any influence, amidst China's growing military presence in the strategic region.At the invitation of President Biden, Prime Minister Modi and his counterparts Scott Morrison from Australia and Yoshihide Suga from Japan met at the White House for the first-ever in-person Quad summit. President Biden hosted the first virtual summit of the four leaders in March.Akk the four countries int he Quad grouping are grappling with a rising China that Biden has accused of coercive economic practices and unsettling military maneuvering.They made no direct mention of China as they opened the group's first ever in-person meeting, but the Pacific power was sure to be a major focus as they headed into private talks.Opening the summit, President Biden said the four democracies have come together to take on common challenges from Covid to climate. “This group has democratic partners who share world views and have common vision for the future,” he said."We know how to get things done and are up to the challenge," he said.In a short and crisp opening address, Prime Minister Modi said that he was confident that "our participation in Quad will ensure peace and prosperity in the Indo-Pacific as well as the entire world.""I am confident that our cooperation will establish peace and prosperity in the world and Indo-Pacific. I firmly believe our Quad would act as a force for global good. We had come together for first time after the 2004 Tsunami for regional cooperation in Indo-Pacific.Today, as the world is fighting COVID-19, we as part of Quad have come together again for humanity. Our Quad vaccine initiative will greatly help the Indo-Pacific countries," he said."On the basis of our shared democratic values, Quad has decided to move forward with a positive thinking and a positive approach."Be it supply chain or global security, climate action or covid response, or cooperation in technology, I would feel happy to discuss with my partners in Quad," prime minister Modi said.Prime Minister Morrison said that the Indo-Pacific region should be free from coercion and disputes should be solved in accordance with international law."The Indo-Pacific has great challenges and challenges have to be overcome. We stand here together in the Info Pacific region," he said."I hope we are able to hold a relevant summit," Japanese Prime Minister Suga said.During the summit, the four leaders are expected to discuss promoting a free and open Indo-Pacific, address the climate crisis and advance practical cooperation on areas like combatting COVID-19.Ahead of the Quad summit, China on Friday criticised the grouping, saying the formation of “exclusive closed cliques” runs against the trend of times, and it is “doomed to fail”.Asked for China's reaction as the Quad summit is expected to address the challenges and rising risks Beijing poses in the Indo-Pacific region, Chinese Foreign Ministry spokesman Zhao Lijian told the media that the quadrilateral grouping should not target any third country and its interests.“China always believes that any regional cooperation mechanism should not target a third party or harm its interests. Seeking exclusive closed cliques against a third country runs against the trend of the times and aspiration of countries in the region. It will find no support and is doomed to fail,” he said.White House officials have said that the Quad leaders would announce a new working group on space, a supply chain initiative and a 5G deployment and diversification effort apart from discussing issues like challenges in the Indo Pacific, climate change and COVID-19 pandemic during their historic meeting.Quad leaders are also planning to roll out vaccine deliverables and announce a series of measures in the field of healthcare and infrastructure sector, officials said.India, the US and several other world powers have been talking about the need to ensure a free, open and thriving Indo-Pacific in the backdrop of China's rising military manoeuvring in the region.China claims nearly all of the disputed South China Sea, though Taiwan, the Philippines, Brunei, Malaysia and Vietnam all claim parts of it. Beijing has built artificial islands and military installations in the South China Sea.Ahead of the Quad summit, Prime Minister Modi separately met his Australian and Japanese counterparts on Thursday and they reaffirmed the importance of maritime security towards the realisation of a "free and open" Indo-Pacific

View: Go to ancient precepts for a modern turn

Nearly 70 years ago, without any prompting from advertisements, speeches or articles, my mother refused to follow several rituals deemed 'essential' for a Bengali wedding. She did not don those red-and-white "shakha-pola" bangles that were considered mandatory for married Bengali women. She did not agree to wear sindoor. And she flatly refused to throw a handful of rice over her shoulder to symbolise 'repaying' her debt to her mother.There was consternation in the family and mutterings about yet another example of my mother's famously stubborn, willful nature. My maternal grandmother-no shrinking violet herself when it came to laying down the law-regarded her fourth daughter with a certain degree of exasperation but not beyond the pale. And my paternal grandmother was too diplomatic to insist on anything that could lead to confrontation. So, my mother had her way.That she got married despite her father having passed away suddenly just seven months before-ie, earlier than the 'stipulated' year-long mourning period-with the agreement of both families, also indicated how much Hindu 'traditions' can be modified. Tradition is largely a convenient excuse these days for rituals attributed to (or blamed on) ancient theological 'shastras' that most lay Hindus know very little about.The 'debate' sparked off by a recent advertisement of a wedding wear brand that called for 'kanyamaan' rather than 'kanyadaan' is a case in point. Even if the Dharmashastras prescribe this ritual-whereby a bedecked Lakshmi (daughter) is given by her father as an oblation (daan) to the embodiment of Vishnu (the groom)-there are enough exceptions to make it less than mandatory. Especially since there are eight types of Hindu marriages!Given that the Hindu faith has no single holy book, set of commandments or even a definitive word of God (revealed via one prophet or many) and there are plenty of theological and philosophical treatises propounding even contradictory precepts, there are no imperatives. Marriages have been solemnised in whatever manner couples want. And a rather wide range of alternatives are available.For instance, many Indians living together these days and fondly imagining they are being very modern may be surprised to know that one of those eight ancient Hindu nuptials included 'gandharva vivaaha', in which the consummation of their mutual attraction is the 'marriage' ritual. The other seven types of marriages cited in the Dharmashastras are: Brahma, Daiva, Arsha, Prajapatya, Asura, Rakshasa and Pisacha. The last three, by their very names, are clearly disfavoured as they entail, respectively, payment of bride price, abduction and forcible consummation when the woman is disorientated or confined.The form of marriage now under fire is the first one-Brahma-which was said to be the 'best' as there were no economic riders attached, just the 'daan' of a bedecked 'kanya' to the godlike groom. How it was corrupted to include fat dowries and the pre-eminence of the groom, his family and their demands is not difficult to figure out. But that was not the intention.So to say that a cute actor in a bridalwear commercial propounding 'kanyamaan' has struck a seminal blow against 'patriarchy' is overstating the matter. Hindu weddings have been a work in progress; practically every generation has brought some change into it. Regardless of what ancient commentators like Baudhayana, Apastambha or Manu may have said about the relative merits of the types of Hindus marriages, no bride-or groom-is obliged to go by what any or all of them say. In fact, many recommended changing with the times. Kanyadaan, no kanyadaan, or mutual daan of the bride and groom to each other, there is always room for flexibility. But most Hindus today don't know that.Disrespecting brides began when the faith was derailed by greed and powerplay. Blaming patriarchy, tradition or faith, is passing the buck. Paradoxically, returning to the original ancient precept of flexibility in marriage rituals is the most modern 'change' we can bring about. My mother's clinching argument against sindoor, shakha-pola and rice throwing, after all, was that these practices cannot be traced back to the ancient shastras!

Confident shareholders will back merger: Gopalan

At a time when the promoters of Zee Entertainment Enterprises were pushed to the wall by the largest investor Invesco, seeking EGM to remove MD & CEO Punit Goenka and two other directors from the board, the chairman and other directors have unanimously given in-principle approval to explore the merger of the company with Sony Pictures Networks India. In an exclusive interaction with ET's Gaurav Laghate, Zee chairman R Gopalan spoke about the rationale behind the merger. Edited excerpts:What is ZEE board's view on the merger proposal?The board has taken an overall industry view and analysed the competitive environment in the media & entertainment (M&E) sector. Over the last few years, we have noted the significant changes in this ecosystem including the consolidation of large media companies and the deep investments being made by players in the content and technology domain, and how they have driven up the revenue potential and overall value for the companies and the sector at large.The board has also recognised the changes accelerated by digital adoption in the M&E ecosystem and the opportunities that are now available for higher growth in line with ZEE's strategic vision.In this context, we have carefully evaluated all the financial and strategic parameters of the merger proposal and it was unanimously agreed that the merger would accrue immense value for consumers, partners, employees and shareholders of both entities. The synergies that can be drawn between both the assets will help expand the reach, increase market share, generate higher revenue, which in turn only augurs well for shareholders. Based on all these factors, the board has given in-principle approval for the terms of the merger and to initiate the various steps as required. How is it beneficial for all the shareholders, including non-promoter minority shareholders?We have always kept the best interests of all our shareholders in mind, as part of our core decision-making process. SPN has been a formidable player in the M&E sector, and it is a financially sound partner with a strong strategic intent in the merged entity. On the other hand, ZEE in the last few years, has taken substantive steps to enrich governance and transparency in a granular manner by several notches, which now lays a strong foundation to form the merged entity. The merger will combine these two market leaders and that the merged entity will be listed in this country is a huge commitment to the minority shareholders. The term sheet states that the promoter group will get additional 2% shares from Sony to maintain their shareholding at 3.99%. Will this require shareholders' approval?All the necessary processes in a normal merger are being duly followed. The entire scheme of arrangement including the non-compete arrangement will be subject to approval by the shareholders as per the merger process. Overall merger will require a supermajority (75% votes). How confident are you of achieving this?The significant size of the merged entity and its leadership position in various entertainment genres will generate immense value for all the shareholders, and I am sure they have recognised this aspect and how it is beneficial to them in the long term. I am confident the shareholders will support the resolution as it benefits the company and their interests. How will this merger impact the business growth in the short to mid-term as well as long term?Based on the evaluation of the merger and the value the merged entity will bring in, I believe it will boost the growth of the business in the mid to long term. The merger would bring together two leading Indian media businesses, benefitting consumers in India and globally across content genres, from film to sports.The entertainment portfolios of both the companies are complementary, and the combined company would be a market leader across genres & languages in linear and digital distribution with significant growth opportunities for the business. It will also lead to the efficient global distribution of ZEE's key channels by Sony's global platform and the combined channels/content would certainly lead to higher demand. With growth capital being infused into the merged entity, it will further enable the company to significantly invest in digital platform growth and the acquisition and creation of large entertainment properties.
